SPCB Consent to Establish & Operate (CTE/CTO) for factories in Rajasthan
If your unit is in Rajasthan, the Consent to Establish and the Consent to Operate under the Water Act, 1974 and the Air Act, 1981 come from the Rajasthan State Pollution Control Board (RSPCB). CTE comes before construction and CTO before production; the category your process is assigned sets the fee, the validity and the treatment the consent will demand. This page carries what is specific to Rajasthan; the categorisation logic, the ETP and stack obligations and the design decisions that keep a unit inside its consent are on the complete CTE/CTO guide.
Apply, check status and renew: the official route (checked 10 Oct 2026)
- Where to apply: Raj Nivesh through the Rajasthan SSO login — the Board’s procedure: “Open the “Raj Nivesh” Portal… click on sign in. Enter your credentials in SSO screen” (CTE procedure).
- Validity: “Normally, the State Board will issue consent to establish for a period of 3/ 5 years” (CTE page); CTO “for a period of 5, 10 and 15 years in case of red, orange and green category respectively” (CTO page).
- White category: under rule 5(5A) of the 2016 amendment to the state Air and Water rules, White units “shall not be required to obtain Consent to Operate and Consent to Establish” but “shall have to intimate the State Board prior to commissioning” (notification of 26 May 2016).
- Fee: the Schedule to the same 2016 notification — capital-investment slabs with separate Red, Orange and Green amounts for CTE and for CTO, between ₹1,000 and ₹3,000 at the lowest slab (up to ₹5 lakh) depending on category and consent; 50% additional fee if CTO is applied for after expiry. The Board’s online fee calculator did not load on 10 Oct 2026.
- Timelines: the Board’s office order of 29 July 2025 on revised timelines: CTO renewal “same day i.e. system generated Auto renewal for all complying units”; Green units with investment below ₹5 crore get CTE/CTO in 3 days through a one-time acknowledgment that “will suffice as CTE/CTO”; Green above ₹5 crore CTE in 10 days and CTO in 21; Orange MSMEs CTE in 21 and CTO in 30; longer windows for larger Red and Orange units, where the scan is partly illegible (office order).
- Auto-renewal and CTE exemption: auto-renewal of CTO for complying Red, Orange and Green units started on 4 June 2025 (order); an office order of 11 December 2025 exempts projects holding an Environmental Clearance from a separate CTE, implementing G.S.R. 702/703(E).
- Regional offices: 28, each with a jurisdiction — Regional Office Bhiwadi covers Khairthal–Tijara; Regional Office Alwar covers Alwar; Jaipur has North, South and City offices (regional information officers).
The Board decides and sets the timeline; we design the utilities to the category and prepare the file.

The national frame every state applies
- Categories: CPCB’s 2025 classification (12 February 2025, corrigendum 16 October 2025) sorts sectors into Red, Orange, Green, White and Blue; the sector list as on 24 August 2026 runs to 464 sectors (CPCB categorisation page). The 2016 pollution-index bands behind it: 60 and above Red, 41–59 Orange, 21–40 Green, up to 20 White (CPCB final directions, 2016).
- White category: MoEF&CC notifications G.S.R. 702(E) and 703(E) of 12 November 2024 exempt plants with a pollution index up to 20 from prior consent, on condition that the plant informs the state board in writing; a plant holding an Environmental Clearance is exempt from a separate CTE (Water Act notification, Air Act notification). The White schedule was substituted by G.S.R. 511(E)/512(E) of 28 July 2025 (54 sectors) and again by G.S.R. 761(E)/762(E) of 17 October 2025 (86 sectors).
- One portal, slowly: CPCB’s Unified Consent & Authorization Management System (UCAMS) is already the filing route in Delhi and is announced as the replacement for OCMMS in Himachal Pradesh; the other states still file on their own single windows.
What’s specific to Rajasthan
Rajasthan publishes the most aggressive timelines in this cluster — a Green unit below ₹5 crore of investment is cleared in three days on a one-time acknowledgment, and CTO renewal for every complying unit is a same-day system auto-renewal — and it moved the categorisation on 1 February 2026: by the Board’s clarification of 16 February 2026, applications received after that date are dealt with under the new Red/Orange/Green/White/Blue classification adopted by orders of 21 and 30 January 2026. For the Bhiwadi–Neemrana–Tapukara corridor the file sits with Regional Office Bhiwadi (Khairthal–Tijara) or Alwar.

Get the consent file right
- Design & Approvals — we design the utilities to the category and prepare the CTE and CTO files with the building, factory and fire sets
- Fire NOC in Rajasthan, CEIG approval in Rajasthan and factory licence in Rajasthan — the rest of the approval chain for the same premises
- Complete CTE/CTO guide — categorisation, ETP obligations, validity and the design decisions behind them
Starting a consent file? Send the process description, the water balance and the fuel and DG details for a CTE/CTO readiness review — an engineer replies with the likely category under the current RSPCB list, the treatment the consent will ask for and what is still missing. Request a technical review.
Secured Engineers Pvt. Ltd. is an MEPF and solar EPC contractor; we design the utilities and prepare the file, and the Board decides. Board names, portals, fees, validity and timelines above were read on the official pages linked on 10 Oct 2026 and can change with Board orders — several were issued in 2025 and 2026 — so confirm the live position with the regional office before filing.
Frequently asked questions
How long is an RSPCB consent valid?
CTE normally for 3 or 5 years; CTO for 5, 10 and 15 years for Red, Orange and Green category units respectively, per the Board's own pages.
How fast does RSPCB clear a Green unit?
Under the office order of 29 July 2025, a Green unit with investment below ₹5 crore receives a one-time acknowledgment within 3 days that serves as its CTE and CTO; Green units above ₹5 crore get CTE in 10 days and CTO in 21.
Does Rajasthan auto-renew CTO?
Yes — the auto-renewal system for CTO started on 4 June 2025 for complying Red, Orange and Green units, and the 2025 timeline order lists CTO renewal as same-day.
Do White category units in Rajasthan need consent?
No CTE or CTO, under rule 5(5A) of the 2016 amendment, but the unit must intimate the Board before commissioning.
Which RSPCB office covers Bhiwadi and Neemrana?
Regional Office Bhiwadi, whose jurisdiction is Khairthal–Tijara; Alwar district is under Regional Office Alwar. Neemrana is not named separately in the Board's list.
