Solar Energy Banking Rules by State: What Happens to Units You Don't Use

22 October 2026 · 5 min read · by

Title card reading 'Solar banking rules by state' with settlement period, leftover units and plant sizing listed under the heading.
Title card. Not a photograph of a Secured Engineers site.

Banked solar units are credits carried forward against later consumption, not cash. Each state sets the window and the end-of-period treatment. Punjab runs a 1 October to 30 September settlement period. Maharashtra settles at financial year-end and buys leftover units at the generic tariff. Madhya Pradesh pays by 15 November at a bid-discovered rate. Gujarat's original rules allowed banking only within one billing cycle.

What does banking mean in net metering?

A net-metered plant feeds the factory first and exports the rest. If exports exceed imports in a billing period, the excess is carried forward as credited units. If imports exceed exports, the DISCOM bills the difference after adjusting any credit. Where the consumer is on a Time of Day tariff, the regulations we read set consumption in each time block against generation in the same block first, and treat any remaining export as if it fell in the off-peak or next-lower tariff block. Banking decides how long that credit lives. It ends at the settlement period, when the carried-forward quantity is reset to zero and the leftover is paid for, or not, as the state says.

What do the regulations say, state by state?

The table gives the position in the regulation text we read for each state. Rules have been amended since several of these were first notified, and we say where.

StateSettlement periodUnits left at the endOther points to check
Punjab (PSERC 2021, amended 2024)1 Oct to 30 Sep; seasonal industries such as rice shellers and cotton ginning 1 Apr to 31 MarCarry-forward only within the settlement period. In the 2021 text, generation above 90% of consumption in the period gets no payment and is not carried forwardNet metering up to 500 kWp; capacity capped at 70% of sanctioned load for non-domestic consumers; exempt from banking, wheeling and cross-subsidy charges. A Third Amendment was notified in April 2026 and reported to revise limits: read it
Maharashtra (MERC 2019, first amendment 2023)1 Apr to 31 MarCarry-forward month to month; unadjusted credit at financial year-end is bought by the DISCOM at the generic tariff within the first month of the next yearNet metering up to 5 MW or contract demand or sanctioned load, whichever is lower; grid support charges deferred until 5,000 MW of rooftop is reached; licensees may petition for banking charges in the interim
Madhya Pradesh (MPERC 2024)Billing month October to SeptemberCredit carried forward each billing period; leftover paid by 15 November at the lowest tariff discovered in solar or wind bidding in the state the previous financial yearNet metering up to 500 kW and up to contract demand or sanctioned load; net-metered plants exempt from banking, wheeling, cross-subsidy and additional surcharge; net-metered consumers cannot also use open access
Gujarat (GERC 2016, as hosted by GEDA)Billing cycleFor industrial and commercial consumers, banking allowed only within one billing cycle; surplus bought at the APPC rate fixed for the year of commissioningThe regulation has been amended since 2016, including its capacity limits; confirm the text that applies to your commissioning date

We have not read the current regulations for Haryana, Uttar Pradesh, Rajasthan, Karnataka, Tamil Nadu and other states for this article, so we do not state their terms. For each, ask the DISCOM for the regulation in force on your application date and read the sections on settlement period, leftover units and charges.

Has any state withdrawn banking for industrial consumers?

We could not confirm a full withdrawal from the primary texts. What the documents show is pressure to reduce banking. In its 2023 statement of reasons, MERC records that Maharashtra's state DISCOM asked it to withdraw the monthly banking facility, and the Commission refused, saying banking cannot be withdrawn because it is essential and is allowed under the Ministry of Power's rules and the Forum of Regulators' model regulations. It also decided that licensees may petition for banking charges while grid support charges stay deferred. MERC has since put a draft of revised rooftop rules out for comment in 2026, which we have not read at source and which is not notified; check merc.gov.in before sizing in Maharashtra. Gujarat's 2016 regulation, for its part, confines industrial and commercial banking to one billing cycle.

How does banking change the plant size?

  1. Treat export as a bonus, not a business. Where leftover units earn a low rate or nothing, every unit consumed on site is worth more than every unit exported.
  2. Test the year, not the month. Build a table of monthly generation and monthly import for the settlement period. If generation exceeds consumption over the whole period, the surplus is settled at the end at the state's rate, and may lapse.
  3. Look at the quiet months. A seasonal factory exports in its closed months and imports in its busy ones. A window that resets each billing cycle wastes the closed-month credit. A window that runs a year lets it be used.
  4. Check the cap. Punjab's original 90% limit, and sanctioned-load limits elsewhere, can cap the size before banking matters.

An illustration with round numbers, not a forecast: a plant that exports 5,000 units in a closed month and sees the factory import 40,000 units next month recovers the credit immediately under a year-long window. Under a one-billing-cycle window the 5,000 units may be bought at the lower surplus rate instead. The sanctioned-load limit comes first, so check it with the sanctioned load calculator, then model your own months in the net-metering savings calculator.

Open access and captive plants are different

Banking under open access is settled by time block under the state's open-access regulations and carries its own charges. The Green Energy Open Access Rules, 2022 reduced the open-access limit for green energy from 1 MW to 100 kW and set out transmission, wheeling, cross-subsidy and standby charges, with the additional surcharge removed, according to the Ministry of Power's release. Madhya Pradesh lists a separate regulation on open access charges and banking charges for green energy consumers. Our guide to open-access solar explains how those routes differ from rooftop net metering.

How Secured Engineers helps

We design solar in-house and file the DISCOM net-metering application and, where needed, the CEIG file in-house, so the size we propose is tested against your state's settlement rule before it reaches a quotation. MEPF and solar can sit under one contract. We work from offices in Noida (Delhi NCR) and Ludhiana, with 535+ projects across 18+ states and 89.77% repeat clients. For states where this site does not record delivered work, we mobilise from Noida and Ludhiana.

If you tell us your state, your sanctioned load and twelve months of bills, we will say which window applies and how much plant the load can use. See our solar EPC page for the published C&I band of ₹24,000–32,000 per kW excluding GST, message us on WhatsApp, call +91 70099 85817, or ask for a free proposal.

Frequently asked

What does banking mean for a rooftop solar plant?

When your plant exports more than the factory imports in a billing period, the surplus is not paid out at once. The DISCOM carries it forward as a credit and sets it against later imports. Banking is the rule that decides how long that credit lasts, and what happens to anything unused at the end of the settlement period.

Do banked units expire?

In the regulations read here, yes, at the end of the settlement period. Punjab, Madhya Pradesh and Maharashtra reset the carried-forward quantity to zero when a new settlement period begins. What differs is payment: Maharashtra and Madhya Pradesh provide for the DISCOM to buy the leftover units at a stated rate, while the original Punjab text pays nothing for generation above a cap.

Which state has the most favourable banking terms?

We do not rank states. The terms are not comparable without your own load profile, because the settlement window, the capacity cap, the rate for leftover units and the charges all differ. The useful comparison is your factory's own month-by-month import and export against your state's rule, which is what a sizing study does.

Has any state withdrawn banking for industrial consumers?

We could not confirm a withdrawal from the regulations we read. We did find pressure to cut it: in 2023 Maharashtra's main DISCOM asked the regulator to withdraw monthly banking, and the regulator refused, calling banking essential. Gujarat's original 2016 rules confine industrial banking to a single billing cycle. Check your state's current regulation for any change.

Is banking the same under open access?

No. Open access and captive plants are settled by time block under state open-access regulations, and banking there carries its own charges. Madhya Pradesh, for example, has a separate regulation on open access and banking charges for green energy. Read the open-access terms of your state before comparing them with rooftop net metering.
