Sector focus Hiring an ELV contractor — the question that decides the project
ELV is bought either as one integrated package or as five separate boxes, and the difference does not show up until the systems have to talk to each other. CCTV, access control, public address, fire alarm interface and structured cabling are individually simple. What is not simple is a door that has to release on a fire alarm, a camera that has to bookmark the access event that triggered it, and an evacuation announcement that has to override background music on the right zones only. Those are integration requirements, and they are decided at design, not at commissioning.
- Who owns the interfaces
- The fire-alarm-to-access-control release, the PA-to-fire-alarm override, the CCTV-to-access-event association, and the BMS or head-end that supervises them. Where each system is a separate contract, every one of those interfaces is a gap between two scopes. Ask any bidder to name which interfaces are in their scope and which they assume someone else will close.
- Structured cabling as infrastructure, not accessory
- The cabling carries every one of these systems for the next fifteen years, through equipment generations that do not exist yet. Category, pathway capacity, separation from power, and the labelling and test results you receive at handover decide whether the next upgrade is a change of head-end or a change of cable.
- The statutory side of ELV
- Public address and voice evacuation is a code requirement in the occupancies that need it, not an amenity, and it is inspected as part of the fire scheme. An ELV package quoted without reference to the building's fire strategy is quoting equipment, not compliance.
- What you receive at handover
- Cable test results, a device schedule with addresses, the cause-and-effect matrix for anything that interacts with the fire system, head-end configuration backups and admin credentials in your name. The last one matters more than buyers expect — a system whose administrator account belongs to the contractor is a system you do not control.
For an industrial site, the practical test of an ELV contractor is whether they can hold a conversation about the fire alarm and the electrical distribution without handing you to somebody else. Where the same contractor carries the fire and electrical scopes, the interfaces stop being commercial boundaries.
