Hiring an MEP Contractor in Maharashtra: MIDC, MSEDCL, Maharashtra Fire Act and CEIG

Title card reading Hiring an MEP Contractor in Maharashtra: MIDC, MSEDCL, Maharashtra Fire Act and CEIG, with a factory shed and electrical panel in outline.
Title card. Not a photograph of a Secured Engineers site.

To hire an MEP contractor in Maharashtra, check four things. Fire work must be carried out through a licensed agency under the 2006 Fire Act. MIDC estates run their own fire stations and issue fire NOCs at plan approval. MSEDCL supplies power to every MIDC area, and HT installations need Electrical Inspector approval before energising. And each bid should state who certifies what.

Which authorities decide an MEP package in Maharashtra?

Treat the package as three tracks that need to finish together. The table shows who controls each.

PackageAuthorityWhat it controlsWhat to ask the contractor
Fire detection, hydrants, sprinklers, gas systemsMaharashtra Fire and Emergency Services; MIDC fire department inside its estatesFire safety approval at plan stage, final approval before completion, periodic certificatesLicensed-agency licence number and validity; who signs the compliance certificate
HT and LT power, transformers, DG setsMSEDCL; the state Electrical InspectorSupply release and energising permissionInspector submissions in scope, test reports by a licensed electrical contractor
Plumbing, drainage, waterMIDC or the local authority, depending on the siteConnections, discharge and water supply approvalsWho applies, and who pays connection charges
Completion and occupationThe local planning authority or, in its estates, MIDCCompletion certificate, which depends on fire complianceWhether approvals are phased with the building or all at the end

The Act links these tracks. No authority empowered to issue a completion certificate may issue one unless the owner has complied with the fire requirements, so a delayed fire approval holds up occupation of the whole building.

What does the Maharashtra Fire Act require of the contractor?

The Maharashtra Fire Prevention and Life Safety Measures Act, 2006, as amended in 2023, creates the licensed agency. Section 10 says no person other than a licensed agency may carry out the work of providing fire prevention and life safety measures, unless the Director authorises someone else for reasons recorded in writing. Section 9 provides that a licence is granted for two years. The owner or occupier files a licensed-agency certificate on compliance and, twice a year in January and July, a certificate on maintenance, under section 3(3). A licensed agency may not certify compliance or maintenance that has not actually happened. The state notified amended rules in June 2025, and the fire service publishes a list of approved licensed agencies and a list of those suspended or blacklisted.

That has three practical effects on a bid. A general MEP contractor without its own licence must use a licensed agency for the fire scope, so ask who it is. The agency, not only the contractor, carries certification risk, so ask how the two contracts back each other. And the January and July certificates continue after handover, so decide who maintains the system and signs them.

What should you expect in a MIDC estate?

MIDC's public pages give useful context. It reports built-up sheds allotted in 67 industrial areas and galas in 82. Its board has a policy under which MIDC manages fire stations in areas with hazardous chemical processing, flammable storage, textile and IT parks, and FDI or SEZ zones, and it reports 32 operational fire stations with 14 more sanctioned. Its fire department also handles the fire NOC at the time of building plan approval. MSEDCL supplies electricity to all MIDC industrial areas, and natural gas pipelines are available in listed areas including Chakan, Taloja, Ranjangaon, Talegaon, Pimpri-Chinchwad and Patalganga, which matters for kitchen, boiler and process-heating design. Remaining approvals are routed through the state's single window system.

Two checks save time. Ask the estate office which authority will sign your fire approval and which drawings it wants at plan stage. And ask MSEDCL early for the supply feasibility and the Electrical Inspector sequence. HT consumers are typically asked for the Inspector's approval before supply is released, but we have not re-verified MSEDCL's current procedure or timelines, so treat older figures you find online as a guide only.

In what order should the approvals run?

Most delays come from approvals started late, not from site work. A workable order, to be confirmed with each authority, is as follows:

  1. Plan-stage fire safety approval, with drawings prepared by the fire consultant or licensed agency.
  2. Supply feasibility from MSEDCL and, for HT, plan approval by the Electrical Inspector before erection begins.
  3. Procurement against approved drawings, with approved makes recorded in the contract.
  4. Installation with witnessed tests, and test reports signed by a licensed electrical contractor.
  5. Final fire safety approval and the Inspector's permission to energise.
  6. Completion certificate, then the January and July certificate cycle begins.

If the contractor's programme shows fire and electrical approvals only after installation, it is carrying risk that will return as delay or rework.

How should you compare MEP contractor offers?

  • Scope boundaries. Who designs, who approves, who tests, who files the Inspector and fire submissions. Silence usually means the owner.
  • Licences. Electrical contractor licence valid in the state, and the licensed agency for fire, each with number and validity.
  • Bill of quantities. Ask for the same quantities and specifications from every bidder, and for the basis of provisional sums. Our MEPF cost calculator helps you test whether totals are in a plausible range.
  • Commissioning. Witnessed tests, test reports, as-built drawings and training, and how long the defects period runs.
  • Payment terms. Milestones tied to approvals rather than only to installation, and a retention that is typically released after the defects period.
  • Site team and variations. A named project manager and a licensed supervisor on site, and a written rule for what happens to cost and time when an authority's comment changes the drawings after award.
  • After handover. Maintenance, spare parts and who files the half-yearly fire certificate.

How Secured Engineers helps

We run MEPF and solar under one contract, design in-house, and file Fire NOC, CEIG and DISCOM net-metering applications in-house. We work from offices in Noida (Delhi NCR) and Ludhiana, across 535+ projects in 18+ states, with 89.77% repeat clients. No project of ours is published for Maharashtra, so this article is a buyer's guide, not a reference list, and any Maharashtra job would be a mobilisation from those offices. We have not listed a Maharashtra fire licence on this site either, so for a Maharashtra fire scope we would state, at tender stage, how the licensed-agency requirement is met. Ask every bidder to do the same.

If you already have drawings or a bill of quantities from a Maharashtra contractor, send them for a review: we will mark missing scope, licence gaps and approval dependencies. Start from the MEPF page, then message us on WhatsApp, call +91 70099 85817, or request a free proposal.

Frequently asked

Does fire fighting work in Maharashtra have to go through a licensed agency?

Yes. Section 10 of the Maharashtra Fire Prevention and Life Safety Measures Act, 2006 says no person other than a licensed agency may carry out the work of providing fire prevention and life safety measures, with a proviso allowing the Director to authorise someone else for recorded reasons. A licence is granted for two years after the 2023 amendment. Ask each bidder for the licence number, validity and the name that will sign the certificates.

Who issues the fire NOC inside a MIDC industrial estate?

MIDC says its fire department handles the fire NOC at the time of building plan approval, and it runs fire stations in industrial areas under a board policy. The state fire service and local planning authority also have roles under the Act, so the split depends on the estate. Ask the MIDC regional office which authority signs your approval before you finalise the programme.

Is CEIG the same as the Electrical Inspector in Maharashtra?

The function is the same: an Electrical Inspector approves plans and inspects installations, especially HT, before they are energised. The term CEIG is common in Punjab and Haryana, while Maharashtra uses its own Electrical Inspectorate and Chief Electrical Inspector designations. Confirm the current office, forms and fees with the Inspectorate and MSEDCL, because the timelines on older pages may have changed.

How often does the owner file fire certificates?

Under section 3(3) of the Act the owner or occupier files a licensed-agency certificate on compliance of the fire and life safety measures, and a maintenance certificate twice a year, in January and July. The 2023 amendment text also provides for continuous monitoring of fire fighting systems in specified buildings, certified by the licensed agency. Put the certificate responsibility in the maintenance contract.

Can a contractor from outside Maharashtra take an MEP package there?

For the mechanical, electrical and plumbing scope, yes, if it holds the required electrical licensing and local registrations. The fire scope is different because the Act reserves it to licensed agencies. Ask any out-of-state bidder to show, before award, exactly how licensed-agency work will be executed and certified and who carries the responsibility.
