Hiring an MEP Contractor in Odisha: IDCO, TPCODL, Odisha Fire Rules and CEIG

22 October 2026 · 5 min read · by

Title card reading Hiring an MEP Contractor in Odisha, with a checklist of fire licence, electrical certification, IDCO and DISCOM
Title card. Not a photograph of a Secured Engineers site.

To hire an MEP contractor in Odisha, check four things beyond price: the fire-fighting work must be executed by an agency licensed under the Odisha fire rules, electrical installations are certified by a chartered electrical safety engineer or the Electrical Inspector, your plot's planning authority, which may be IDCO inside its estates, must approve the plans, and your DISCOM sets the supply terms.

Who licenses the fire-fighting work in Odisha?

The fire rules are the biggest Odisha-specific point for an MEP buyer. Under the Odisha Fire Prevention and Fire Safety Rules, 2017, made under the Odisha Fire and Emergency Service Act, 1993, the installation of fire prevention and fire safety measures is certified by a Licensed Agency, and that certificate (Form IV-A) is uploaded with the application for the Fire Safety Certificate. The Home Department's second amendment of 4 November 2025 replaced the table of licence classes and limits, so older summaries may be out of date.

Licensed Agency classLimit per work (₹ lakh)Cumulative work in the last three years (₹ lakh)Minimum solvency (₹ lakh)
AUnlimited60015.00
B1,00040010.00
C6002005.00
D300752.50
EAudit of premises only; not for executing works

These are the figures printed in the amendment. The work covered includes hydrants, sprinklers, pumping units, fire detection and alarm systems, fire separation, cable protection, fire doors and other fire-fighting equipment. Ask every bidder for the licence class and number, and check that the class covers the cost of your fire package. A bidder with a lower class than your package needs is a risk to your Fire Safety Certificate, not just to your schedule. The amendment also gives a moratorium until 31 December 2026 for agencies to complete ongoing projects, irrespective of empanelment status. Read the notification before you rely on that for a contract signed now.

What does the owner have to do after the work is finished?

The same amendment requires an audit certificate to be uploaded twice a year, in January and July, by the owner or an authorised auditor. The auditor must be specifically empanelled by the Director of Fire and Emergency Services. Where an empanelled audit is on file, the authorised officer may renew the Fire Safety Certificate without a fresh application or inspection; otherwise the owner must apply for renewal three months before the certificate expires. For a building built and in use before 2017, the application can be made without an approved building plan, with documents such as electric or water bills showing prior occupation. We do not sell fire audits. We explain them, and we rectify what an audit finds.

How are electrical works certified in Odisha, and where does CEIG come in?

The state Energy Department notified, under the Central Electricity Authority's safety regulations of 2023, that electrical installations connected at up to 33 kV are self-certified by the owner through certified chartered electrical safety engineers. The Electrical Inspector continues to inspect and certify installations under section 54 of the Electricity Act, and those of mines, oil fields and railways. The notification also states that no consumer or occupier may commission a generating plant of above 500 kVA, from any energy source, without the Electrical Inspector's written approval, which would include a large DG set. The copy on the department's site is a scan that is hard to read in places, so confirm the current wording with the Electrical Inspectorate before you plan the commissioning. Our guide to electrical inspector approval for factories explains the inspection sequence where it applies.

What do IDCO and the DISCOMs control?

The Odisha Industrial Infrastructure Development Corporation (IDCO) develops industrial estates and parks. Its website links a building plan approval service and post-allotment processing fees, and the state's investment compendium describes IDCO as the Special Planning Authority that accords planning and building approvals for private industrial estates under the state scheme. The fire application needs the approved building plan from the Development Authority, Regional Improvement Trust or Planning Authority, so find out which one governs your plot before you finalise the MEP drawings. The compendium names estates such as Dampada in Cuttack, Malipada in Khordha and Katikela in Jharsuguda, and large parks for steel-based downstream units at Jharsuguda, Rourkela, Kalinganagar, Barbil, Paradip, Dhenkanal and Sambalpur. Some are proposals, so treat the list as planned and growing load.

Power comes from one of four distribution licensees: TPCODL (central), TPNODL (northern), TPSODL (southern) and TPWODL (western Odisha). Your electricity bill names yours. Ask your DISCOM for its supply voltage band for your contract demand, because the HT works in your MEP scope, the transformer and the HT panel, follow from it. Our guide to solar for Odisha factories covers the net-metering side.

What should you check in an Odisha MEP bid?

  1. The Licensed Agency class and number for the fire package, and the building cost it is permitted to execute.
  2. Who certifies the electrical installation: a named chartered electrical safety engineer, or the Electrical Inspector, and who pays for it.
  3. Whether any DG set or generating plant above 500 kVA is in scope, and who obtains the Electrical Inspector's approval.
  4. The authority that approves your building plan, and whether the MEP drawings are on the approved plan.
  5. The BOQ boundary: HT works, transformer, DISCOM charges and statutory fees stated as separate lines. Our guide to prequalifying an MEP contractor has a fuller checklist.
  6. Monsoon and coastal exposure: protective coatings, cable and drainage design for the site. Ask for the design basis rather than a general assurance.

Where price comparison is the issue, our MEPF cost calculator gives a range to test bids against.

How Secured Engineers helps

We design MEPF in-house and file Fire NOC, CEIG and DISCOM applications in-house, with MEPF and solar under one contract. We work from offices in Noida (Delhi NCR) and Ludhiana and mobilise to Odisha. Our project record in the state is the turnkey fire fighting system for the Boudh Distillery in Boudh, a large-scale distillery with high-risk process and storage zones. We have 535+ projects across 18+ states and 89.77% repeat clients. We do not state here which Odisha licence class we would execute under; ask us for it with the proposal, and check it against the notification.

If you hold a BOQ or a drawing set for an Odisha project, send it and we will mark what is missing, which lines depend on the fire licence and where the electrical certification route changes the scope. See our turnkey MEPF contracting service, message us on WhatsApp, call +91 70099 85817, or ask for a free proposal.

Frequently asked

Does an Odisha factory need a licensed agency for fire-fighting work?

Under the Odisha Fire Prevention and Fire Safety Rules, 2017, as amended in November 2025, the certificate for fire prevention and safety installations is issued by a Licensed Agency executing the work and is uploaded with the Fire Safety Certificate application. Licences come in classes with limits on the cost of work. Ask your contractor for its licence class and number and check them against the notification.

Who certifies electrical installations in Odisha?

The Energy Department's notification provides that installations connected at up to 33 kV are self-certified by the owner through certified chartered electrical safety engineers, while section 54 installations, mines, oil fields and railways stay with the Electrical Inspector. It also requires the Electrical Inspector's written approval before commissioning a generating plant above 500 kVA. Confirm the current text with the Inspectorate.

How often must a fire audit be filed in Odisha?

The 2025 amendment requires an audit certificate to be uploaded twice a year, in January and July, by the owner or an authorised auditor empanelled by the Director of Fire and Emergency Services. Where an empanelled audit is on file, the officer may renew the Fire Safety Certificate without a fresh application. Without one, apply three months before expiry. Check the notification for exceptions.

Which authority approves building plans in IDCO estates?

IDCO's website links a building plan approval service, and the state's investment compendium describes IDCO as the Special Planning Authority for private industrial estates under the state scheme. The fire application needs the approved plan from the Development Authority, Regional Improvement Trust or Planning Authority for your plot, so confirm which body governs your site before finalising MEP drawings.
