Who is an MEPF contractor?

A contractor that designs, procures, installs, tests and commissions a building's mechanical (HVAC), electrical, plumbing and fire-protection systems — the four services that turn a structure into a building people can occupy. In India the MEPF contractor usually also files the statutory approvals those systems need, because each is granted against the drawings the contractor prepares.

What does an MEP contractor do?

Takes the architect's drawings and the client's brief and delivers working services: heat-load and electrical-load calculations, single-line diagrams, fire schemes and water-demand basis; procurement of equipment to approved makes; installation of plant, pipe, duct, cable and devices; testing of each system against its design values; and commissioning, handover and the documentation the client keeps. Some MEP contractors take installation only, against a consultant's design; others carry the design too.

What is included in turnkey MEP execution?

Everything from the site survey to the maintenance contract, under one contract and one point of responsibility: design, engineering, BOQ, estimate, statutory approvals, procurement, vendor coordination, installation, testing, commissioning, documentation, handover and AMC. How much does industrial MEP work cost?

It is normally estimated per square foot of built-up area, and the figure varies widely with the building type, the disciplines in scope, the specification level and the site — a warehouse and a pharmaceutical plant of the same area are not in the same band. A quotation with a stated scope, named makes and measured quantities is the only reliable number; a per-square-foot figure is a first check on it.

What should a factory provide before requesting an MEP quotation?

The site location, the building or factory type and its use, built-up area and floors, the machine or equipment list with connected load or the DISCOM sanctioned load, the storage or process hazard, drawings and any BOQ that exists, approvals already held, and the target date. A site survey fills whatever is missing; the more of this arrives up front, the closer the first budget lands.

Should I hire one MEPF contractor or separate vendors for each trade?

It depends on who will own the interfaces between trades and how many approvals stand between you and occupancy. Separate specialists suit a single-trade retrofit or a very large project with a full-time PMC; one integrated contractor suits a new build or expansion, an approvals-heavy scope, a tight programme, or a client with no in-house MEP manager.

Fire protection and Fire NOC

What does a fire protection contractor install?

The hydrant and wet or dry riser system, automatic sprinklers where the occupancy requires them, the fire pumps and pump room with the water tank, fire detection and alarm, portable extinguishers, and special suppression — clean agent, CO₂ or water mist — for rooms where water would do damage. What is included in a fire pump room?

An electric main pump, a diesel standby pump of equal duty, and a jockey pump to hold the system pressurised — each with its controller and auto-start on pressure drop — plus the header, valves and the connection to the fire-water tank, in a room that NBC 2016 governs for location, access, suction arrangement, ventilation, exhaust and drainage.

What is required for a Fire NOC?

Two clearances from the State Fire Service: a provisional NOC on the fire scheme — drawings and documentation filed before construction — and a final NOC after the installation is inspected and tested. The scheme has to match the occupancy, height and area under NBC 2016 Part 4, and the NOC is renewed periodically, which depends on the test logbook being kept.

Electrical, CEIG and energisation

What is CEIG approval?

Clearance from the Chief Electrical Inspector to Government — the state's electrical inspectorate — for an electrical installation: drawing approval before the substation is built, and an inspection with test records before energisation. It applies to HT installations and to the classes of LT installation each state notifies, commonly DG sets, lifts and larger buildings, under the Electricity Act 2003 and the CEA safety regulations.

What is the sequence for getting a factory energised?

DISCOM load sanction first; CEIG drawing approval before the substation is built; installation and testing by a licensed contractor with the records kept; CEIG inspection and clearance; then DISCOM metering and energisation. Commissioning dates that assume power before the clearance are the most common cause of programme slippage on industrial projects.

HVAC

How is HVAC capacity calculated?

From a heat-load calculation, not a square-foot ratio: the building's envelope and orientation, glazing, occupancy, lighting and equipment loads, fresh-air requirement and the outdoor design conditions, summed room by room to a cooling load in TR. The plant is then selected for that load and its profile — which decides between chilled water, VRF and split systems as much as the number does.

What should an HVAC contractor include in a BOQ?

The design basis, then the plant with makes named, the air side (ducting measured from drawings, insulation, terminals, fire dampers), the water side (piping, insulation, valves, treatment), controls and the BMS interface, the electrical interface, testing-adjusting-balancing and commissioning as their own section, documentation, and the civil interfaces. The section most often missing is commissioning.

What is involved in solar EPC?

Engineering, procurement and construction of the plant as one contract: feasibility and shadow analysis, sizing against consumption and sanctioned load, the structure designed for the roof and the wind load, modules, inverters, cabling and protection, the DISCOM net-metering application and CEIG clearance where the plant connects at HT, installation, commissioning with the DISCOM's joint inspection, and usually an O&M contract afterwards.

What is industrial rooftop solar?

A grid-connected PV plant on a factory or warehouse roof, sized to the plant's daytime consumption and capped by its sanctioned load under net-metering, on a structure the shed can carry — with the electrical scheme designed together with the plant's own distribution so the two are one drawing set and one applicant to the DISCOM and CEIG.

How should I evaluate a solar EPC proposal?

Ask for the shadow-free area and yield basis behind the proposed capacity, the ALMM reference for the exact module quoted, a scope matrix stating who files CEIG and net-metering, the structure design for the roof, and a performance guarantee expressed as measurable generation or performance ratio with a remedy attached. A price far below the market band is usually scope leaving the room.

AMC and maintenance

What does an AMC cover?

Scheduled preventive maintenance of the assets on the contract's register, breakdown response within a defined SLA, and — depending on whether it is comprehensive or labour-only — the replacement parts. A well-written AMC also carries the statutory periodic testing and the logbooks that Fire NOC renewal, CEIG periodic inspection and consent renewals depend on.

What should an AMC contract contain?

An asset register, a baseline condition report, the scope (comprehensive or labour-only, and what 'parts' excludes), the preventive schedule by asset, SLA definitions in measurable terms, statutory obligations, spares, reporting, the OEM warranty interface, the client's obligations, and term and exit clauses. Procurement

What documents should an EPC contractor provide?

Three sets. Before award: registration, GST, electrical contractor licence, PF/ESI, quality and safety systems, completion certificates for comparable work, financials. During the work: approved drawings and the approvals file, material test certificates, stage inspection records, measurement sheets, change records. At handover: as-builts, test and commissioning reports, the complete approvals file, warranties, O&M manuals and the defect-liability schedule.

How do I compare MEP quotations?

Normalise before you compare: put the scopes side by side and mark each line included, excluded or silent; compare the makes item by item; check the quantity basis behind the biggest lines; read the exclusions sheet; add back what each quote left out at the others' rates; then ask the low bidder to explain the number against the BOQ.

What should be checked before awarding an MEP contract?

The claims behind the proposal: who stamps the drawings if design is claimed, which approvals the contractor has filed in its own name and in which state, whether the referenced projects can be verified with the client, and whether the licence, registrations and financials match the entity that will sign. The verification is quicker than the dispute it prevents.
