SPCB Consent to Establish & Operate (CTE/CTO) for factories in Uttarakhand

If your unit is in Uttarakhand, the Consent to Establish and the Consent to Operate under the Water Act, 1974 and the Air Act, 1981 come from the Uttarakhand Pollution Control Board (UKPCB). CTE comes before construction and CTO before production; the category your process is assigned sets the fee, the validity and the treatment the consent will demand. This page carries what is specific to Uttarakhand; the categorisation logic, the ETP and stack obligations and the design decisions that keep a unit inside its consent are on the complete CTE/CTO guide.

Apply, check status and renew: the official route (checked 10 Oct 2026)

  • Where to apply: the Uttarakhand Single Window Clearance System, which lists “Consent to Establish under Air (Prevention and Control of Pollution) Act, 1981 & Water (Prevention and Control of Pollution) Act, 1974 - Fresh” and the consolidated consent services; the Board publishes an order on applying through the single window (scanned). The Board’s site is ukpcb.uk.gov.in — on 10 Oct 2026 its TLS certificate had expired and the old ueppcb.uk.gov.in address no longer resolved.
  • Consolidated consent: a Consolidated Consent & Authorization (CC&A) — in the Board’s sample, a “one shot application and clearance of the consents under Water Act, Air Act and Authorization under Hazardous Wastes Rules for a period of 5 years”; the single window lists it fresh (service 32.0), for renewal (32.6) and as auto-renewal for Green units (689.6).
  • Validity: not verified — the Board’s “CCA Validity Red Orange Green” and CTO-extension orders are scanned PDFs with no readable text.
  • White category: the Board’s order of 13 November 2025 classifies 83 units or processes under 11 sectors as White at state level, after CPCB’s letter of 16 October 2025 (order); the exemption and intimation wording follows the national notifications above.
  • Fee: capital-investment slabs with Red/Orange against Green columns and initial against renewal fees, in the single window’s fee document for the CTE service (headed UEPPCB) (fee structure); the Board’s own fee document is scanned.
  • Timelines: not verified — the Board’s Right to Service page only links to the state commission’s site, and the timeline orders are scanned.
  • Regional offices: Dehradun (Nehru Colony); Roorkee for Haridwar; Kashipur for Udham Singh Nagar — the office for the Pantnagar and Rudrapur belt; Haldwani for Nainital (Board offices).

The Board decides and sets the timeline; we design the utilities to the category and prepare the file.

The national frame every state applies

  • Categories: CPCB’s 2025 classification (12 February 2025, corrigendum 16 October 2025) sorts sectors into Red, Orange, Green, White and Blue; the sector list as on 24 August 2026 runs to 464 sectors (CPCB categorisation page). The 2016 pollution-index bands behind it: 60 and above Red, 41–59 Orange, 21–40 Green, up to 20 White (CPCB final directions, 2016).
  • White category: MoEF&CC notifications G.S.R. 702(E) and 703(E) of 12 November 2024 exempt plants with a pollution index up to 20 from prior consent, on condition that the plant informs the state board in writing; a plant holding an Environmental Clearance is exempt from a separate CTE (Water Act notification, Air Act notification). The White schedule was substituted by G.S.R. 511(E)/512(E) of 28 July 2025 (54 sectors) and again by G.S.R. 761(E)/762(E) of 17 October 2025 (86 sectors).
  • One portal, slowly: CPCB’s Unified Consent & Authorization Management System (UCAMS) is already the filing route in Delhi and is announced as the replacement for OCMMS in Himachal Pradesh; the other states still file on their own single windows.

What’s specific to Uttarakhand

Uttarakhand’s distinctive instrument is the consolidated consent: one application covering the Water Act, the Air Act and hazardous-waste authorisation, which the single window also renews and, for Green units, auto-renews. The Board’s name has changed twice on paper — older documents and the single window’s fee sheet still say UEPPCB — and its web address changed too, with an expired certificate on the new one when we checked. Validity and timelines are not verified because the orders are scanned; for a SIIDCUL Pantnagar or Sitarganj unit, the file is handled by Regional Office Kashipur.

Where we work in Uttarakhand

Secured Engineers Pvt. Ltd. designs the water balance, the effluent and sewage treatment, the stacks and the fuel and DG arrangements to the category the Board assigns, for units across Uttarakhand’s estates: Pantnagar Integrated Industrial Estate, Haridwar Integrated Industrial Estate, Kashipur Integrated Industrial Estate, Sitarganj Integrated Industrial Estate, Pharma City, Selaqui, Kotdwar Integrated Industrial Estate. See the full Uttarakhand zone list.

Starting a consent file? Send the process description, the water balance and the fuel and DG details for a CTE/CTO readiness review — an engineer replies with the likely category under the current UKPCB list, the treatment the consent will ask for and what is still missing. Request a technical review.

Secured Engineers Pvt. Ltd. is an MEPF and solar EPC contractor; we design the utilities and prepare the file, and the Board decides. Board names, portals, fees, validity and timelines above were read on the official pages linked on 10 Oct 2026 and can change with Board orders — several were issued in 2025 and 2026 — so confirm the live position with the regional office before filing.

Frequently asked questions

Where is CTE or CTO filed in Uttarakhand?

Through the Uttarakhand Single Window Clearance System (Invest Uttarakhand), which lists the Board's CTE service and the consolidated consent and authorisation.

What is Uttarakhand's consolidated consent?

A single application for the consents under the Water Act and the Air Act together with hazardous-waste authorisation — the Board's sample describes it as a one-shot clearance for five years. The single window lists it fresh, for renewal and as auto-renewal for Green units.

Which UKPCB office covers Pantnagar and Rudrapur?

Regional Office Kashipur, which serves Udham Singh Nagar district; Roorkee serves Haridwar and Dehradun serves the capital region.

How long is a UKPCB consent valid?

Not verified on 10 Oct 2026 — the Board's validity orders are scanned PDFs. Read the term on the consent itself and confirm with the regional office.

Has Uttarakhand expanded the White category?

Yes — a Board order of 13 November 2025 adds 83 units or processes across 11 sectors to the White category at state level, following CPCB's letter of 16 October 2025.
