CEIG approval for factories in Uttarakhand
Uttarakhand’s industrial base sits in the plains — Haridwar, Rudrapur, Pantnagar, Sitarganj — built on a decade of incentive-led investment that filled SIIDCUL estates with manufacturing. If your plant there takes HT supply, installs a transformer or runs DG sets of consequence, approval runs through the Department of Electrical Safety, Government of Uttarakhand.
One detail to get right before you start: the inspectorate’s head office is at Haldwani, in Nainital district, not in the state capital. Teams that assume Dehradun lose time on the first approach.
This page covers what is specific to Uttarakhand. The multi-state CEIG guide covers the drawing content, testing and defect list common to every state.

Two things Uttarakhand does differently
The Single Window Clearance System. Departmental services are applied for through the state’s single-window platform rather than a standalone inspectorate portal. That is an advantage when your project needs several clearances — they sit in one place — but it means the electrical file is one queue among several, and the platform’s process, not the department’s front desk, is what you are navigating.
Contractor licensing is explicitly in scope. The department administers the Uttarakhand Electrical Contractor Licencing Regulations alongside the safety regime. The practical effect is that who executes the installation is a threshold question, not a detail — an unlicensed or wrongly licensed contractor is a problem discovered at inspection, when it is expensive to fix.
Where CEIG sits in your programme
- UPCL sanction first.
- Drawing approval — filed before the substation is built.
- Installation and testing by a licensed electrical contractor, with records kept as work proceeds.
- Inspection and clearance against the approved drawings.
- Energisation by UPCL.
- Periodic inspection thereafter — the duty continues past commissioning.
Like Punjab and Himachal Pradesh, Uttarakhand has a single statewide DISCOM, so there is no utility-boundary confusion. Sanction, metering and energisation all run through UPCL.
What actually stalls an Uttarakhand file
- An SLD showing connectivity only, without protection ratings and settings — discrimination cannot be assessed.
- Earthing shown as a note rather than a designed grid, with no pit-by-pit measured values at test stage.
- Contractor licensing that does not stand up — a threshold matter here, given the licensing regulations the department administers.
- Drawings inconsistent with the sanctioned load, or a site that has moved past its approved drawings.
Our guide on what the inspectorate checks on DG sets covers the integration scrutiny that decides these files.
What we do
We prepare and file the drawing submission, carry queries through the single-window process, keep test records inspection-ready and sequence the UPCL interface — under CEIG liaison and energisation support. Before filing, the CEIG readiness checker runs the same list an inspector will.

Frequently asked questions
Who issues CEIG approval in Uttarakhand?
The Department of Electrical Safety under the Energy Department, Government of Uttarakhand. Its head of department is designated Director, Electrical Safety, and the head office of the inspectorate is at Haldwani in Nainital district — not in Dehradun, which is where most owners expect to find it.
How do I apply for electrical inspectorate services in Uttarakhand?
The department publishes at ceiguttarakhand.org, and departmental services are applied for through the state Single Window Clearance System. Confirm the current route and document list on the departmental site before filing.
What laws does the Uttarakhand inspectorate administer?
It implements the Electricity Act, 2003 and the Central Electricity Authority regulations made under it, along with the Uttarakhand Electricity Duty Act and Rules and the Uttarakhand Electrical Contractor Licencing Regulations. The contractor licensing point matters in practice — the inspectorate checks licences as a threshold question.
Which DISCOM energises a factory in Rudrapur or Haridwar?
UPCL — Uttarakhand Power Corporation Ltd — is the sole DISCOM across the state, so sanction, metering and energisation sit with one counterparty statewide. There is no zone-by-zone split as in Haryana or Delhi.
Does a SIIDCUL plot change the CEIG process?
No. The electrical approval runs through the state inspectorate regardless of the plot authority. SIIDCUL handles industrial infrastructure and land while SIDA handles the regulatory and plan-approval layer, and both share your programme without changing the inspectorate file.
What does CEIG approval cost in Uttarakhand?
Fees are set by the state, scale with the installation and are revised periodically. Confirm the current schedule with the Department of Electrical Safety rather than budgeting from a third-party figure.
