MEP Standards in India: What a Design Should Cite, from IS and NBC to NFPA, and When Each Applies
An MEP design in India should cite, in this order: the statutory rules, such as the CEA safety regulations; the National Building Code and the bye-laws that adopt it; the Indian Standards the code calls up for each service; and any international or client standard the contract adds. Cite the edition and why each applies; "as per norms" is not a design basis.
How do the layers of standards fit together?
Four layers sit above one another, and mixing them is the commonest weakness in a design basis.
- Statute and regulations. The Electricity Act, 2003 and the Central Electricity Authority (Measures relating to Safety and Electric Supply) Regulations, 2023 bind electrical installations, and state fire and factory laws bind buildings. These are obligations.
- The National Building Code of India 2016. A model code of Bureau of Indian Standards, in two volumes, that local authorities adopt through their building bye-laws. Check which version and which amendments your authority applies. A 2026 revision has also been published; our note on NBC 2016 and the 2026 revision sets out the differences. Its Part 4 covers fire and life safety, Part 8 building services (lighting and natural ventilation, electrical and allied installations, air conditioning, heating and mechanical ventilation, acoustics, lifts, and information and communication installations) and Part 9 plumbing services.
- Indian Standards. The NBC's Explanatory Note says the Indian Standards listed at the end of each Part or Section are the guide to what it means by "good practice" and "accepted standard", and each list says the latest version is to be adopted at enforcement.
- Other standards. Documents from ASHRAE, ISHRAE or the NFPA enter a project through the client brief, an insurer, a lender or the consultant's own practice. NBC Part 8 Section 3 acknowledges that its HVAC provisions drew on ASHRAE guidelines and ISHRAE handbooks, but that does not make those documents mandatory.
Which standards apply to which service?
The table lists standards that the NBC 2016 itself names in its lists, or that are statutory, with a note on when each matters. It is a map, not an exhaustive code index; the editions shown are those printed in the NBC lists and may have been revised.
| Service | Standard or rule | What it governs | When it applies |
|---|---|---|---|
| Electrical (statutory) | CEA Safety Regulations, 2023 | Safety of supply and installations: designated persons, inspection, self-certification, testing, owner's duties | Every electrical installation; the Electrical Inspector enforces |
| Electrical (design) | NBC Part 8 Section 2; IS 732 (wiring); IS 3043 (earthing); IS/IEC 62305 (lightning protection); IS 3961 (cable current ratings) | Wiring, earthing, lightning protection and cable rating practice | Edition printed in NBC 2016 is IS 732:1989 and IS 3043:1987; cite the edition in force on your project |
| Cables | IS 1554 (Part 1), IS 7098 (Parts 1 and 2), IS 694, IS 8130 | PVC and XLPE cables, wires and the conductors in them | In the cable specification; ask for the BIS licence |
| Fire detection and alarm | IS 2189:2008 | Selection, installation and maintenance of automatic detection and alarm | Wherever the fire scheme provides a system |
| Sprinklers, hydrants, pumps, extinguishers | IS 15105:2002; IS 3844:1989; IS 13039:2014; IS 15301:2003; IS 2190:2010 | Sprinkler design, internal hydrants and hose reels, external hydrants, fire pumps, first-aid extinguishers | As the fire scheme and the Fire NOC require |
| Fire and life safety (overall) | NBC Part 4 | Occupancy classes, means of escape, fire-fighting requirements by occupancy and height | Buildings; for industries other than small-scale units the requirements are worked out from the relevant Indian Standards with the fire authority |
| HVAC | NBC Part 8 Section 3; IS 659; ECBC 2017 | Air conditioning and mechanical ventilation practice, safety code for air conditioning, energy performance | ECBC applies to new commercial buildings of 100 kW connected load or 120 kVA contract demand or more, in the version your state has notified |
| Pharma cleanrooms | Revised Schedule M to the Drugs Rules, 1945 | Premises, HVAC, clean grades, qualification | Drug manufacture only |
| Plumbing and drainage | NBC Part 9; IS 1172, IS 2065, IS 1742, IS 5329 | Water supply, building drainage and sanitary pipework | Water supply, drainage and sanitation design and installation |
Where does the NFPA fit?
NFPA documents are American standards. They are not part of Indian regulation in themselves, and Indian authorities cite Indian Standards and the NBC. They become relevant when a multinational client, an insurer or a lender's engineer writes them into the requirements, or when no Indian Standard covers the hazard. The design basis should then say which NFPA document, which edition, and which Indian requirement prevails where the two differ. Do not promise "NFPA compliance" without that sentence, since the fire authority issues the NOC on Indian rules.
How should a design basis cite them?
- Name the document and its edition, and the clause for any value that drives equipment size, such as a sprinkler density, a pressure differential or a voltage-drop limit.
- Separate "must" from "choose". Statutory and authority requirements are fixed; client and insurer standards are agreed; designer preferences are labelled as such.
- State the precedence when two documents disagree, for example that the local fire authority's requirement prevails over an insurer's recommendation.
- Record the date the list was frozen. Editions change; the NBC lists editions valid at its publication and says the latest version applies at enforcement, so a design started years before approval may need to be re-checked.
- Do not quote a clause number you have not read. If a standard is cited from memory, the design basis is weaker than having none.
What should you ask a consultant who lists standards?
Ask for the table in the form above for your building, with a clause reference beside each value that sets a size. Ask what the consultant has not checked, such as state variations to the Fire NOC rules or the local ECBC version. A consultant who cites every standard in the table without saying where it changes a design decision is padding. Our notes on evaluating an MEP consultant and NBC 2016 fire and life safety for factories help here, and the glossary defines the terms.
How Secured Engineers helps
We design MEPF in-house and cite the standards per service in the design basis. Fire NOC, CEIG and DISCOM net-metering filings are done in-house, so the design and the approval file use the same references. MEPF and solar can sit under one contract. We work from Noida (Delhi NCR) and Ludhiana, across 535+ projects in 18+ states, with 89.77% repeat clients. This article is a map of references, not a statement that any particular set is sufficient for your building.
If you have a design basis or a consultant's drawing notes, send them for a technical review: we will check that each standard is cited with an edition and applies, and that values sizing equipment trace to a clause. Frequently asked
Which standards must an MEP design in India follow?
Statutory rules come first: for electrical work the Electricity Act, 2003 and the CEA safety regulations, 2023, and state fire and factory laws. Next is the National Building Code as adopted by the local authority, then the Indian Standards it lists as good practice for each service. Client, insurer and international standards apply only if the contract or the authority adopts them.
Is NFPA mandatory in India?
Not as such. NFPA documents are American standards, and Indian fire authorities issue the NOC on Indian rules and the NBC. They become relevant when a client, insurer or lender requires them, or when no Indian Standard covers the hazard. If you cite one, name the document and edition and say which requirement prevails where it differs from the Indian one.
Does the NBC 2016 itself say which Indian Standards to use?
Yes. Its Explanatory Note says the Indian Standards listed at the end of each Part or Section are the guide to what it calls good practice and accepted standards. Each list also says that the latest version of a standard is to be adopted at the time of enforcement, so the edition printed in the code may not be the one in force.
Do ECBC rules apply to every building?
No. The Ministry of Power's 2023-24 annual report says ECBC 2017 sets minimum energy performance standards for new commercial buildings with a connected load of 100 kW or more, or a contract demand of 120 kVA or more, and that states can modify and notify the code. Check the version your state has notified and whether your building class and size fall within it.
How often should the list of standards in a design basis be refreshed?
Whenever the design is re-issued for approval or tender, and at least when a long gap opens between design and submission. Record the date the list was frozen and the editions cited. Standards, state rules and the building code are revised, and a design checked against old editions can fail a review that applies current ones.
