Factory Licence & DISH approval for factories in Rajasthan
If your unit is in Rajasthan, the factory building plan is approved and the Factory Licence is granted by the Factories and Boilers Inspection Department, Government of Rajasthan — the Chief Inspector of Factories and Boilers (Deputy CIF&B for non-hazardous factories of up to 149 workers) under the Factories Act, 1948 and Rajasthan Factories Rules, 1951, as amended — Rajasthan Factories (Amendment) Rules, 2025 notified 29 July 2025. Two stages, in order: plan approval before construction, then registration and the licence before operation. This page carries what is specific to Rajasthan; the engineering of the submission — layout, exits, ventilation, welfare, the occupier’s duties — is on the complete Factory Licence & DISH guide.
Apply, check status and renew: the official route (checked 10 Oct 2026)
- Where to apply: RajNivesh, the investor single window, through the Rajasthan SSO login; the department’s own procedure page says “Visit https://rajnivesh.rajasthan.gov.in/” (procedure).
- Timelines: plan approval in 10 days for non-power, non-hazardous factories and 30 days for others; registration/licence and renewal in 7 days for non-hazardous non-power factories, 15 days non-hazardous, 21 days hazardous (s. 2(cb)) or dangerous operations (s. 87), and 60 days for major-accident-hazard factories (time limits).
- Validity: licence “with subsequent renewal upto 10 years”; fees are computed for one to a maximum of ten years, and the department advertises auto-renewal with no documents.
- Fee: two parameters — the maximum workers proposed during the year and the total rated horsepower installed; the original licence fee is 50% more than the renewal fee; the total is the yearly fee multiplied by the number of years (1 to 10); the schedule is the notification of 14 March 2018; plan approval is free (fee details).
- Self-certification: a Self-Certification scheme for low-risk factories and third-party inspection with risk classification for medium-risk factories, with competency certificates granted online in RajFAB at no fee (third-party inspection).
The authority decides and sets the timeline; we draw the factory set and file it.

What’s specific to Rajasthan
Rajasthan publishes the fastest and most granular timelines in this cluster — seven days for a non-hazardous, non-power unit — and prices the licence for up to ten years in one payment, which is why many Bhiwadi, Neemrana and Tapukara units take the long term at the outset. The 2025 Amendment Rules and the June 2025 Rule 12B guidelines are recent; the department also notified the Rajasthan Occupational Safety, Health and Working Conditions Rules on 1 July 2026, so the rule set is moving.
