In commercial real estate, the most expensive phase of construction is the one after construction: the weeks or months between the last slab finishing and the authority granting the occupancy certificate. The building photographs beautifully. The leases are signed. Fit-out contractors are mobilised. And none of it is lawful revenue until a file completes its journey — because possession runs on the OC, and the OC runs on a chain of clearances that construction-focused teams discover late.

For leased assets the arithmetic is savage: a 200,000 sq.ft commercial building at ₹60/sq.ft/month forgoes roughly ₹1.2 crore of rent for every month the OC slips — plus fit-out penalties, lease-commencement disputes and, for RERA-registered projects, the compensation clock on promised possession dates.

Every item is individually reasonable. The delay is the sequence discovered late: each clearance has its own inspection calendar, and several cannot even be applied for until others complete.

Why possession dates actually slip

  1. The OC was scheduled as an event, not a project. Teams put "apply for OC" as a single line after finishing — it is a 6–12 week multi-department programme with its own critical path.
  2. Fire readiness waited for construction to end. The testing-and-commissioning tail — pump tests, cause-and-effect drills, pressurisation runs — can start weeks before final finishes; buildings that run it in parallel walk into the fire inspection ready.
  3. Deviations were left for "compounding later". Condonable deviations are cheapest declared early; discovered at completion review, they add a sanction-revision loop to the OC clock.
  4. Partial-OC strategy was never considered. Many authorities grant phased/partial occupancy for completed towers or floors — developers who structure completion to exploit this start rent months earlier.
  5. Nobody owned the file. The architect assumes the PMC is following up; the PMC assumes the liaison consultant is; the authority is waiting for a reply nobody knows was asked for — the same ownership gap as every stuck government file.

Compressing the OC: the working method

  • Build the OC checklist at design stage — every prerequisite, its owner, its earliest start date — and put it on the master programme next to structure and façade (it is Phase-6 logic from the approvals roadmap, applied to commercial)
  • Run fire commissioning in parallel with finishes, with an internal mock inspection before calling the department
  • Book inspector-dependent items early: lifts, electrical, fire — their calendars are the schedule
  • Reconcile as-builts against sanction quarterly during construction, not once at the end — deviations handled while walls are open are paperwork; discovered at completion they are demolition-or-compounding decisions
  • One accountable owner for the file, with weekly written status across departments until the certificate is in hand

FAQs

How long does a commercial OC take?

With prerequisites genuinely complete and a managed file: commonly 4–8 weeks. Unmanaged — with fire re-inspections, deviation loops and unpaid dues surfacing serially — six months disappears easily. The variance is preparation, not the authority's mood.

Can tenants start fit-outs before the OC?

Practice varies by authority and risk appetite — fit-out works are often tolerated pre-OC, but occupation and commercial operation are not, and insurance during the gap deserves explicit attention. Structure lease commencement language around the OC reality, not around hope.

What is a partial or phased OC?

Occupancy granted for a completed, self-sufficient part of a project (a tower, podium or floor group) while construction continues elsewhere — with fire and access provisions proven for the occupied part. Where available, it is the single biggest lever on early revenue.
