Fire NOC for factories in Rajasthan — the process nobody expects
Here’s the fact that surprises most factory owners moving into Bhiwadi, Neemrana or the wider Alwar-Jaipur corridor: Rajasthan has no dedicated fire-safety act. Unlike Punjab, Haryana, Delhi or UP — all of which have a standalone Fire and Emergency Services Act — Rajasthan routes Fire NOC through Section 337 of the Rajasthan Municipalities Act, 2009, administered by the Department of Local Self Government, not a fire directorate.

Why this matters for a Bhiwadi or Neemrana project
If your fire consultant is used to working in Punjab or Haryana, the legal citation on your NOC will look unfamiliar — there’s no “Rajasthan Fire and Emergency Services Act” to reference, because it doesn’t exist. That’s not a gap in the process; it’s a genuinely different administrative structure. The NBC 2016 engineering requirement is identical — the same hydrant, sprinkler, tank and exit rules apply — but the approving authority is your local Municipal Corporation via the LSG Department, not a state fire service.
This is also a real point of confusion for factory owners who assume Bhiwadi and Neemrana follow Haryana’s rules because they sit so close to the Gurugram-Manesar belt. They don’t — Bhiwadi and Neemrana are in Alwar district, Rajasthan, under RIICO, JVVNL, RSPCB and the LSG Department, not HSIIDC, DHBVN, HSPCB or the Haryana Fire Act.
