Fire NOC for factories in Punjab

Punjab’s fire-safety law changed in 2024. If you’re planning a Fire NOC for a factory in Ludhiana, Mohali, Mandi Gobindgarh, Amritsar or Jalandhar, the process now runs under the Punjab Fire and Emergency Services Act, 2024 — not the older 2004 Act many older guides (and some consultants) still cite.

What the 2024 reform actually changed

The Punjab Fire and Emergency Services Act, 2024 reformed three things that matter to a factory owner:

  1. Risk-tiered NOC validity. Instead of one renewal cycle for every occupancy, validity now scales with hazard class — light-hazard units get longer validity, high-hazard units face more frequent (annual) review.
  2. The old 53-point checklist is gone. Replaced with a streamlined assessment — still thorough, but no longer the fixed manual list that made minor paperwork gaps a common rejection cause.
  3. Annual self-certification is now available for lower-risk occupancies, cutting the inspection burden for compliant units.

If your fire consultant or previous compliance record still references the 2004 Act, it’s out of date — the underlying NBC 2016 engineering hasn’t changed, but the process has.
