SPCB Consent to Establish & Operate (CTE/CTO) for factories in Punjab
If your unit is in Punjab, the Consent to Establish and the Consent to Operate under the Water Act, 1974 and the Air Act, 1981 come from the Punjab Pollution Control Board (PPCB). CTE comes before construction and CTO before production; the category your process is assigned sets the fee, the validity and the treatment the consent will demand. This page carries what is specific to Punjab; the categorisation logic, the ETP and stack obligations and the design decisions that keep a unit inside its consent are on the complete CTE/CTO guide.
Apply, check status and renew: the official route (checked 10 Oct 2026)
- Where to apply: the Invest Punjab – Business First portal — PPCB’s own notice says applications for regulatory clearances are accepted “in the State Single Window System i.e. Invest Punjab - Business First (IP-BF) Portal only”; the Board’s OCMMS page still reads “It will be available soon” (PPCB).
- Validity: CTE “for a period of minimum one year and maximum upto 5 yrs”; CTO for a maximum of 5 years (Red), 10 years (Orange) and 15 years (Green) — the Board’s homepage FAQ.
- White category: “Non-polluting white Category of industries / projects are exempted from obtaining PPCB consent to Establish (NOC)/operate”; an exemption certificate can be obtained on the Board’s site, and a letter of 24 November 2025 harmonised the left-out White sectors (White list).
- Fee: capital-investment slabs with separate Red, Orange and Green rates — the table in force from 18 July 2013 starts at ₹900 (Red), ₹600 (Orange) and ₹600 (Green) for investment up to ₹5 lakh; a separate CTO fee is charged yearly and a CTE extension costs 50% of the one-year fee (consent fee). The revised rates in Office Order 524 of 29 October 2018 are a scanned PDF we could not read.
- Timelines: under the Punjab Right to Service Act, 2011 the Board’s notified services give 15 working days for CTE to Green units of every scale and to small Orange and Red units, 21 days for medium and large Orange and Red units, and 15 days for CTO to Green units and small Orange units (notified services).
- Auto-renewal: “Small Scale Units and Hospital/HCF upto 50 beds can avail this facility through online system” — the Board’s FAQ on auto-renewal of consent.
- Regional offices: Ludhiana alone has four — Ludhiana-1 and -2 at Phase V, Focal Point, and Ludhiana-3 and -4 at Dholewal Chowk on the G.T. Road — with offices also at SAS Nagar (Mohali), Jalandhar, Patiala, Amritsar and Bathinda (contact page); the page lists offices by address, not by district jurisdiction.
The Board decides and sets the timeline; we design the utilities to the category and prepare the file.

The national frame every state applies
- Categories: CPCB’s 2025 classification (12 February 2025, corrigendum 16 October 2025) sorts sectors into Red, Orange, Green, White and Blue; the sector list as on 24 August 2026 runs to 464 sectors (CPCB categorisation page). The 2016 pollution-index bands behind it: 60 and above Red, 41–59 Orange, 21–40 Green, up to 20 White (CPCB final directions, 2016).
- White category: MoEF&CC notifications G.S.R. 702(E) and 703(E) of 12 November 2024 exempt plants with a pollution index up to 20 from prior consent, on condition that the plant informs the state board in writing; a plant holding an Environmental Clearance is exempt from a separate CTE (Water Act notification, Air Act notification). The White schedule was substituted by G.S.R. 511(E)/512(E) of 28 July 2025 (54 sectors) and again by G.S.R. 761(E)/762(E) of 17 October 2025 (86 sectors).
- One portal, slowly: CPCB’s Unified Consent & Authorization Management System (UCAMS) is already the filing route in Delhi and is announced as the replacement for OCMMS in Himachal Pradesh; the other states still file on their own single windows.
What’s specific to Punjab
Punjab’s CTE/CTO is now a single-window-only filing: the Board’s homepage notice routes every regulatory application through Invest Punjab Business First, and the OCMMS placeholder has not gone live. The Board also publishes the fastest statutory clocks for Green units in this cluster (15 working days for both consents), and it keeps re-issuing the category list — the CPCB directions of February 2025 that added the Blue category are hosted on PPCB’s site, the left-out White sectors were harmonised in November 2025 and the left-out Red, Orange and Green sectors in August 2026, and an office order of 18 February 2026 tightened monitoring of the 17 highly polluting categories and large Red units. Check your category against the current list before the file goes in; a sector moved between lists changes the fee, the validity and the treatment the consent will demand.

Get the consent file right
- Design & Approvals — we design the utilities to the category and prepare the CTE and CTO files with the building, factory and fire sets
- Fire NOC in Punjab, CEIG approval in Punjab and factory licence in Punjab — the rest of the approval chain for the same premises
- Complete CTE/CTO guide — categorisation, ETP obligations, validity and the design decisions behind them
Starting a consent file? Send the process description, the water balance and the fuel and DG details for a CTE/CTO readiness review — an engineer replies with the likely category under the current PPCB list, the treatment the consent will ask for and what is still missing. Request a technical review.
Secured Engineers Pvt. Ltd. is an MEPF and solar EPC contractor; we design the utilities and prepare the file, and the Board decides. Board names, portals, fees, validity and timelines above were read on the official pages linked on 10 Oct 2026 and can change with Board orders — several were issued in 2025 and 2026 — so confirm the live position with the regional office before filing.
