Rajasthan rooftop solar: net-metering & approvals
Who approves what, in what order, and where files actually stall — for C&I rooftop solar in Rajasthan. Written by the team that files these applications.
Three licensees by region — JVVNL (Jaipur/east, incl. Alwar–Bhiwadi), AVVNL (Ajmer/south) and JdVVNL (Jodhpur/west)
Electrical Inspectorate Department, Government of Rajasthan
The approval route, in order
- 1
Feasibility & sanctioned-load check
Confirm your connection can carry the plant. JVVNL / AVVNL / JdVVNL caps rooftop capacity against sanctioned load in most cases, and the exact measure varies — we check the current rule for your connection rather than assume.
- 2
Net-metering application
Filed with JVVNL / AVVNL / JdVVNL, with the load study, single-line diagram and site details. Incomplete drawings are the single most common cause of a file sitting still.
- 3
Technical feasibility approval
JVVNL / AVVNL / JdVVNL assesses transformer headroom and the feeder. A refusal here is usually about the network, not your roof — and often solvable with a design change.
- 4
Installation & CEIG approval
Electrical Inspectorate Department, Government of Rajasthan inspects and approves the installation. Drawings, test reports and the inspection itself are coordinated by our team.
- 5
Bi-directional meter & synchronisation
Meter installed, agreement executed, plant synchronised. Export begins once the meter is in and the agreement is countersigned.
Caps, banking terms and subsidy positions are set by state policy and revised periodically. We deliberately do not publish a figures table that would go stale — we confirm the rule that applies to your connection at feasibility stage, in writing.
Does your plant fit the cap?
Check your proposed capacity against your sanctioned load and see whether a load enhancement is needed.

From filings we have actually run in UP, Punjab and Haryana — and how to sequence around the delays.

What would solar save your Rajasthan facility?
Three inputs. Your numbers appear before we ask for anything.
- 1 Your site
- 2 Your numbers
- 3 Assessment
What the money figure assumes: every unit generated replaces a grid unit at ₹9/unit and your whole bill is energy charges. Fixed and demand charges, export settlement, night and holiday load, O&M and tax are not in it — so your cash saving will be lower, and payback cannot be read from this screen.
Indicative only — not a quotation. Actual output depends on shading, tilt, tariff structure and DISCOM policy. Open the full model to set self-use, tariff and O&M yourself.
Where should we send your assessment?
An engineer sizes the plant to your load profile and sanctioned load, works out the DISCOM route for your state, and models self-use, export and O&M on your real bills — a site survey confirms the usable roof. Name, phone and site PIN are enough to start.
Your assessment request is in
An engineer will come back within one business day with what the numbers need to confirm.
Rajasthan net-metering questions
Who approves rooftop solar net-metering in Rajasthan?
Three licensees by region — JVVNL (Jaipur/east, incl. Alwar–Bhiwadi), AVVNL (Ajmer/south) and JdVVNL (Jodhpur/west) handles the net-metering application, technical feasibility and the bi-directional meter. Electrical Inspectorate Department, Government of Rajasthan handles the electrical safety approval for the installation. They are separate approvals with separate timelines, and both are required before you can export.
Is there a cap on how much solar I can install in Rajasthan?
Most DISCOMs cap rooftop net-metering relative to your sanctioned load or contract demand, and the measure used — kW against kWp, AC against DC — differs by state and is revised periodically. Rather than quote a number that may be out of date by the time you read it, we check the rule that currently applies to your connection and tell you whether a load enhancement is worth filing alongside. Our free sanctioned-load checker gives an indicative answer in seconds.
How long do the approvals take?
It depends on the DISCOM, the completeness of the file and whether the feeder has headroom. Our published guide on net-metering delays in UP, Punjab and Haryana is written from filings we have actually run, and describes where files stall in practice rather than what the timeline says on paper.
Do you handle the paperwork or do I?
We do, in-house — the net-metering application, the CEIG approval and synchronisation. Approvals are our core trade as an MEPF contractor, not something we sub out.
