Fire NOC for factories in Delhi (NCT)

If you’re planning a Fire NOC for a factory in Bawana, Okhla, Wazirpur, Mayapuri or Patparganj, the process runs under the Delhi Fire Service Act, 2007 — administered by Delhi Fire Service (DFS), a department of the Government of NCT of Delhi. One notable point: DFS does not charge an inspection fee for NOC issuance.

This page covers what’s specific to Delhi (NCT). For the full NBC 2016 engineering — the two-stage process, document checklist, cost drivers, and the 10 reasons fire schemes get rejected — see the complete Fire NOC guide.

What’s genuinely different about Delhi’s estates

Delhi’s older, denser estates — Bawana, Okhla, Wazirpur, Mayapuri, Patparganj — carry a mix of relocated process units (chemicals, electroplating, dyeing) and legacy small-plot manufacturing. Fire scheme design here has to account for tight plot sizes, shared walls in multi-tenant sheds, and (in Bawana specifically) the effluent- and solvent-handling hazard profile of relocated process industries. The governing Act is the same across every estate; the scheme complexity is not.

Frequently asked questions

Which department issues the Fire NOC in Delhi?

Delhi Fire Service (DFS), a department of the Government of NCT of Delhi, issues the Fire NOC — under the Delhi Fire Service Act, 2007, which replaced the earlier 1986 Act.

Is there a fee for Fire NOC inspection in Delhi?

No — Delhi Fire Service does not charge an inspection fee for issuing a Fire NOC, per its own public notice. Other statutory fees (building plan, DPCC consent) still apply separately.

How does the Fire NOC process work for Bawana, Okhla, Wazirpur and Mayapuri estates?

The same Delhi Fire Service Act applies across all DSIIDC-administered industrial estates. What differs is the DISCOM (Tata Power-DDL, BRPL or BYPL depending on the estate) and, in denser estates like Sahibabad-adjacent Sites, the fire compartmentation requirements for older, tightly built structures.

What types of buildings need a Fire NOC in Delhi?

Delhi Fire Service publicly lists 11 categories of buildings that need a Fire NOC, covering most industrial, commercial and high-occupancy structures — factories of any real size are included.

Are there recent changes to Delhi's fire rules?

Yes — the Delhi Fire Service (Amendment) Rules, 2025 introduced procedural updates. Confirm the current rule set with Delhi Fire Service or your fire-NOC consultant, since amendments can affect documentation and timelines.

Does Secured Engineers have an office in Delhi?

No — we serve Delhi NCT from our Noida corporate office, running site execution and fire-NOC filing through dedicated project teams.
