Hiring an MEP Contractor in Madhya Pradesh: MPIDC Estates, DISCOMs, Fire NOC and CEIG
To hire an MEP contractor for a factory in a Madhya Pradesh industrial estate, check four things: which MPIDC region and which of the state's three DISCOMs serve your plot, who files the Fire NOC and the Chief Electrical Inspector's approval, whether the contractor holds the electrical licence or recognition the state requires, and whether one contract covers electrical, HVAC, fire and plumbing with approvals as separate lines.
MPIDC regions and the DISCOM that serves your plot
The MP Industrial Development Corporation (MPIDC) runs five regional offices: Bhopal, Gwalior, Indore, Jabalpur and Rewa. Its 2023 land bank lists the industrial parks under each. Mandideep in Raisen district sits under Bhopal, with textiles, pharmaceuticals, food processing, auto parts and engineering among its sectors. The Indore office lists the Pithampur sectors, a readymade garment complex, an electronics complex and food clusters. Malanpur-Ghirongi sits under Gwalior.
The power supplier follows the district, not the MPIDC office. The Energy Department lists an East, a Central and a West DISCOM. Their tariff filing gives the areas of supply.
| DISCOM | Area of supply | Examples from the MPIDC land bank |
|---|---|---|
| East (Poorv Kshetra, Jabalpur; often abbreviated MPPKVVCL) | Jabalpur, Rewa, Sagar and Shahdol divisions | Katni and Jabalpur-region parks; Rewa parks; Bina and Sidhguwan in Sagar, which MPIDC lists under its Bhopal office |
| Central (Madhya Kshetra, Bhopal) | Bhopal, Gwalior, Hoshangabad and Chambal divisions | Mandideep; Malanpur-Ghirongi |
| West (Paschim Kshetra, Indore) | Indore and Ujjain divisions | Pithampur sectors |
Note the Sagar example: the MPIDC office and the DISCOM do not line up everywhere. Confirm the DISCOM from your allotment letter or its local office before you plan the HT connection, and read our note on HT connection delays for the sequence.
Approvals a factory fit-out has to plan for
Invest MP publishes the documents for its single-window services. The rows below are the ones that shape MEP scope. Forms and fees change, so treat the list as a planning aid and check the portal for the current version.
| Approval | Authority | Documents the list asks for |
|---|---|---|
| Factory plan approval | Labour Department, under the MP Factories Rules, 1962 (rule 3-A) | Process description and raw-material list; site plan to scale not less than 1:500; plan, elevation and section to not less than 1:100, with doors, windows, ventilators, emergency exits and plant layout |
| Fire NOC | Urban Development and Housing Department | Ownership document; fire plans for each floor, elevation and section; fire consultant's qualification certificate if not on the department's list; 53-point checklist certified by the fire consultant, owner or authorised person; approved building and layout plans |
| HT or LT connection | Energy Department, through the DISCOM | Land registration deed, company or partnership proof, applicant identity documents |
| Inspection of installation | Chief Electrical Inspector | Single-line diagram, list of equipment, work completion report |
| Net metering and rooftop solar | DISCOM | Latest electricity bill, single-line diagram |
Two cautions. The existing note on the Fire NOC for a factory in Madhya Pradesh records that fire law in the state was reported to be changing in 2026, and that we could not confirm the new rules from a gazette. So ask the fire officer in writing which law and form apply on your application date. And the Chief Electrical Inspector's approval depends on voltage; the Energy Department's online portal has separate applications for drawing approval and for inspection and approval of HV and EHV installations and diesel generators, so confirm with the Inspectorate whether your installation needs it and file the drawings first.
What an MEP contractor must handle
A factory needs more than an electrician. The scope usually includes HT and LT distribution with transformer and DG, earthing and lightning protection, lighting and small power, HVAC and ventilation (cleanrooms and process cooling in pharma and food plants), the fire fighting system and its pump room, plumbing, drainage and STP, and ELV. Each links to an approval: the fire design must be ready before the Fire NOC file is lodged, and the electrical installation must be complete and tested before the Inspector is asked to approve it.
Under one MEPF contract the contractor coordinates these sequences. Under several contracts, you do. See our turnkey EPC and design and approvals services, the Fire NOC assistance and CEIG consultancy pages, and the MEPF cost calculator for a first budget.
The order of work on an estate plot
The documents above fix a sensible sequence, and a contractor who cannot recite it has probably not run an approvals-led job.
- Allotment and approved building and layout plans, which the Fire NOC list asks for.
- Factory plan approval, with the process description and the plant layout drawings.
- Freeze the MEPF design: single-line diagram, equipment list, fire layout and water arrangement.
- Lodge the Fire NOC file with the fire consultant's checklist and floor-wise fire plans.
- Apply to the DISCOM for the HT or LT connection and note its feasibility conditions.
- Build, test and complete the electrical installation, then prepare the work completion report.
- Apply to the Chief Electrical Inspector where the voltage requires it, and energise after approval.
Two practical points follow. The single-line diagram and the equipment list are needed twice, for the DISCOM and for the Inspector, so they should be one controlled document. And the HVAC and cleanroom design should rest on the design conditions you specify for your process and site, not on a rule of thumb carried over from another region. Ask each bidder for its design basis in writing.
Checks before you appoint a contractor
- Electrical licence. The central safety regulations require installation work to be done by an electrical contractor licensed by the State Government, under a person holding a certificate of competency. Ask for the licence or the recognition of another state's licence. We could not confirm the Madhya Pradesh licensing board's rules, so verify them with the state Electrical Inspectorate.
- Fire consultant. The Fire NOC list refers to a fire consultant's qualification and a department list. Ask whether the contractor's consultant is on it.
- HT experience. Ask for HT jobs with the Inspector's approval letters, and for the instruments the contractor owns.
- Scope and programme. Design, supply, testing, approvals and handover documents in scope, with approvals shown as separate lines in the programme.
- Local support. A contractor mobilising from outside the state should name its site supervisor, its response time for snags and its plan for statutory visits. See how to select an MEP contractor.

Frequently asked
Which DISCOM serves an industrial estate in Madhya Pradesh?
Three companies serve the state. The East company covers the Jabalpur, Rewa, Sagar and Shahdol divisions, the Central company covers Bhopal, Gwalior, Hoshangabad and Chambal, and the West company covers Indore and Ujjain, according to their tariff filing. The DISCOM follows the plot's district, not the MPIDC regional office, so confirm it from the allotment letter or the DISCOM office.
Who issues the Fire NOC for a factory in Madhya Pradesh?
The Invest MP single-window list shows the Fire NOC under the Urban Development and Housing Department, with a fire consultant's 53-point checklist and floor-wise fire plans among the documents. The state's fire law was reported to be changing in 2026, so ask the local fire officer in writing which law and form apply on your application date.
Does a factory in Madhya Pradesh need the Chief Electrical Inspector?
The single-window list includes inspection of the installation by the Chief Electrical Inspector, with a single-line diagram, equipment list and work completion report. HV and EHV installations and diesel generators are applied for on the state's online portal. Whether your installation needs it depends on its voltage and the limit notified by the state, so confirm with the Inspectorate.
Does Secured Engineers have projects in Madhya Pradesh?
No project on record. The company mobilises from its Noida and Ludhiana offices. It designs MEPF systems in-house, files the Fire NOC and CEIG applications in-house, and can take electrical, HVAC, fire and plumbing under one contract. This page is a buyer's guide from official documents, not a claim of local delivery.
What should I check before hiring an MEP contractor in Madhya Pradesh?
Check the contractor's electrical licence or its recognition in the state, the competency certificate of its supervisor, who files the Fire NOC and Electrical Inspector applications, its HT experience, and whether design, supply, testing and approvals are in one scope. Ask for a programme that shows approvals as separate lines, and send drawings for review before you sign.
