Fire NOC for a Factory in Madhya Pradesh: Process, Portal and Documents

In Madhya Pradesh, a factory's fire clearance has traditionally been handled by the fire service of the urban local body as part of building permission, designed to the National Building Code, with an online application. Fire law is changing in 2026, and we could not confirm the current rules from a gazette. Check the position with the local fire officer before you file.

What is settled and what is moving

Madhya Pradesh is in transition on fire safety, and a buyer's guide that hides this would mislead you. The table separates what we could confirm from official material from what we found only in press reports or commercial guides.

ItemWhat we foundHow firm it is
Building permission rulesThe state Town and Country Planning department publishes the Madhya Pradesh Bhumi Vikas Rules, 2012, and hosts a National Building Code Part IV (Fire Safety) guide on its rules pageConfirmed that the documents are published; we could not open the rule text, so we quote no clause
Who issues the NOC, and whereCommercial guides say the fire officer of the local body issues it, with an online form on the state's e-Nagar Palika portalNot confirmed from an official page
New fire statutePress reports from 21 and 22 July 2026 say the Assembly passed a Fire Safety and Emergency Services Bill that makes fire plan approval and a Fire NOC mandatory before constructionPassage reported; we have not seen the enacted text
Rules under the new lawA Dainik Jagran report of 14 October 2026 says fire safety rules were notified in the gazette on 12 October 2026Press only; read the gazette
Building permission reformHindi press reports from mid-2026 say building permission has moved fully online and some NOCs have been removed from the processUnclear whether fire clearance is included

This means two things for a factory owner. First, an older guide that gives a fixed fee, timeline or form name is probably out of date. Second, the safest route is to ask the local fire officer, in writing, which law and which form apply to your application date.

Does a factory need a fire NOC?

The design obligation does not depend on the paperwork. The National Building Code treats industrial buildings as a distinct occupancy with fire protection requirements for exits, water supply, detection and fire-fighting equipment, and a state's building permission and fire rules apply that code to a particular site. Commercial guides cite a 12.5 metre height at which fire-fighting installations become mandatory under Madhya Pradesh land development rules. We could not verify that figure, and a low, large-area factory can have a heavy fire load regardless of height. Plan the fire system from the process hazard, storage and area, then ask the authority whether a NOC is required at that stage. Our NBC fire and life safety guide for factories shows how the design basis is built.

Design points that decide a factory file

Whatever the portal says, the fire officer reads the drawing for the same few things. Prepare answers to them before you file:

  • Hazard class of the process and storage. Packing material, solvents, dust, oil, battery rooms and DG fuel each change the system required, and a single store can move a whole block into a higher class.
  • Water. Tank volume, a reliable source and a pump set with standby, sized to the largest demand in the plant, not the average.
  • Access for a fire tender. Road width, gate size and a turning space, plus clear approach to the building, are physical items that drawings cannot repair later.
  • Detection and alarm coverage in every enclosed area, including mezzanines, panel rooms and false ceilings.
  • Electrical fire risk. Panel rooms, cable galleries and transformer yards need their own protection and separation from storage.

Our fire-fighting systems pages describe each of these installations.

The documents to prepare

We have not found an official Madhya Pradesh checklist, so the set below is the drawing and document pack that fire authorities across states typically ask for. Treat it as preparation, not as the local requirement.

  • Site plan showing plot boundary, access road width, gate sizes, fire tender approach and turning, and distances to adjoining buildings.
  • Floor plans, sections and elevations with the fire-fighting layout marked: hydrants, hose reels, sprinklers, detectors, manual call points, extinguishers, exits and refuge areas.
  • Water storage and pumping details: tank capacity, pump ratings and the standby arrangement.
  • Electrical single-line diagram for the fire pump and emergency supply.
  • Process and storage description, including hazardous materials and quantities.
  • Approved building plan and ownership or lease papers, and a structural safety certificate where the authority asks.
  • For the final stage: test certificates for pumps, detection and sprinkler systems, and the maintenance contract.

The process in the order you will meet it

  1. Design to the code before you file; a file with no engineering behind it comes back with queries.
  2. File with the local body's fire office, online where the portal allows it.
  3. Scrutiny and inspection: the fire officer checks drawings and usually visits the site, especially at the occupancy stage.
  4. Conditions: the NOC may carry conditions that you must meet before occupancy.
  5. Installation to the approved drawing, with changes agreed in writing.
  6. Final inspection and certificate before the factory starts operating.
  7. Renewal if the rules require it, and fire drills and records regardless.

Commercial guides quote about 60 days for a provisional NOC and about 30 days for renewal. We could not find those figures in an official Madhya Pradesh document, so use them only as a rough planning range.

Questions to put to the fire officer

  • Does the new fire law apply to my application date, and which transition provision covers files filed earlier?
  • Which portal or office accepts the application, and in which form?
  • Is a provisional NOC needed before construction, or only a final NOC?
  • What third-party reports or audits are required, and who may issue them?
  • How often is the NOC renewed, and what does renewal need?
  • Which other approvals depend on it: factory licence, pollution consent or the electrical inspector?

The labour side also changed recently. The Occupational Safety, Health and Working Conditions Code, 2020 became effective on 21 November 2025 along with the other labour codes, so factory licensing sits under the new framework. See our approvals hub for how the pieces connect.

How Secured Engineers helps

This is a buyer's guide, and it cites no project of ours in Madhya Pradesh. We are a pan-India contractor that mobilises from our offices in Noida (Delhi NCR) and Ludhiana. We design fire systems in-house, file Fire NOC, CEIG and DISCOM net-metering applications in-house, and take MEPF and solar under one contract. Our record is 535+ projects across 18+ states with 89.77% repeat clients. Because the state process is changing, we start with the drawings: we check that the fire design is sound for your process, then match it to what the authority asks.

See Fire NOC assistance for scope. To have your file reviewed before you submit, WhatsApp us the drawings, call +91 70099 85817, or ask for a free proposal.

Frequently asked

Which authority issues the fire NOC for a factory in Madhya Pradesh?

Commercial guides say the fire officer of the urban local body issues it as part of building permission. We could not confirm this from an official Madhya Pradesh page, and a new state fire law was reported in 2026. Ask the local fire office in writing which authority, law and form apply to your application date.

Is there a new fire law in Madhya Pradesh?

Press reports in July 2026 say the Assembly passed a Fire Safety and Emergency Services Bill, and a report of 14 October 2026 says rules were notified on 12 October. We have not read the enacted text or the gazette. Check it before filing, because it may change who approves fire plans and when a NOC is needed.

How long does a fire NOC take in Madhya Pradesh?

Commercial guides quote about 60 days for a provisional NOC and about 30 days for renewal, but we could not find these in an official document, and the rules are changing. Treat them as a rough planning range, and ask the fire office for the current service standard in writing.

What drawings are needed for a factory fire NOC?

Typically a site plan with access and fire tender approach, floor plans, sections and elevations with fire-fighting systems marked, water storage and pump details, the fire pump single-line diagram and a description of process and storage hazards. The Madhya Pradesh checklist may differ, so confirm it with the authority before preparing the pack.

Can I start building before the fire NOC?

That depends on the current rules and on your building permission conditions. Some states require a provisional NOC before construction; others tie fire clearance to occupancy. Confirm which applies in writing, because starting without a required approval can stop work and delay the occupancy certificate. Design the fire system early either way.
