MEP AMC for a Factory: Scope Tiers, Coverage and What Drives the Annual Cost

Title card reading MEP AMC for a Factory: Scope Tiers, Coverage and What Drives the Annual Cost.
Title card. Not a photograph of a Secured Engineers site.

The annual cost of a factory MEP AMC is set by scope, not by a standard rate. Five things move it: how many assets and how complex they are, how many visits a year each gets, the hours per visit and the labour rate, whether parts and consumables are included, and the response time you demand. Price the scope line by line, then compare offers.

What scope tiers do MEP AMCs come in?

Contractors offer many variants, but they fall into four tiers. Knowing the tier tells you what a quotation really buys, and it is the first step in comparing two prices.

TierWhat it coversWhat stays with you
1. Preventive visits onlyScheduled inspection, cleaning, adjustment and reports by the contractor's techniciansAll parts, consumables, breakdown repairs and call-out charges
2. Preventive plus consumablesTier 1 plus filters, belts, lubricants, lamps and similar itemsSpare parts, major repairs, call-outs beyond an agreed number
3. ComprehensiveTier 2 plus breakdown attendance and replacement parts, with a written exclusion listItems on the exclusion list, damage from external causes, replacement at end of life
4. Comprehensive with resident teamTier 3 plus technicians stationed on site for set shifts, with response commitmentsManagement of the contract, site facilities for the team, statutory tests unless included

A comprehensive contract transfers risk, so the contractor prices a reserve for it. A tier 1 contract is cheaper because you hold the risk. Neither is right for every plant. A factory with stable, new equipment and an in-house team can reasonably choose tier 2, while a plant with critical process cooling and old equipment may find tier 3 or 4 cheaper than the downtime it avoids. The comparison article on building services lifecycle and AMC economics covers the trade-off.

Which cost drivers move the annual figure?

  • Asset count and complexity. Ten identical pumps cost less to maintain than ten different machines, because tasks, tools and spares repeat. HT switchgear, transformers, DG sets, chillers and the fire-fighting pump set need different skills and a higher labour rate than lighting and plumbing.
  • Visits a year per asset. Frequency comes from the manufacturer's manual and the duty. A plant running three shifts needs more visits than a single-shift unit.
  • Hours per visit. Large or hard-to-access assets take longer. Ask for the hours behind each line, so that you can see where the labour goes.
  • Labour rate. It depends on the skill, the contractor's overheads and whether travel and supervision sit inside it.
  • Consumables, OEM service and a spares allowance. OEM-only service visits for some equipment are priced by the OEM. An explicit spares allowance makes the quote honest, and a zero means spares are excluded.
  • Response commitment. A committed on-site time and out-of-hours cover need staffing, and they add to the price.
  • Statutory tests. Periodic inspection of electrical installations under the CEA safety regulations, and maintenance of the fire system as the state fire authority expects, may be inside the contract or bought separately. Confirm what applies with the authority.
  • Sites and shifts. Several sites, night access and clearances all add time.

It helps to know which drivers are elastic. Labour scales in direct proportion to visits and to hours, so one extra visit a year on every asset adds one visit's worth of labour to every row, while a labour rate that is ten percent higher moves the labour line by ten percent and leaves consumables and spares alone. The response commitment is the least visible driver, because it shows up as a standing team or an on-call arrangement, not as a line of tasks. If two quotes are far apart, the gap is usually in the visit count, the hours or the response cover, not in the hourly rate.

How is the number built?

The method is arithmetic and you can do it before any quotation arrives. For each asset row, labour equals the number of assets, multiplied by the visits a year, multiplied by the hours per visit, multiplied by the labour rate. Add the rows. Then add consumables, OEM service fees and a spares allowance. The sum is the annual budget for scheduled preventive work, and dividing by twelve gives a monthly equivalent. Our MEP maintenance budget calculator uses this method and lists the exclusions next to the total: breakdown repairs and the losses they cause, replacement capital, statutory inspections and tests unless you tick them as included, call-outs, and taxes not in the rates. It also shows how the budget moves if the labour rate changes by 10 percent either way, if there is one more visit a year on every row, or if hours and consumables rise by a quarter.

The calculator deliberately has no percentage-of-capital-cost rule. A percentage of the installed cost is sometimes quoted for AMCs, but it hides the scope it is supposed to buy, and two contractors quoting the same percentage can be offering very different cover. Ask for the build-up instead. The same logic runs through our MEP AMC RFQ template, which sets out the asset list, service levels and reporting you should ask every bidder to price.

What do you check before signing?

  1. The asset list matches what is in the plant, including newly added equipment.
  2. Visit frequencies agree with the OEM manuals and the duty of each asset.
  3. Parts, refrigerant, lubricants and consumables are stated for each tier, with exclusions written out.
  4. Response and restoration clocks are defined, with hours, escalation and remedies.
  5. The statutory inspections and tests that apply are named, and it is clear who arranges and pays for them. The CEIG approval guide and the Fire NOC guide for factories explain the two approvals most often tied to maintenance records.
  6. Reports after every visit, a quarterly summary and the right to audit the logs.
  7. Taxes and the contract term and renewal rules are stated, along with how the price changes at renewal.

How Secured Engineers helps

We design, install and maintain MEPF systems, so electrical, HVAC, fire-fighting and plumbing assets can sit under one AMC and one escalation path. Design is in-house, and Fire NOC, CEIG and DISCOM net-metering filings are done in-house. MEPF and solar can sit under one contract. We work from our Noida (Delhi NCR) and Ludhiana offices, across 535+ projects in 18+ states, and 89.77% of our clients return.

If you have an AMC budget or a quotation you want checked, send the asset list and the quotation. We will rebuild the number from visits, hours, rate, consumables and spares, and show where the offer is thin or padded. Start with the AMC and maintenance page, message us on WhatsApp, call +91 70099 85817, or ask for a free proposal.

Frequently asked

How much does an MEP AMC cost for a factory?

There is no standard rate, because the figure depends on the asset list, visits a year, hours per visit, labour rate, consumables, spares and response commitment. Build it from those inputs, or send your asset list for a budget review. A percentage of the installed cost is sometimes quoted, but it hides the scope, so ask any bidder for the build-up.

What is the difference between comprehensive and non-comprehensive AMC?

A non-comprehensive AMC covers scheduled preventive visits and sometimes consumables, while parts and breakdown repairs are charged extra. A comprehensive AMC also covers replacement parts and breakdown attendance, subject to a written exclusion list. The comprehensive contract costs more because the contractor holds the repair risk, so compare the exclusions before the price.

Are statutory inspections included in an AMC?

Only if the contract says so. Periodic inspection of electrical installations under the CEA safety regulations, and fire-system maintenance and testing expected by the state fire authority, depend on the installation and the state. Ask the bidder to state which tests it includes, who arranges them and who pays, and confirm the requirements with the authority.

Should I sign one AMC for all MEP systems or separate ones?

One contract gives a single point of accountability and avoids disputes about which trade caused a fault, which matters on a plant where electrical, HVAC and fire systems interact. Separate contracts can suit when specialist OEMs insist on servicing their own equipment. A common compromise is one prime contractor with OEM service visits as named sub-lines.

How do I compare AMC quotations fairly?

Put each on the same sheet: asset list, visits and hours per asset, labour rate, consumables, OEM fees, spares allowance, response clocks, statutory tests, reporting, exclusions and taxes. Quotes that look close on price often differ on scope. A calculator that multiplies assets, visits, hours and rate makes the gaps visible, and it shows which line drives the total.
