Fire NOC for factories in Haryana

Fire NOC in Haryana is issued by Haryana Fire and Emergency Services under the Haryana Fire and Emergency Services Act, 2022, applied for online through the ULB Haryana portal — and every factory (any non-residential building) needs one, against an approved fire-fighting scheme aligned to NBC 2016 Part 4.

If you’re planning that approval for a factory in IMT Manesar, IMT Bawal, Faridabad, Sonipat or Rohtak, note the 2022 Act replaced the older 2009 Act, and a 2025 reform opened the door to certified third-party fire-safety auditors — which matters for renewal timelines.

This page covers what’s specific to Haryana. For the full NBC 2016 engineering — the two-stage process, document checklist, cost drivers, and the 10 reasons fire schemes get rejected — see the complete Fire NOC guide.

What triggers a Fire NOC in Haryana

Any non-residential building — which covers essentially every factory — or a residential building over 15m height needs a Fire NOC and an approved fire-fighting scheme, aligned with NBC Part IV, the Disaster Management Act 2005, the Factories Act 1948 and (still, as a legacy of undivided Punjab pre-1966) Punjab Factory Rules 1952.

The 2025 third-party audit reform

A newer policy lets certified private fire-safety auditors carry out the compliance audit that historically needed a government inspector site visit. For a factory with a clean, well-maintained fire system, this can meaningfully shorten the renewal cycle — worth asking your fire-NOC consultant whether your unit qualifies.

Two DISCOMs, one Act

Haryana runs two power distribution utilities — DHBVN in the south (Gurugram, Manesar, Faridabad, Rewari, Bhiwani) and UHBVN in the north (Panchkula, Sonipat, Rohtak, Ambala, Panipat) — but the fire-NOC law is the same statewide Act regardless of which DISCOM serves your plant.

Frequently asked questions

Which department issues the Fire NOC in Haryana?

Haryana Fire and Emergency Services, under the Department of Urban Local Bodies, issues the Fire NOC. Applications for industrial units are coordinated with HSIIDC building-plan approval where the plant sits on an HSIIDC estate.

What law governs Fire NOC in Haryana?

The Haryana Fire and Emergency Services Act, 2022 — which repealed the earlier Haryana Fire Service Act, 2009. Fire NOC is required for any non-residential building, or a residential building over 15m, under the online ULB Haryana portal.

What is the 2025 third-party audit policy?

A 2025 reform allows certified private fire-safety auditors to conduct the compliance audit that used to require a government inspector visit, speeding up renewals for units that engage an approved third-party auditor.

Do IMT Manesar, IMT Bawal and IMT Rohtak factories follow the same fire-NOC process?

Yes — the Haryana Fire and Emergency Services Act, 2022 applies statewide. What differs by estate is the coordinating HSIIDC office and the DISCOM (DHBVN in the south covering Manesar/Bawal, UHBVN in the north covering Rohtak/Panchkula).

What building code applies alongside the Fire Act in Haryana?

NBC 2016 Part 4 is the technical backbone, alongside the Disaster Management Act 2005, the Factories Act 1948, and Punjab Factory Rules 1952 — still referenced in Haryana as a legacy of pre-1966 undivided Punjab.

Where can I apply for a Haryana factory Fire NOC online?

Through the ULB Haryana portal (ulbharyana.gov.in), which routes industrial applications alongside HSIIDC estate compliance.
