Punjab has one structural advantage worth planning around: PSPCL is the only DISCOM in the state. There is no zone-by-zone utility split as in Haryana or Delhi, so the sanction, the metering arrangement and the energisation all sit with one counterparty. It removes an entire class of coordination failure — but it also means a queue at PSPCL has no alternative route around it.
Where CEIG sits in your programme
The order is not negotiable, and it is where most schedules break:
- DISCOM sanction first. The load you are approved to draw defines the installation the inspectorate will assess.
- Drawing approval. The scheme goes in before the substation is built — not after.
- Installation and testing. Executed by a licensed electrical contractor, with test records kept as you go rather than reconstructed afterwards.
- Inspection and clearance. The inspectorate checks the installation against the approved drawings.
- Energisation by PSPCL, once clearance is in hand.
- Periodic inspection thereafter — the obligation does not end at commissioning.

What actually stalls a Punjab file
Almost nothing that stalls a CEIG file is an engineering failure. The recurring causes are documentary:
- A single-line diagram showing connectivity only. Without protection ratings and settings on it, the inspectorate cannot assess discrimination — so it cannot clear the file.
- Earthing shown as a note rather than a design. An earthing grid needs to be designed and drawn, with the measured values recorded pit by pit at test stage.
- Drawings that disagree with the sanction. If the SLD implies a load the PSPCL sanction does not cover, the file is internally inconsistent before anyone visits site.
- Site that has moved past the drawings. Where the installation as built differs from what was approved, the inspection is against what exists — and the deviation, not the drawing, is what has to be resolved.

Solar plants and the PSPCL interface
