EPC
EPC — Engineering, Procurement and Construction — is the delivery model where a single contractor engineers the solution, procures the equipment and executes the works against a defined outcome, carrying the integration and performance risk that fragmented contracting leaves with the owner.
Why it matters on an MEPF project
The model's value is risk geometry: in item-rate, multi-vendor delivery, the owner implicitly warrants the design to each vendor and owns every interface; in EPC, the contractor's obligations run to the outcome — the plant performs, the systems integrate, the approvals land. Price reflects that transfer, which is why comparing an EPC quote to a parts-list total misreads both.
EPC discipline lives in the definition documents: the employer's requirements/performance spec (what "done" means, measurably), the testing regime that proves it, and the exclusions register. Weak definitions convert EPC's single accountability into a change-order machine; strong ones make it the calmest way to buy complex MEPF and solar works.
