Hiring an MEP Contractor in Bihar: BIADA, SBPDCL/NBPDCL, Fire NOC and CEIG
To hire an MEP contractor in Bihar, check four things before award: that the contractor can work within the rules of your BIADA estate, can file the Fire NOC with Bihar Fire Services, uses a state-licensed electrical contractor and gets drawings approved by the Electrical Inspectorate, and can handle the SBPDCL or NBPDCL connection. Write each into the scope, not into a clarification after the contract.
Where do industrial MEP projects in Bihar sit?
Many new industrial plots are in estates run by the Bihar Industrial Area Development Authority (BIADA), set up under the Bihar Industrial Area Development Act, 1974. BIADA's own About page counts 94 or more industrial areas, estates, growth centres and mega industrial parks, grouped into 10 clusters under a South and a North zone. The clusters named there include Patna, with Fatuha, Bihta and Sikandarpur, Hajipur, Muzaffarpur, Begusarai, Gaya, Darbhanga, Bhagalpur, Purnea and Saharsa. BIADA also offers plug-and-play sheds, and its land allotment policy was revised in 2026. Counts differ between BIADA documents, so confirm the cluster and estate for your plot with BIADA.
Two distribution companies serve the state, South Bihar (SBPDCL) and North Bihar (NBPDCL), both under the Bihar State Power Holding Company. Your electricity bill names the one that serves your site, and its new-connection guidelines apply to your load.
Who approves what, and what must the contractor bring?
| Approval | Authority | What the MEP contractor must handle |
|---|---|---|
| Plot, building plan and estate rules | BIADA (estate office) | Layouts that match the allotted plot and any estate conditions |
| Fire NOC for new buildings | Bihar Fire Services, under the Bihar Fire Service Act, 2014 | Fire scheme drawings, tank and pump sizing, detection, hydrants or sprinklers, exit design, installation to the approved scheme |
| Electrical drawings, inspection and permission to commission | Electrical Inspectorate, Energy Department | Single-line diagram, substation layout, earthing, DG and solar sets, test records |
| Power connection | SBPDCL or NBPDCL | Load schedule, metering, HT or LT works, protection settings |
| Pollution consent, where the process needs it | State Pollution Control Board | Utilities and effluent design that match the consent application |
The Bihar Fire Services page states that it issues Fire No-Objection Certificates for new buildings and runs an online Fire NOC and audit service. The Electrical Inspectorate's page says its functions include scrutiny and approval of electrical installation drawings of generating stations, including DG and solar sets, initial inspection and permission for commissioning, and periodic inspection of EHT and HT installations. It also quotes the rule that electrical installation work on a consumer's premises may be done only by an electrical contractor licensed by the State Government. Ask any bidder to show the licence and the name of the licence holder who will supervise your work.
The national frame is the CEA (Measures relating to Safety and Electric Supply) Regulations, 2023. As PIB summarised them in August 2024, they allow installation work only by a state-licensed electrical contractor working under the direct supervision of a person holding a certificate of competency, with workers holding a permit. Ask for the supervisor's certificate as well as the firm's licence. The inspectorate also publishes service-wise delivery statistics on its portal. As of 22 October 2026 it showed an average of 12 days for HT and EHT installations, 26 days for solar generation approvals and 111 days for diesel generator approvals. These move daily and are not a promise for your file, but they show why a DG set should be drawn and filed early. For the sequence, see our guide to the electrical inspector approval for factories.
What does a Bihar MEPF scope need to cover?
A turnkey MEPF scope for an estate plant normally has five packages: HT and LT electrical with the substation and DG; fire fighting and detection; HVAC and ventilation; plumbing, water supply and drainage; and low-voltage systems such as CCTV and access control. Our MEPF service puts them under one contract so that the drawings, approvals and testing run to one programme.
Three site conditions deserve a line in the brief:
- Flooding and drainage. Parts of Bihar are flood-prone. Check the plot's history, and set plinth levels and the levels of electrical rooms, pump rooms and the DG above it.
- Power quality and outages. Size DG sets and UPS for the actual supply record of your feeder, and ask the distribution company for it.
- Groundwater. Test borewell water before you fix water treatment, fire tank make-up and pump materials.
For tender documents, our MEP works RFQ template and the MEPF cost calculator help you set a budget before you invite bids.
How do you prequalify a contractor for Bihar?
- Licence. Valid Bihar electrical contractor licence, and the holder's name.
- Approvals. Evidence the firm has filed Fire NOC and inspectorate applications, and a named person who will file yours.
- Presence. Where the supervisor lives, how often they will be on site, and who is the local point of contact for the estate office and the distribution company.
- Scope. A BOQ that lists tests, drawings, as-built records and maintenance, not only supply and installation.
- Payment. Milestones tied to approvals and tests, with retention to cover defects.
Our prequalification checklist expands each point, and the note on turnkey versus item-rate contracting helps you choose the contract form.
In what order should approvals and works run?
Most delays on an estate plant come from doing approvals after the work, not from slow offices. A sequence that works on most industrial sites:
- Fix the sanctioned load with the load schedule, and apply to SBPDCL or NBPDCL early, because HT works and transformer supply can take longer than the building.
- Prepare the fire scheme with the building design, so tank, pump room and fire tender access are on the layout before civil work starts.
- Submit electrical drawings to the Electrical Inspectorate while the building is under construction, including the substation and any DG set.
- Install to the approved drawings only. A change to the tank, pump or ring main after approval is a resubmission.
- Test and prepare records as you go: megger and earthing results, pump curves, alarm tests and commissioning sheets.
- Agree the inspection order with each office. The inspectorate's permission normally comes before the distribution company energises an HT installation; confirm where the final fire inspection fits.
A contractor who asks for the approval calendar on day one is thinking about the end of the project, not only the start. Put the same sequence into the contract as dated milestones, and make the approvals the contractor's responsibility where it files them. Variation orders after drawing approval should be priced against the approved scheme.
How Secured Engineers helps
Bihar is among the states where we have worked. This page is a buyer's guide, and we cite no Bihar project in it. We design MEPF in-house, file Fire NOC, CEIG and DISCOM net-metering applications ourselves, and can deliver MEPF and solar under one contract. We work from offices in Noida (Delhi NCR) and Ludhiana, across 535+ projects in 18+ states, with 89.77% repeat clients. We do not sell audits; we review a BOQ or drawing set and can carry out the changes it needs.
If you hold an MEP BOQ or a drawing set for a Bihar plot, send it and we will check scope, quantities and the approval path. See our MEPF contracting service, message us on WhatsApp, call +91 70099 85817, or ask for a free proposal.
Frequently asked
Does an MEP contractor in Bihar need a state electrical licence?
The Electrical Inspectorate's page quotes the rule that electrical installation work on a consumer's premises, other than minor replacements, may be carried out only by an electrical contractor licensed by the State Government. Ask any bidder for the licence number and the name of the licence holder, and check that the holder will supervise your site.
Who issues the Fire NOC for a factory in Bihar?
Bihar Fire Services issues Fire No-Objection Certificates for new buildings under the Bihar Fire Service Act, 2014, and its website points to an online Fire NOC and audit service. Thresholds and documents come from the Act, its rules and the department, so ask the fire office for the current checklist for your building.
Which distribution company serves my plant, SBPDCL or NBPDCL?
Bihar has a South Bihar company (SBPDCL) and a North Bihar company (NBPDCL), both under the Bihar State Power Holding Company. The one named on your bill, or the one serving your plot's district, handles your connection. Confirm with the nearest section office before you fix the transformer and HT works.
How long does DG set approval take in Bihar?
The Electrical Inspectorate publishes service-wise statistics. On 22 October 2026 its portal showed an average of 111 days for diesel generator inspection and approval, against 12 days for HT and EHT installations. These figures change and are not a promise. File DG drawings early and treat the DG as part of the critical path.
Can one contractor handle the MEPF and solar together in Bihar?
Yes, if the contractor has the licences and the in-house design capacity. A single contract for MEPF and solar lets one team coordinate the load schedule, roof, HT works and the inspectorate submission. Check that the firm files Fire NOC, inspectorate and distribution-company applications itself rather than passing them to the owner.
