Fire NOC for factories in Haryana

What triggers a Fire NOC in Haryana

Any non-residential building — which covers essentially every factory — or a residential building over 15m height needs a Fire NOC and an approved fire-fighting scheme, aligned with NBC Part IV, the Disaster Management Act 2005, the Factories Act 1948 and (still, as a legacy of undivided Punjab pre-1966) Punjab Factory Rules 1952.

The 2025 third-party audit reform

A newer policy lets certified private fire-safety auditors carry out the compliance audit that historically needed a government inspector site visit. For a factory with a clean, well-maintained fire system, this can meaningfully shorten the renewal cycle — worth asking your fire-NOC consultant whether your unit qualifies.

Two DISCOMs, one Act

Haryana runs two power distribution utilities — DHBVN in the south (Gurugram, Manesar, Faridabad, Rewari, Bhiwani) and UHBVN in the north (Panchkula, Sonipat, Rohtak, Ambala, Panipat) — but the fire-NOC law is the same statewide Act regardless of which DISCOM serves your plant.
