How to select a fire protection contractor — the checks that decide whether the building passes inspection

A fire protection contractor is judged twice — once by you and once by the fire officer. The second judgement is the one that matters, and it is passed against the approved drawings. Select the contractor who can produce those drawings, install to them, test against them and stand next to you at the inspection.

What to check

  • Fire schemes the contractor has designed and had approved — provisional and final NOCs in its own name, in your state
  • Hydraulic design capability — sprinkler and hydrant calculations done in-house, not copied from a previous job
  • Installations of your hazard class — a warehouse with high-piled storage is not an office
  • Pump-room work — sets sized, installed and witnessed at inspection
  • Detection and alarm integration with HVAC, PA and access control on a completed project
  • Whether the contractor attends fire-service inspections and closes shortfalls, or hands you the list

Documents to request

  • Approved fire scheme drawings from a comparable project, with the authority's stamp
  • Final Fire NOC copies for two recent projects (client details may be redacted)
  • Hydraulic calculation sample
  • Equipment listings — UL/FM or BIS — for the heads, valves and pumps the contractor proposes
  • Test reports from a recent handover: hydrostatic, flow at remote outlet, pump auto-start, detector tests
  • Electrical contractor licence, where the pump-room electricals are in scope

Technical questions to ask

  • What hazard class will you design to, and from what evidence — commodity, storage height, process?
  • What tank capacity, pump duty and head does the scheme need, and how did you derive them from NBC 2016 Part 4?
  • How will the sprinkler layout be protected from obstruction by ducts, trays and racking that come later?
  • What is the cause-and-effect between detection, alarm, HVAC shutdown, dampers, lifts and access control?
  • Which special-hazard rooms need clean-agent or CO₂ suppression, and will you integrity-test them?
  • Who files the provisional NOC, and when — before or after the tank is cast?

Commercial questions to ask

  • Is the fire scheme design, the filing and the inspection attendance included, or only the installation?
  • Are statutory fees excluded, and stated as such?
  • How are shortfall items from the inspection priced — included, or a variation?
  • Payment against stage completion — pipework tested, pump room commissioned, final NOC — or against invoices?
  • What is the defect-liability period, and does it cover the periodic tests the NOC renewal needs?

Hidden scope gaps to look for

  • "Design by others" on a quotation that presents itself as turnkey
  • The fire-water tank and pump-room civil work assumed to be the client's
  • Fire dampers, fire-stopping and fire doors — passive protection — left to the HVAC or civil contractor and priced by nobody
  • Voice evacuation omitted where NBC requires it
  • Special suppression for the server, UPS and electrical rooms not in scope
  • Testing and inspection attendance not listed

Commissioning documentation to insist on

  • Hydrostatic test certificates by section, with pressure and duration
  • Flow and pressure test at the most remote hydrant with pumps running — witnessed
  • Pump curves and the auto-start sequence record; diesel run duration
  • Detector and manual call point test record, device by device, with the cause-and-effect matrix proven
  • Sprinkler head schedule and the hydraulic calculation as installed
  • As-built drawings updated for the final NOC; the final NOC itself; the extinguisher register

Warranty and AMC terms to review

  • Warranty on pumps, panels and detection equipment assigned to the client
  • AMC with the pump auto-start, hydrant flow, detector and extinguisher tests at the intervals the authority requires — and a logbook
  • Renewal filing for the Fire NOC included, or explicitly assigned to someone else

Safety and compliance issues that matter

  • Design to NBC 2016 Part 4, IS 15105 (sprinklers), IS 3844 and IS 13039 (hydrants), IS 2189 (detection), IS 2190 (extinguishers)
  • Insurer requirements, where the policy specifies a standard above the NOC minimum
  • Hot-work permits during installation in an occupied building
  • The scheme filed before construction, not after

Questions buyers ask

Should the fire protection contractor also handle the Fire NOC?

Where the contractor designs the scheme, yes — the drawings the authority approves and the installation the inspector checks are then the same party's work, and a variance has one owner. Where a separate consultant designs, make the contractor responsible for installing to the approved drawings and attending the inspection, and the consultant for the filing.

What is the most common reason a fire installation fails inspection?

The site does not match the approved drawings — racking or ducts obstructing sprinklers, a moved pump room, a reduced tank, or a hazard class understated at design. Second is missing test records: a test that was not recorded is treated as a test that was not done.
