Turnkey EPC for a new factory — what the word actually covers

"Turnkey EPC for a new factory" means two very different scopes depending on who is answering, and getting the distinction wrong at tender is how greenfield projects end up with a gap nobody priced. One is the civil and structural package: the shell, the foundations, the PEB, the flooring. The other is the services package: the power, the HVAC, the plumbing, the fire systems and the statutory approvals that turn a shell into an operating factory. We are the second, delivered end to end under one contract — and the reason we say so plainly is that the interface between the two is where greenfield programmes are actually lost.

HT/LT power from the DISCOM interface to the last outlet, transformers and DG, HVAC and process ventilation, plumbing and treatment, fire protection and detection, and the low-voltage systems — designed, procured, installed, tested and commissioned as one scope with one owner. Plus the statutory file: factory plan approval, Fire NOC, pollution board consent, CEIG and net metering, filed in-house.
The interface that decides the programme
The shell contractor pours the floor, casts the tank, sets the pump-room walls and fixes the roof before the services contractor is usually on site. Every one of those is a services decision made by someone else. Where we are appointed at design stage rather than after the structure is up, that coordination happens on drawings. Where we are appointed late, it happens with a breaker.
Approvals run in parallel, not after
A new factory needs the factory plan approved before construction, the fire scheme approved before the tank is cast, and the consent conditions settled before the utilities are designed. Programmes that treat approvals as a closing activity discover the sequence in the wrong order. Ours run alongside procurement.

The turnkey EPC lifecycle — every hand-off, one owner

Fourteen stages from the first site walk to the maintenance contract. On a multi-vendor project each arrow between them is a contract boundary; under turnkey EPC they are all inside one.

    Site survey

    Engineers walk the site or the drawings: plot, orientation, existing utilities, access, the point of supply, water source and outfall, and the constraints the civil design has already fixed.

    You receive: Survey notes and a list of what the design must work around.

  2. 02

    Design

    Heat-load calculation, electrical load list and single-line diagram, fire scheme against NBC 2016 Part 4, water-demand and drainage basis, ELV coverage and the solar feasibility where a roof allows it — one coordinated set rather than four.

    You receive: Design basis report and concept drawings for every discipline.

  3. 03

    Engineering

    Concept becomes detail: equipment selection, plant-room and shaft layouts, cable and duct routes resolved against each other, protection coordination, pump and pipe sizing, and the specifications each system will be bought to.

    You receive: Good-for-construction drawings and specifications.

  4. 04

    Bill of quantities

    Every item measured from the engineered drawings, with the make and standard it will be procured to, so the quotation can be compared like for like and the site cannot drift from what was priced.

    You receive: Itemised BOQ per discipline.

    Cost estimation

    The BOQ priced, with the statutory fees that sit outside the contract identified separately, and the items most sensitive to a change in scope flagged before the contract is signed.

    You receive: Lump-sum or item-rate proposal with the assumptions stated.

    Statutory approvals

    Provisional Fire NOC on the scheme, CEIG drawing approval before the substation is built, DISCOM load sanction and net-metering where solar is in scope, pollution-board consents for DG sets and treatment plants — filed by the same team that drew them.

    Procurement

    Long-lead equipment ordered first — transformers, switchgear, chillers, fire pumps — to the approved makes, with test certificates collected as the material arrives rather than chased at inspection.

    Specialist subcontractors and OEMs — lift, BMS, cleanroom, DG — brought onto one programme, with their interfaces to the MEPF scope defined in writing before they mobilise.

    Installation

    One site team across all disciplines, so the interface between the cable tray, the duct and the sprinkler main is resolved on site rather than by email, and the civil hand-over of work fronts is sequenced rather than fought over.

    Testing

    Insulation resistance, earth resistance and relay tests on the electrical installation; hydrostatic tests on the fire and plumbing mains; testing, adjusting and balancing on the HVAC — each recorded against the design values, not just ticked.

    Commissioning

    Systems run together: the integrated cause-and-effect between fire alarm, HVAC shutdown, lifts and access control; energisation after CEIG clearance; the final Fire NOC inspection; solar synchronised and the bidirectional meter installed.

    Documentation

    As-built drawings, test certificates, warranties, approved-make records, approval letters and the O&M manuals for every system, assembled into one dossier rather than left in six site offices.

    Handover

    Operator training, a walk-through of every plant room and panel, and a snag list closed against the client's own inspection — the point at which the defect-liability period starts.
