Two bodies to know: SIIDCUL and SIDA
This trips up a lot of first-time Uttarakhand investors: SIIDCUL (the renamed SIDCUL) is the corporation that develops industrial infrastructure and allots plots — it’s your landlord. SIDA is a separate regulatory authority that approves layout drawings and building plans for notified industrial areas — it’s your plan-approval authority. Neither of them issues the Fire NOC itself; that’s Uttarakhand Fire and Emergency Services, under the 2016 Act. A factory in Pantnagar or Haridwar typically deals with all three at different stages of the project.
