Setting Up a Factory in IMT Rohtak: Power, Fire NOC, CEIG and Solar

Title card. Not a photograph of a Secured Engineers site.

Setting up a factory in IMT Rohtak means working with HSIIDC for the plot, UHBVN for power, Haryana Fire and Emergency Services for the Fire NOC, the Chief Electrical Inspector for HT installations and HSPCB for pollution consent. The order matters: the plot and the load sanction come first, and the fire scheme and electrical drawings follow the same building plan.

What does the plot come with?

IMT Rohtak is an HSIIDC industrial model township on NH-10, about 30 km west of New Delhi by HSIIDC's own description in its environmental clearance papers for Phase III. HSIIDC develops the basic infrastructure, which its filings describe as internal roads, water supply, external electrification and an effluent disposal system, and then allots plots to entrepreneurs from a list of recommended industries. The site elsewhere describes the township as roughly 4,000 acres. The exact area, sector layout and what each sector has in service should be checked with HSIIDC.

Before you buy, ask HSIIDC in writing for four things: the feeder voltage and the nearest substation, the water source and allocation for your plot, how drainage and sewage leave the sector, and whether a common effluent or sewage treatment arrangement exists for your sector. A plot that has a road and a pole outside is not the same as a plot that can take a 1,000 kVA load next month. Allotment is typically by e-auction under HSIIDC's estate management procedures, and the allotment letter carries conditions on construction time and use. Read those before you bid.

Which approvals does a factory need, and in what order?

The sequence below follows how the files actually depend on each other. Each authority sets its own timeline and fee, so treat the order as a planning guide and confirm the specifics with the authority.

Our state guides cover each filing in detail: Fire NOC in Haryana, CEIG approval in Haryana, CTE and CTO in Haryana and the factory licence in Haryana.

How do power, Fire NOC and CEIG fit together?

Rohtak district is in the UHBVN area, so the load sanction and the energisation both come from UHBVN. The CEIG approval is separate from the DISCOM sanction. As the department's published procedure describes it, LV and MV installations are applied for through the supplier, and HV and EHV installations go to the Electrical Inspector. Inspection for the Rohtak area runs through the department's Rohtak sub-centre, so confirm which office covers your plot.

The practical point is that the transformer room, the DG set and the fire pump room all appear on the same building plan. If the electrical drawings place the transformer where the fire scheme needs a tender access lane, one of the two files is rejected and the other is delayed. Design the two together. Use the factory electrical capacity calculator to get a first estimate of connected load and transformer size before you apply for sanction, then have an engineer confirm it against your machine list.

Which pollution board category applies?

HSPCB assigns a Red, Orange, Green, White or Blue category by your process under the CPCB classification. The category decides the validity, the fee and how much treatment the consent expects. In Haryana the Board's orders route the CTE and the first CTO through the state single window, and White category units intimate the Board instead of taking consent. Auto-renewal of CTO on self-certification applies to complying units from applications received on or after 15 November 2025, as of October 2026. Our CTE and CTO guide explains the categories.

What should you settle before the building plan is filed?

Three decisions are cheap on paper and costly on site. First, the supply voltage. If your connected load takes you into HT supply, the transformer room, the HT panel and the inspectorate file all join the programme, and the UHBVN sanction should be applied for early because it gates energisation. Second, the fire water arrangement. The tank, pump room and tender access lane must sit on the plan that goes for approval, and the water allocation from HSIIDC decides how big the tank can be. Third, the process utilities that decide the pollution category: effluent, stack emissions and DG sets. Settling these before the plan is filed avoids re-filing later. Our approvals hub lists the full factory approval chain.

What does a typical shed mean for rooftop solar?

Plots in an HSIIDC township are usually large enough for a long, single-storey shed with a clear roof. That suits rooftop solar: little shading, uniform roof, and a daytime load that can absorb the generation. The capacity a roof can carry depends on roof pitch, skylights, shading from stacks and the structure's load rating, which is why we survey the roof before any capacity is promised. On a new shed, the purlin spacing and cable routes can be fixed at design stage, which costs far less than a retrofit.

Net-metering is applied for with UHBVN under the HERC rules. As of October 2026, confirm the current capacity limit, the technical feasibility study and any charges with UHBVN and on the HERC website, because these have been revised more than once. Our C&I solar band is ₹24,000–32,000 per kW ex-GST, with the plant cost depending on roof type, structure, inverter choice and cable runs. See solar EPC and the solar calculator for a first sizing.

How Secured Engineers helps

Design is done in-house, and so are the filings: Fire NOC, CEIG and DISCOM net-metering applications. MEPF and solar sit under one contract, so the transformer, the fire scheme and the rooftop plant are designed against the same single-line diagram and the same roof. We work from offices in Noida and Ludhiana, with 535+ projects across 18+ states and 89.77% repeat clients.

For the estate overview, see our IMT Rohtak page and the Haryana industrial zones hub. We do not claim a delivered project on this estate here.

If you are weighing a plot or a shed, send us the sanctioned load and the roof area and we will tell you what the electrical, fire and solar scope looks like before you commit. Reach us on WhatsApp or call +91 70099 85817, or ask for a free quote.

Frequently asked

Who allots industrial plots in IMT Rohtak?

HSIIDC, the Haryana State Industrial and Infrastructure Development Corporation, develops the roads, water supply, external electrification and drainage, and then allots the plots. Allotment is usually through its estate management procedures, often by e-auction. Plot rates, eligibility and open auctions change, so check the HSIIDC portal for the current position before you plan around a price or a date.

Which DISCOM supplies IMT Rohtak?

Rohtak district falls under UHBVN, Uttar Haryana Bijli Vitran Nigam, the northern Haryana DISCOM. Your sanctioned load, the supply voltage at your boundary and the connection charges are set by UHBVN under the HERC supply code. Ask the local UHBVN office for the feeder voltage and spare capacity at your plot before you finalise the transformer size.

Do I need a separate Fire NOC for a factory in an HSIIDC estate?

Yes. The plot allotment does not replace it. Haryana Fire and Emergency Services issues the Fire NOC under the Haryana Fire and Emergency Services Act, 2022, filed online through the ULB Haryana portal. The scheme is designed to NBC 2016 Part 4. HSIIDC building-plan approval and the fire scheme should be run in parallel, not one after the other.

Is a CEIG approval needed for every factory in IMT Rohtak?

Not for every installation. In Haryana the routing depends on voltage. LV and MV installations are applied for through the supplier, while HV and EHV installations go to the Electrical Inspector. A factory taking HT supply and installing its own transformer, or running a large DG set, should plan for inspectorate drawing approval and inspection before energisation. Confirm the route with the Chief Electrical Inspector's office.

Can I put rooftop solar on a new shed in IMT Rohtak?

Usually yes, and a new shed is the easiest time to plan it, because the purlin spacing, roof loading and cable routes can be set at design stage. Net-metering is applied for with UHBVN under the HERC rules. Confirm the current capacity limits and charges with UHBVN and HERC before sizing the plant, since these have changed in the past.
