MEPF Budget Calculator — MEP Cost per Square Foot

Put a services budget on a basis you can defend: the area, a rate for each discipline you are buying at low, base and high, the lump sums that do not follow area, and a contingency you state. For orientation, SEPL's internal benchmark recorded on 23 Sep 2026 puts full turnkey MEPF at ₹400–700 per sq.ft for a factory and ₹300–550 for a warehouse — the full table is below the tool, and you can load a band as a starting point.

What this tool estimates

Low, base and high budget totals for an MEPF package from your area, your discipline rates and your fixed items — with contingency on the pre-tax base you state and tax kept as a separate line.

What it cannot decide

  • Whether your rates suit your building — they are yours, or SEPL's dated benchmark band if you choose to load it.
  • Quantities, makes or a BOQ: only drawings measured into a bill of quantities give an award figure.
  • Statutory fees, civil builder's work, owner-supplied equipment or design fees, unless you add them as fixed items.
  • Which GST rate applies to your contract — you enter it.

Your inputs

Area

The same area basis your rates were built on (built-up, not carpet).

Discipline rates
Optional: start a row from SEPL's benchmark band

SEPL internal benchmark, recorded 23 Sep 2026, review due 31 Dec 2026. Full turnkey MEPF, standard specification, India. Not a quotation and not an approved price; whether it includes GST is not stated. It fills one Combined row with the band's low and high. The base is yours to enter — the band has no "typical" value.

One row per discipline, or one combined row. Low ≤ base ≤ high. Leave out what you are not buying — nothing is assumed for a missing discipline.

e.g. a contractor's budget quote and its date. It goes into your export, so the budget carries its basis.

Fixed items

Lump sums that do not follow area — a transformer, DG set, fire pump set, STP. The same amount goes into the low, base and high totals. Type rupees; "4.5 lakh" and "1.2 crore" are understood.

Contingency and tax
%

Your allowance for what is not yet known. Enter 0 for none — the tool does not suggest a figure.

%

The rate your contract carries — confirm it with your tax adviser. Not needed if you leave tax out.

Your inputs stay in this browser. Nothing is sent anywhere unless you choose to send a review request further down this page — and that shows you exactly what it would send first.

MEPF cost per square foot in India: SEPL's internal benchmark

Recorded on 23 Sep 2026 in SEPL's pricing registry (version 2026.09.1, review due 31 Dec 2026). Full turnkey MEPF — supply, installation, testing and commissioning of the mechanical, electrical, plumbing and fire systems, with ELV where it is in scope — at a standard specification, India. It is a budget-stage band for setting a provisional sum: not a quotation, not an approved price, and it does not state whether GST is included. Use it to sanity-check your own rates, or load a band into the calculator as a starting point and overwrite it.

SEPL internal benchmark: full turnkey MEPF cost per square foot by building type, India, recorded 23 Sep 2026
Building typeFull MEPF, ₹ per sq.ftWhat drives the number
Warehouse / logistics₹300–550Ventilation and a fire package sized on the storage classification; little else.
Residential₹350–600Plumbing and electrical carry the package; comfort cooling is often the owner's, not the contractor's.
Industrial / factory₹400–700Power distribution and the process utilities; the fire scope follows the hazard class.
Commercial office₹600–900Central HVAC, ELV and the life-safety package for an occupied floor plate.
Retail / mall₹700–1,100Tenant-served HVAC, heavy ELV and a sprinkler design across a large footprint.
Hotel₹1,200–2,000Guest-room fan coils, hot-water generation and back-of-house kitchen and laundry services.
Hospital₹1,500–2,500Medical gases, filtration, isolation zones and near-total electrical redundancy.
Pharma / cleanroom₹2,500–4,500Classified-area AHUs, validated utilities and the documentation that goes with them.

Outside every band: statutory fees, civil builder's work, owner-supplied equipment, anything the tender leaves to a nominated sub-contractor, and MEP design or consultancy fees. The rate follows services density — cooling load, connected electrical load, air changes and fire hazard class — not floor area, which is why a small hospital costs more per square foot than a large warehouse. The bands include fire-fighting; no fixed share is taken off for an "MEP only" figure.

Method

How this calculator works — and where it stops

What it calculates

A low, base and high budget for an MEPF package from the area, the rates you enter for each discipline, the fixed items that do not follow area, a contingency on a pre-tax base you state, and tax as its own line.

Inputs

  • Built-up area the services cover, in m² or ft².
  • Whether the rates are per m² or per ft² — one unit for every rate.
  • One row per discipline you are buying (HVAC, electrical, plumbing, fire, ELV, other area-based scope) or one combined row, each with a low, base and high rate. Low ≤ base ≤ high.
  • Fixed items: lump sums that do not scale with area, such as a transformer, DG set, fire pump set or STP. The same amount goes into all three totals.
  • Contingency as a percentage, and what it applies to: the direct cost (area works + fixed items) or the area works only.
  • The tax basis of your figures — before GST, including GST, or tax left out — and the GST rate your contract carries.
  • Optional: where the rates came from and their date, carried into the export.

Method

  1. The area is converted once — into the unit the rates are per (1 ft² = 0.09290304 m²).
  2. Area works for each of low, base and high = area × the sum of the discipline rates for that column.
  3. Direct cost = area works + fixed items.
  4. If your figures include GST, it is taken out once (÷ (1 + rate)) so that everything after this step is before tax.
  5. Contingency = your percentage × the base you chose (direct cost, or area works only), before tax.
  6. Total before tax = direct cost + contingency. Tax = GST rate × total before tax, shown as a separate line. Total with tax = the two together.
  7. Sensitivity: the three totals before tax are recomputed with the contingency 5 points lower and higher.

Assumptions

  • Every rate is yours. The optional preset fills a combined row's low and high from SEPL's internal benchmark band (recorded 23 Sep 2026, full turnkey MEPF, standard specification); it never fills a base, and you can overwrite all of it.
  • Each discipline rate applies to the whole area entered. A discipline that serves only part of the building (HVAC in the office block only, say) belongs in a fixed item, or in a rate blended over the whole area.
  • Fixed items carry no low/high range; put an uncertain lump sum in at the figure you want to budget for.
  • No GST rate is assumed. Rates differ by contract and change by notification, so the rate is yours to enter and to confirm.

Limitations

  • It cannot tell whether a rate suits your building: services density, specification, redundancy and site conditions are in the rate you enter, not in the tool.
  • No discipline split and no 'MEP without fire' factor is applied — enter only the disciplines you are buying, each at its own rate.
  • All-in office fit-out costs (interiors, civil and services together) are not MEP rates; using one here would overstate the services budget.
  • Statutory fees, civil builder's work, owner-supplied equipment and design or consultancy fees are outside the totals unless you add them as fixed items.
  • A budget is not a BOQ: quantities, makes and the award figure come from drawings measured into a bill of quantities.

Worked example

Produced by running this calculator with the inputs below.

Inputs

  • Built-up area 1,000 m², rates per m²
  • One combined row: low ₹1,800, base ₹2,000, high ₹2,400 per m² (arithmetic example, not a rate for any building)
  • Fixed items ₹1,00,000
  • Contingency 10% of the direct cost
  • Tax left out (totals before tax)

Working

  1. Area works = 1,000 m² × ₹2,000 = ₹20,00,000 (low ₹18,00,000; high ₹24,00,000).
  2. Direct cost = ₹20,00,000 + ₹1,00,000 = ₹21,00,000 (low ₹19,00,000; high ₹25,00,000).
  3. Contingency = 10% × ₹21,00,000 = ₹2,10,000 (low ₹1,90,000; high ₹2,50,000).
  4. Total before tax = ₹21,00,000 + ₹2,10,000 = ₹23,10,000 (low ₹20,90,000; high ₹27,50,000).
  5. With a tax basis chosen, GST at the rate you enter is added to each total before tax as its own line.

Result. A base budget of ₹23,10,000 (₹23.1 lakh) before tax, within a low–high range of ₹20.9 lakh to ₹27.5 lakh — ₹2,310 per m², or about ₹215 per ft², before tax.

Sensitivity — what moves the answer

  • Contingency: at 5% the base before tax is ₹22,05,000 and at 15% it is ₹24,15,000 — each 5 points moves it by ₹1,05,000 here.
  • The contingency base matters: on area works only (₹20,00,000), the same 10% gives ₹23,00,000 before tax instead of ₹23,10,000.
  • The rates move the answer most: the low and high rows of the example are ₹6,60,000 apart before tax (₹20,90,000 to ₹27,50,000), against ₹2,10,000 for moving the contingency from 5% to 15%.
  • Choosing 'figures include GST' takes the tax out before the contingency is worked out, so the contingency is never charged on tax.

How engineers use the result

At feasibility, to set a provisional sum for the services package with its basis written down — which disciplines, which rates from where, what the contingency covers and how tax is treated — and later to test incoming quotations against it before a BOQ exists.

When a professional design must replace it

Before the budget is used to fix a price or award a contract: an engineer measures the quantities from the drawings, names the makes, states the scope split (including statutory work and owner-supplied items) and replaces these rates with a priced bill of quantities.

Questions people ask before using it

What do I need before using the MEPF budget calculator?

The built-up area the services will cover; a rate for each discipline you are buying — HVAC, electrical, plumbing, fire, ELV — or one combined rate, each at a low, base and high level; and the lump sums that do not scale with area, such as a transformer, DG set, fire pump set or STP. Note where every rate came from and when. Then decide the contingency percentage and what it applies to, and whether your figures are before or after GST.

Which site and project conditions change an MEPF budget?

Services density more than floor area: the cooling load per square foot, the connected electrical load, process utilities, the fire hazard class and storage height. After that, the specification and makes, redundancy (N+1 plant, dual feeders), ceiling heights and riser lengths, HT or DG scope, working on an occupied or phased site, and the statutory work you hand the contractor — fire NOC, CEIG and DISCOM applications. Any of these can move a project outside a per-square-foot band.

What should I send an engineer to turn this budget into a BOQ?

The project layout with areas and heights, the process or equipment schedule with its electrical and cooling loads, the occupancy and hazard classification, a list of what the owner will supply, and this tool's CSV or JSON export. An engineer measures the quantities from the drawings, names the makes and replaces your rates with a priced bill of quantities.

What does MEPF cost per square foot in India?

SEPL's internal budget benchmark, recorded on 23 Sep 2026 for full turnkey MEPF at a standard specification, runs from ₹300–550 per sq.ft for a warehouse and ₹400–700 for a factory to ₹600–900 for an office, ₹1,200–2,000 for a hotel, ₹1,500–2,500 for a hospital and ₹2,500–4,500 for a pharma cleanroom. It is a band for setting a provisional sum, not a quotation, and it does not state whether GST is included. The bands include fire-fighting; there is no fixed share to take off for an MEP-only figure, so price only the disciplines you are buying, each at its own rate.

What does a per-square-foot MEPF rate include — and are design fees in it?

Supply, installation, testing and commissioning of the mechanical, electrical, plumbing and fire systems, with ELV where it is in scope. It does not include statutory fees, civil builder's work, owner-supplied equipment, anything the tender leaves to a nominated sub-contractor, or MEP design and consultancy fees — a consultant quotes those separately, on its own basis. Two quotations at the same ₹/sq.ft can be far apart once you read what each one excludes.

Can I award a contract on a per-square-foot rate?

No. A ₹/sq.ft figure is a budget-stage placeholder for setting a provisional sum before design starts. The award figure comes from a BOQ measured off drawings, with named makes and a written scope, priced line by line. A firm per-square-foot lump sum offered without drawings prices the risk, and the buyer pays for it.
