MEP Handover Documents: The File That Lets You Operate, Insure and Expand
MEP handover documents are the file that lets a plant be operated, insured and expanded without the contractor in the room. At minimum it holds as-built drawings of every service, test and commissioning reports, the statutory approvals with renewal dates, building-specific O&M manuals, warranties, a spares list and training records. Without them, every later fault, audit or extension starts from guesswork.
What goes into a handover file?
Treat the list below as contract scope, written into the specification before work starts. A handover file assembled in the last week before the completion certificate is rarely complete, because the people who know the answers have already moved to the next site.
| Document | What it must show | Who relies on it |
|---|---|---|
| As-built drawings | Electrical single-line diagram, cable routes and schedules; HVAC duct and pipe layouts; fire layout; plumbing and drainage; all matching what is on site | Maintenance team, next contractor, fire and electrical inspectors |
| Test and commissioning reports | Insulation and earth-resistance values, protection settings, pump and hydrant pressures, alarm cause-and-effect results, air and water balancing | Owner's engineer, authorities, warranty claims |
| Statutory approvals file | Fire certificate, Electrical Inspector approval or self-certification report, DISCOM sanction, any consents, each with an expiry or renewal date | Owner, insurer, lender, buyer's due diligence |
| Building-specific O&M manuals | Sequence of operation, set-points, maintenance schedule, shutdown and restart steps for this installation | Operations and AMC vendor |
| Warranties and guarantees | Start date, serial numbers, scope, exclusions, claim contact | Owner, AMC vendor |
| Asset register and spares list | Make, model, rating and location of each item; recommended spares and consumables | Store, maintenance planner, insurer |
| Settings and software backups | Protection relay settings, fire panel programming, VFD parameters, BMS configuration | Any engineer called after a fault |
| Training record | Who was trained on what, when, signed by the owner's staff | Owner, insurer, auditors |
Why do as-built drawings matter so much?
Public-sector practice treats this as a duty. The CPWD Works Manual 2019 says the Engineer-in-Charge must ensure that completion or as-built drawings of services, which it lists as water supply, drainage and electrical and mechanical services, are handed over to the client and to the maintenance unit. A private owner can write the same sentence into a contract.
On site, design drawings drift. A duct is rerouted around a beam, a panel moves, a cable tray changes level. If those changes are not drawn back, the file shows a building that does not exist. Insist on marked-up site drawings during execution and a dated, signed set at handover. Our note on the as-built and O&M manual gap shows how the shortfall appears later.
Which records do the regulators expect you to hold?
Fire certificates carry conditions that are really record-keeping duties. A 2026 Delhi Fire Service certificate for an industrial unit, for example, is valid for three years, requires an annual declaration in Form K and a renewal application in Form J six months before expiry, and conditions validity on keeping escape routes free and fire equipment in working order. Himachal Pradesh's NOC checklist asks for hydraulic pressure test reports and manufacturing-year proof for extinguishers at renewal. Rajasthan asks for as-built drawings showing the complete fire-fighting plan at the final stage.
Under the CEA safety regulations the owner of an installation carries the duty to keep it safe, and a factory above the connected load named in the regulations must designate an Electrical Safety Officer who keeps test reports and a register of recommendations (our CEIG approvals page sets out the regulation numbers). Those registers start life as the contractor's test certificates, so the handover file is where they begin.
How do the documents help you insure and expand?
Insurers set their own requirements and we do not speak for any of them. What is common is a request for evidence that fire systems are tested and maintained, which is the test log and AMC record in the file. Ask your broker which documents the policy wording depends on before you accept handover.
Expansion is the bigger payoff. A new line, a second transformer or an extra floor of cooling needs to know the spare capacity left in each panel, riser, pump and chiller. That is on the as-built single-line diagram, the cable schedule, the commissioning data and the load schedule. Without them a consultant has to survey the building first, and that survey is a cost you pay again. If you plan phase two, use our MEPF cost calculator to scope it from the real installed capacities.
How do you write handover into the contract?
- List the documents in the specification with the format, number of sets and soft copies.
- Tie a stage payment or retention release to delivery of the complete file, so the file is not an afterthought. See retention and final-bill disputes for how this is usually argued.
- Define the witness points: who attends each test, and who signs the report.
- Start the defect liability period only on acceptance of the file and the completion certificate, and say so. The glossary entry explains the term.
- Name the person who trains your staff and require a signed attendance and topic record.
A short review of the contract's handover clause before signature is cheaper than discovering gaps after the completion certificate. Our commissioning and handover checklist covers the system-level tests that feed these reports.
What does an incomplete file look like?
- Drawings carry a new title block but the same issue date as the tender set.
- The O&M manual is a bundle of manufacturers' brochures with no sequence of operation.
- Test sheets are blank, unsigned, or give values for equipment that is not in the asset register.
- No renewal dates appear anywhere.
- Protection settings and panel programs are not saved outside the device.
Any one of these is a reason to withhold sign-off until corrected.
Before accepting the file, run a simple walk-through. Pick three items on site: a distribution board, a valve or damper, and a fire pump or alarm panel. Trace each one on the as-built drawing, find its test record, its warranty and its place in the asset register, and ask the contractor's engineer to show where it appears in the O&M manual. If any item cannot be traced end to end in a few minutes, the file is not ready, and the same gap will cost you time every time that item fails.
How Secured Engineers helps
- We design MEPF systems in-house and keep the design basis that the as-built set is checked against.
- Fire NOC, CEIG and DISCOM net-metering filings are prepared in-house, so the approvals file is built as the project runs.
- Electrical, HVAC, fire, plumbing and solar can sit under one contract and one handover file, instead of five.
- We work from offices in Noida (Delhi NCR) and Ludhiana, with 535+ projects across 18+ states and 89.77% repeat clients.
- We review BOQs and drawings, and can check a draft handover clause for completeness before you sign.

Frequently asked
When should handover documents be delivered?
Draft documents should grow during execution: marked-up drawings and test sheets are collected as work is done, and the complete file is delivered before the completion certificate and the start of the defect liability period. Delivering everything on the last day invites gaps. Put a delivery date and a payment or retention link in the contract so the file is treated as part of the work.
Who is responsible for preparing as-built drawings?
The contractor who installed each service normally marks up and issues them, and the designer or main contractor consolidates the set, unless the contract says otherwise. Public-sector practice, such as the CPWD Works Manual 2019, makes the engineer-in-charge responsible for ensuring they reach the client and the maintenance unit. Decide this in your contract, and require a signed, dated set.
Do I need handover documents for a small unit?
Yes, scaled to the size. Even a small plant needs as-built electrical single-line diagram, earthing test results, fire system test records, warranties and approval certificates with expiry dates. The renewal of a fire certificate, an insurer's questions or a future extension will all ask for them. A short, complete file is more useful than a long, unsorted one.
What should the O&M manual contain?
It should be specific to your installation: how each system is meant to run, the sequence of operation, set-points, alarm meanings, routine checks and their frequency, safe shutdown and restart steps, and the contacts for support. A bundle of manufacturers' brochures does not do this job. Ask for a draft before commissioning ends so that operations staff can comment while the engineers are still on site.
Can the file be digital only?
Soft copies are useful for search and backup, but check what each authority and your insurer accept before you drop paper. Some authorities require signed hard copies of certificates and reports. Keep a controlled digital master with revision dates, plus the signed originals of statutory certificates. Store panel programs and protection settings in a separate backup, not only inside the devices.
