How Much a Fire NOC Costs: Government Fees, Consultant Scope and System Cost Drivers
The government fee for a Fire NOC is small or zero in some states and a formula in others. Delhi and Himachal Pradesh state that they charge no fee. Maharashtra levies a fee on built-up area as a percentage of the Annual Statement of Rates, and Telangana's page publishes per-square-metre charges. The larger cost is the fire system you must install, and the consultant's scope in between.
What does the government charge, state by state?
There is no national fee. Each state sets its own, and some do not publish it on the portal. The table records what the primary sources say, so use it to see the structure, then confirm the current figure on your state's portal before you budget.
| State | What the authority publishes |
|---|---|
| Delhi | Delhi Fire Service states that it does not charge any fee for approval of building plans, issue of the Fire Safety Certificate or its renewal |
| Himachal Pradesh | The department's checklist states that no fee is charged for the fire licence or NOC; timeline of 30 days under the Public Service Guarantee Act |
| Maharashtra | Fire and Emergency Service Fee under Schedule II of the 2006 Act, as amended in 2023: for industrial buildings, 0.75 percent of the Annual Statement of Rates per square metre of built-up area up to 45 m in height, and 1.00 percent above 45 m; an annual fee of one percent of that fee |
| Telangana | The TS-iPASS guidelines page lists a fire precaution fee by size and height; for buildings above 15 m, a rate per square metre of built-up area; and an inspection charge at the occupancy stage |
| Rajasthan | The single-window procedure says the fees levied by the approving agency are paid online; the amount is not stated in the procedure |
| Odisha | The 2025 amendment fixes registration fees for Licensed Agencies that execute fire safety work; the Fire Safety Certificate fee is not stated in it |
How are the Maharashtra and Telangana fees worked out?
Maharashtra's is a formula. The Act's Schedule II multiplies the fee percentage for the occupancy and height by the Annual Statement of Rates, which the state publishes under its Stamp Act rules as building construction rates, and then by the gross built-up area. That area includes basements, stilts, podium, staircases, lifts, lobbies and refuge areas as shown in the architect-certified plan. The Schedule's categories follow the occupancy groups of Part 4 of the National Building Code, with industrial, storage and hazardous occupancies in the industrial row. The Act's annual fee is one percent of the scheduled fee, to defray inspection and related expenses. The result changes with the ASR for your area and the area of your building, so read the current ASR before you estimate.
Telangana's page gives amounts directly. For buildings above 15 metres it lists ₹10 per square metre of built-up area at the provisional stage, which works out to ₹1,00,000 for a 10,000 square metre building. It lists ₹500 for buildings below 15 metres and small-scale factories, and ₹5,000 for medium-scale industries registered under the Factories Act. At the occupancy stage it lists 10 percent of the statutory fee, subject to a maximum of ₹50,000, for inspection. It also states that an applicant who skipped the provisional NOC pays ₹10 per square metre on the full built-up area plus penal interest of 24 percent a year. The page refers to older Andhra Pradesh fire fee rules and looks dated, so confirm with the department.
What other charges and guarantees sit around the NOC?
- Annual or renewal fees. Maharashtra's annual fee above; Delhi's renewal is fee-free but needs an application at least six months before the certificate expires.
- Financial security. Telangana's list for large industries and buildings above 15 metres includes a bank guarantee of 15 percent of the estimated cost of the fire safety system. It is a guarantee, not a fee, but it ties up credit limit.
- Licensed agencies. In Odisha the executing agency must hold a licence class sized to the cost of the work, which affects who can bid.
- Penal items. Telangana's interest on late applications; any state's penalty for operating without a certificate.
What does a Fire NOC consultant charge for?
We do not publish a consultant fee, and a fixed number would mislead. What you pay for is scope, and the scope should be written down. A complete engagement typically covers: a hazard and occupancy classification; fire-fighting and detection drawings marked on the approved plan; sprinkler hydraulic and smoke-control calculations where required; preparation and upload of forms and documents; replies to the authority's queries; site inspection support; and as-built records for the final stage. Consultants commonly quote a lump sum per stage or per building, or a percentage of the fire system's cost, so ask which stages the quote includes. A quote that covers only the form and not the drawings, or only the provisional stage, is a different scope from one that covers both.
If the same firm also installs the system, the NOC work and the installation are separate lines in the BOQ. See our guide on the fire-fighting contractor licences and capability and the state-wise Fire NOC guide for Punjab, Haryana and Uttar Pradesh.
What drives the cost of the fire system itself?
This is the number most owners underestimate. The authority prescribes the systems; you pay to install them. The drivers are:
- Occupancy and hazard class, which set sprinkler coverage, hydrant provision and water quantity.
- Built-up area and height, which set pump head, riser size and the number of hydrant points and landing valves.
- Water storage and pumping. Delhi Fire Service states that pump capacity is set by the actual discharge requirement under the sprinkler standard and Part 4 of the National Building Code, taking the higher value, and that fire tanks are replenished at 1,000 litres per minute.
- Basements. The same source requires sprinklers in basements above 200 square metres.
- Detection, alarm and smoke management, which depend on occupancy and compartment layout.
- Site conditions: the length of underground main, the pump room location and phasing with the building work.
Our guide to fire hydrant system cost shows the BOQ lines, and the Fire NOC calculator gives a first view of the systems a building is likely to need. We do not quote a price per square foot here because it depends on these drivers.
How Secured Engineers helps
We design fire systems in-house and file Fire NOC applications in-house, with the drawings, calculations and as-built records prepared by the engineers who execute the work. MEPF and solar can sit under one contract. We work from offices in Noida (Delhi NCR) and Ludhiana, with 535+ projects across 18+ states and 89.77% repeat clients. We do not publish a fee for this work because it depends on the building and the stage. Our Fire NOC assistance page explains the scope.
If you have a consultant's quote or a fire-system BOQ, send it with the building drawings and we will tell you what it covers, what it leaves out and which statutory fee applies in your state. Message us on WhatsApp, call +91 70099 85817, or ask for a free proposal.
Frequently asked
Is there a government fee for a Fire NOC?
It depends on the state. Delhi Fire Service says it charges no fee for plan approval, the Fire Safety Certificate or its renewal, and Himachal Pradesh says no fee is charged for the NOC. Maharashtra levies a Fire and Emergency Service Fee on built-up area, and Telangana lists per-square-metre charges. Confirm your state's current fee on its portal.
How is the Maharashtra fire fee calculated?
Under Schedule II of the 2006 Act, as amended in 2023, the fee is a percentage of the Annual Statement of Rates multiplied by gross built-up area. For industrial buildings the percentage is 0.75 for buildings up to 45 metres and 1.00 above. An annual fee of one percent of the scheduled fee is also levied. The ASR for your area sets the result.
Does the consultant's fee come on top of the government fee?
Yes. The government fee is paid to the authority; the consultant is paid for drawings, calculations, forms, filing, query replies and inspection support. Consultants usually quote a lump sum per stage or building, or a percentage of the fire system's cost. Ask which stages are included, and whether as-built records for the final stage are part of the quote.
What costs more, the Fire NOC or the fire system?
The fire system, by a wide margin in most projects. The fee is small or zero in several states, while hydrants, sprinklers, pumps, tanks, detection and smoke management are driven by occupancy, built-up area, height and water requirement. A fee schedule does not size these; the hazard classification and hydraulic design do. Budget the system first.
Can I skip the provisional NOC to save money?
It is a risk, not a saving. Telangana's page states that an applicant who skipped the provisional NOC pays a per-square-metre charge on the full built-up area plus penal interest of 24 percent a year. In every state, building without approved fire drawings risks redesign, rework and refusal at the occupancy stage. Apply at the first stage.
