CEIG Haryana Approval Process: Portal, Forms and Inspection for Factories
CEIG approval in Haryana is given by the Chief Electrical Inspector to Government, Haryana, whose head office is in Sector 17-B, Chandigarh. For an HT factory the order is DISCOM sanction, drawing approval, installation and testing, inspection, then energisation by DHBVN or UHBVN. LV and MV applications go to the supplier; HV and EHV go to the Electrical Inspector.
Who is the Chief Electrical Inspector in Haryana?
The Chief Electrical Inspector Department works under the Department of Power and has functioned since the state was formed in 1966. The Electrical Inspector is a statutory appointment under Section 162 of the Electricity Act, 2003. Safety requirements follow the Central Electricity Authority regulations, published at cea.nic.in. The department states that it works under the CEA (Measures relating to Safety and Electric Supply) Regulations, 2010 as applicable to Haryana. Confirm whether the later 2023 regulations have changed any form or procedure on the department's site.
The head office is at SCO 117-118, Top Floor, Sector 17-B, Chandigarh. That is outside Haryana, which surprises owners who expect a Gurugram or Panchkula address. The department's online services run on its own site, ceiharyana.com, and the "ceiharyana" searches you may be making lead there. The department's information site and its service portal are separate, so check which one you are on before submitting anything.
Which counter does your file go to?
The department's published procedure routes the application by voltage. For LV and MV installations the owner applies to the supplier, which in Haryana means DHBVN or UHBVN by district. For HV and EHV installations the application goes to the Electrical Inspector, in Form A-1, B-1, A-2 or B-2, with the Completion and Test Report from the licensed electrical contractor. A factory taking HT supply is in the second group. Filing at the wrong counter costs time, and nobody warns you until the file is returned.
The procedure also states that for installations above 500 kVA, the single-line diagram, with the building plan showing transformer, generator, HT/LT protection and earth pits, is approved by the Chief Electrical Inspector before work starts. A licensed contractor must give written notice of commencement of installation work to the Electrical Inspector within 48 hours of starting it. Both points were read on the department's site in September and October 2026. Forms are the department's to change, so check before filing.
What is the step-by-step process?
| Step | What happens | What to keep ready |
|---|---|---|
| 1. DISCOM sanction | DHBVN (south) or UHBVN (north), by district. | Sanction letter, load schedule |
| 2. Drawing approval | Above 500 kVA, SLD and building plan approved before work starts. | SLD with settings, transformer and DG layout, earth pits |
| 3. Notice of commencement | Contractor notifies the Electrical Inspector within 48 hours of starting. | Contractor licence details |
| 4. Installation and testing | Licensed contractor executes; records kept as work proceeds. | Insulation, earthing, transformer and relay tests |
| 5. Inspection application | HV/EHV goes to the Electrical Inspector in the prescribed form. | Completion and Test Report |
| 6. Inspection and clearance | Sub-centre inspects against approved drawings. | As-built drawings |
| 7. Energisation | DISCOM connects after clearance. | Clearance certificate |
Which sub-centre inspects your site?
The department runs six sub-centres, each under an Executive Engineer: Gurugram I, Gurugram II, Faridabad, Panipat, Rohtak and Hisar. Inspection is by the sub-centre whose jurisdiction covers the site, so the working relationship on a live project is with that Executive Engineer, not the Chandigarh desk. Establish the covering sub-centre before filing and direct queries there. The department also publishes a Verify Certificate page for checking issued certificates.
The DISCOM split matters after clearance. DHBVN serves the southern districts, including Gurugram, Faridabad and Rewari, and UHBVN serves the north, including Panchkula, Sonipat and Rohtak. The inspectorate's process does not change between them, but the sanction, metering and energisation queue do. A schedule built on a Gurugram project does not transfer to Rohtak.
What about fees and timelines?
The department's pages say inspection fees are "as per schedule", paid by treasury challan, with the amounts in linked schedules for new installation inspection, periodical inspection and certificates. We have not reproduced figures here, because they are revised. Download the current schedule from the department's site. We did not find a statutory timeline for inspection on the pages we checked, so confirm the position with the inspectorate and plan with float.
Industrial estates such as HSIIDC change the coordination, not the electrical approval. Estate infrastructure, the point of supply and the building sanction all interact with the timeline, so run those filings in parallel.
What should you do in the first month?
Start with three decisions. First, confirm the district and therefore the DISCOM and the covering sub-centre. Second, check whether your connected load and transformer rating put you in the approval route for HV installations or in the supplier route for LV and MV. Third, fix the electrical scheme early enough that the single-line diagram, load schedule and earthing drawing agree with the DISCOM sanction before anyone files. These decisions cost little at the start and are expensive to reverse once the substation civil work is done.
Ask your electrical contractor for the licence details that the notice of commencement needs, and ask for test formats to be agreed before work starts. Records reconstructed after the fact are the weakest part of most files.
What stalls a Haryana file?
- An SLD without protection ratings and settings.
- Earthing drawn as a note rather than a designed grid with measured values.
- Drawings that imply a load the DISCOM has not sanctioned.
- A site that has outrun its drawings.
- Missing the 48-hour notice of commencement.
Run the CEIG readiness calculator before you file; it walks the same list an inspector will. Our state page, CEIG approval for factories in Haryana, carries the authority table. The common engineering is in the multi-state CEIG guide, and the fire scheme runs alongside under Fire NOC for factories in Haryana.
This guide is compiled from the department's published pages as of October 2026. It is not a statement of what the inspectorate will approve for a specific site.
How Secured Engineers helps
Electrical design is done in-house, so the single-line diagram, load schedule and earthing drawings come from the same team that executes the work. Approvals are filed in-house: Fire NOC, CEIG and DISCOM net-metering. MEPF and solar sit under one contract, which keeps the drawings, the sanction and the as-built installation consistent. We work from offices in Noida and Ludhiana, across 535+ projects in 18+ states, and 89.77% of our clients are repeat clients.
If you have a single-line diagram or a PSPCL/DISCOM sanction in hand, send it to us on WhatsApp or call +91 70099 85817, or request a free quote. An engineer will tell you what the inspectorate is likely to query before you file.
Frequently asked
Where is the CEIG office for Haryana?
The head office of the Chief Electrical Inspector to Government, Haryana is at SCO 117-118, Top Floor, Sector 17-B, Chandigarh. Inspection work runs through six sub-centres: Gurugram I, Gurugram II, Faridabad, Panipat, Rohtak and Hisar. Confirm which sub-centre covers your site before you file.
Do all electrical installations in Haryana go to the Electrical Inspector?
No. The department's published procedure sends LV and MV applications to the supplier, which is DHBVN or UHBVN by district. HV and EHV installations go to the Electrical Inspector in the prescribed form with the Completion and Test Report. A factory on HT supply is in the second group. Confirm the current forms on the department's site.
Is there an online portal for CEIG Haryana?
Yes. The department's online services run at ceiharyana.com, covering inspection applications, licences and a Verify Certificate page. A separate Central Inspection System at cisharyana.in covers other inspections and is not the electrical inspectorate's portal. Departmental systems are revised, so confirm the filing route before submitting.
Do I need to notify the inspectorate before starting work?
The department's procedure says the licensed contractor must give written notice of commencement of installation work to the Electrical Inspector within 48 hours of starting. It is easy to miss because it falls due before anyone is thinking about approvals. Confirm the current wording on the department's site.
What does CEIG approval cost in Haryana?
The department states inspection fees are as per schedule, paid by treasury challan, with amounts in linked schedules for new installations, periodical inspection and certificates. Fees are revised, so we do not quote a figure. Download the current schedule from the department's site before budgeting.
Which DISCOM energises my factory in Haryana?
DHBVN serves the southern districts, including Gurugram, Faridabad and Rewari. UHBVN serves the north, including Panchkula, Sonipat and Rohtak. The CEIG process is the same, but the sanction, metering and energisation queue differ, so confirm your district's DISCOM early.
