MEP AMC RFQ Template: Asset List, SLAs and Reporting
An MEP AMC RFQ should state six things: the site and the contract type (comprehensive or non-comprehensive), a numbered asset list with make, capacity and location, the preventive visit schedule, response and restoration times by priority, the spares and reporting rules, and the commercial terms. The template below gives each section in full, with what to fill in and the dispute each field prevents.
1. Scope, contract type and term
Copy this block to the top of the RFQ and complete every bracket.
- Site and buildings: [address, block names, built-up area, operating hours, shutdown windows].
- Disciplines covered: [electrical: HT and LT panels, transformers, DG sets, UPS, earthing; HVAC: chillers, AHUs, VRF, split units, ventilation; fire: pumps, hydrants, sprinklers, detection and alarm; plumbing and pumps; ELV: CCTV, access control, PA].
- Contract type: [comprehensive / non-comprehensive]. If comprehensive, list the exclusions: [consumables, misuse, vandalism, items beyond a stated value per event].
- Term and renewal: [12 months, renewal option for a further 24 months at an agreed escalation].
- Exclusions from scope: [lifts and escalators under a separate OEM contract, civil and roof repairs, statutory test fees].
What it prevents: the argument over whether a failed pump or compressor is the contractor's cost or yours. If you are unsure which type to buy, our note on what an AMC contract should contain compares them.
2. Asset register: fill one row per asset
Attach this as a spreadsheet; the rows below show the format. Ask bidders to confirm the list on a joint walk-through and to price against it.
| Tag | Discipline | Asset | Make and model | Capacity | Qty | Location | Installed | Last service |
|---|---|---|---|---|---|---|---|---|
| E-001 | Electrical | DG set | [make, model] | [kVA] | [n] | [DG yard] | [year] | [date] |
| H-001 | HVAC | Air-cooled chiller | [make, model] | [TR] | [n] | [roof or plant room] | [year] | [date] |
| F-001 | Fire | Main hydrant pump, jockey pump | [make, model] | [flow, head] | [n] | [pump room] | [year] | [date] |
| F-002 | Fire | Addressable fire alarm panel | [make, model] | [loops, devices] | [n] | [control room] | [year] | [date] |
| P-001 | Plumbing | Booster set | [make, model] | [flow, head] | [n] | [terrace] | [year] | [date] |
What it prevents: scope creep. Every undocumented unit becomes a variation order later. Add a column for age and the OEM warranty status, because an out-of-support panel needs a different clause on spares.
3. Preventive-maintenance schedule
State the visit frequency for each asset group and require a signed checklist after every visit. For fire systems, the Maharashtra Fire Directorate's Form B circular lists frequencies drawn from the relevant BIS codes, which make a sound reference even outside that state. For other systems, follow the OEM manual and the typical practice shown here, and adjust to your duty cycle.
| System | Typical frequency | Basis |
|---|---|---|
| Fire pumps | Jockey pump tested daily; main pump run for at least 5 minutes each morning; weekly bearing, starter and insulation checks | Directorate circular, citing IS 13039 |
| Hydrants and hose reels | Weekly inspection; monthly valve operation; quarterly output test of at least three adjacent hydrants; yearly hose-reel flow test | Directorate circular, citing IS 3844 |
| Sprinkler installation | Daily valve and gauge reading; weekly visual check; quarterly alarm-gong check; annual flushing and servicing | Directorate circular, citing IS 15105 |
| Fire detection and alarm | Weekly test of one device per zone in rotation; quarterly check of batteries, sounders and panel functions; detectors cleaned every 3 months | Directorate circular, citing IS 2189 |
| DG set | Weekly no-load run and fuel, oil and battery checks; load test and major service per OEM hours | Typical practice; follow OEM |
| HVAC | Monthly filter and coil checks, quarterly chiller and AHU service, pre-season start-up | Typical practice; follow OEM |
| HT and LT panels, UPS, earthing | Quarterly thermography or inspection, annual shutdown maintenance and earth-resistance test | Typical practice; follow OEM and site rules |
What it prevents: "we visited" without a record. If the fire systems are yours to certify, the same signed reports feed the maintenance certificate; see why neglected fire AMC shows up at NOC renewal and insurance claims.
4. Response and restoration times (SLA)
The values below are starting points for negotiation, not statutory limits or market rates. Replace them with what your operation can tolerate.
| Priority | Examples | Response on site | Restore or make safe | Remedy if missed |
|---|---|---|---|---|
| P1 life-safety or plant down | Fire pump will not start; alarm panel in fault; DG fails on mains loss; chiller trip in a process area | [1–2 hours, 24x7] | [4–8 hours, with a temporary fix allowed] | [stated deduction per hour beyond limit] |
| P2 degraded service | One AHU down; a section of lighting or power out; a pump running on standby | [4 hours] | [24–48 hours] | [stated deduction per day] |
| P3 routine | Noise, minor leaks, comfort complaints | [next working day] | [within the next visit or 5 days] | [reported in monthly review] |
What it prevents: a contract that promises "prompt service". Define the clock start (the call log timestamp), who can raise a P1, and what counts as restored.
5. Spares, reporting and commercial terms
Spares. [Attach a list of consumables and critical spares. Specify whether OEM or equivalent parts are acceptable, who approves a part above a stated value, and the lead time for critical items.] Reporting. Require, every month: the completed checklist per asset group; the breakdown log with call, arrival and restoration times; spares used; open snags with dates; key readings; and signed service or test reports, digitally signed by both parties where the authority asks for it. In Maharashtra the Form B package includes an AMC order copy without the amount, and signed service and site inspection reports.
Commercial. [Price quoted per year, exclusive of GST; payment on a stated cycle; escalation on renewal; insurance and statutory-compliance proof for the contractor's staff; the licences needed for the work, such as an electrical contractor licence and, where a state requires it, a fire licensed agency; termination for repeated SLA failure; handover of logbooks and keys at exit.] Ask for the technical and price sections in separate envelopes, and compare bids against your asset register; our MEP quotation comparison calculator helps.
How Secured Engineers helps
We design and install MEPF systems in-house, and we maintain them: electrical, HVAC, fire, plumbing and ELV under one AMC and maintenance contract if you wish. Because we file Fire NOC, CEIG and DISCOM filings ourselves, we know which records an inspector or fire officer will ask for and build the reporting around them. We work from offices in Noida (Delhi NCR) and Ludhiana, with 535+ projects across 18+ states and 89.77% repeat clients.
Paste the template into your own document and send us the draft, or send us your asset list and we will review the scope and the SLA table before you issue it. Use the RFQ page to share the file, or reach us on WhatsApp or +91 70099 85817. If you want us to price against your template, ask for a free proposal.
Frequently asked
What is the difference between a comprehensive and a non-comprehensive AMC?
In a comprehensive AMC the contractor also replaces defective parts and spares within the contract price, usually with listed exclusions such as consumables, damage from misuse and vandalism. In a non-comprehensive AMC the contractor supplies labour and routine service, and parts are charged separately. State the split in the RFQ, because most AMC disputes start from an unspoken assumption about spares.
Should I ask for an asset list or let the bidder survey the site?
Do both. Give your own asset register so every bidder prices the same scope, and require a joint walk-through before the price is fixed. Missing assets, undocumented additions and old equipment with no spares are what turn a fixed AMC price into a stream of change requests, so reconcile the list in the first month and attach the result to the contract.
How long should an MEP AMC run?
One year is the usual starting term, with a renewal option for two more at an agreed escalation. A three-year term can lower the rate but locks you to a contractor who may underperform. Include a termination clause for repeated SLA failure and a handover duty at exit, so your records and keys come back in order.
What reports should the contractor give every month?
A completed preventive-maintenance checklist per asset group, a breakdown log with response and restoration times, a list of spares used, open snags with dates, readings from key equipment, and signed service or test reports. For fire systems in Maharashtra, signed test reports and the AMC order copy are also part of the Form B package.
Can I use this template for a single-discipline contract, such as only HVAC?
Yes. Keep sections 1, 4, 5 and 6 as they are and use only the asset rows and schedule lines for the discipline you are buying. Do not drop the asset register: an HVAC contract without model, capacity and location for each unit is the commonest cause of a disputed scope.
