Scope

Scope of work

The plant is designed from the influent — its flow, daily pattern and characteristics — and from where the treated water is going: flushing and landscape reuse, cooling-tower make-up, or discharge to the norms in the pollution-board consent. Process selection (MBBR, MBR, SBR, or a physico-chemical train for effluent) follows from that, then the tank sizing, the equipment — blowers, pumps, screens, clarifiers, filters, disinfection — and the PLC automation. We design the process, supply and install the equipment and pipework into the civil structure, and integrate the treated-water line into the building's dual plumbing.

How it is delivered — and what you receive

The plant is commissioned through seeding and stabilisation, with the treated-water quality tested against the consent parameters before reuse or discharge begins. Consent to establish is obtained before construction and consent to operate after commissioning, with the test results filed. The client receives the process design basis, the equipment list, the PLC logic, the commissioning results and the operating procedure the plant operator will follow.

Before you award

Hiring a stp / wtp / etp contractor — what to check

Treatment plants are the one utility where the regulator writes your specification. The State Pollution Control Board's consent conditions define the required outlet quality, and the plant is engineered backwards from that. A vendor who quotes a capacity before reading your consent is quoting a box.

  • Design from the consent, not the catalogue. The discharge or reuse standard your consent sets, the load it must meet, and the variation in that load across a working day. Capacity in KLD alone is not a specification.
  • Whether the outlet is discharge or reuse. Reuse to cooling towers, flushing or landscape changes the treatment train and usually the tertiary stage. Decide it before the plant is sized, not after.
  • Monitoring obligations. Where continuous monitoring applies to your category, the provision for it is part of the plant, not an afterthought retrofitted at inspection.
  • Sludge, and who deals with it. Sludge handling and disposal is the part every low bid leaves out and every operator discovers in month two. Get it in the scope.
  • The plumbing interface. Someone has to own the line between the building drainage and the plant inlet. Where the plumbing and the plant are two contracts, that joint is where accountability disappears.
