Factory Licence & DISH approval for factories in Haryana

If your unit is in Haryana, the factory building plan is approved and the Factory Licence is granted by the Industrial Safety & Health wing, Labour Department, Haryana — licences granted by the Chief Inspector of Factories under the Factories Act, 1948 and Punjab Factories Rules, 1952 as applied in Haryana (“PFR, 1952” on the department’s service page). Two stages, in order: plan approval before construction, then registration and the licence before operation. This page carries what is specific to Haryana; the engineering of the submission — layout, exits, ventilation, welfare, the occupier’s duties — is on the complete Factory Licence & DISH guide.

Apply, check status and renew: the official route (checked 10 Oct 2026)

  • Where to apply: the Labour Department’s own portal, hrylabour.gov.in, carries the online factory licence and building-plan services and verifies issued certificates; new investors can also route through Invest Haryana.
  • Timelines: under the Haryana Right to Service Act, 2014 the department lists 45 days for approval of plans, 45 days for registration and grant of licence and 45 days for renewal, with the Additional Director-cum-Additional Chief Inspector of Factories as the designated officer (Right to Service page). The service page adds that licences are in practice issued in about 20 days.
  • Validity: “Applicant can to apply for license for 1 and 5 years” — the department’s FAQ (hrylabour.gov.in/content/faq); a 10-year option is not offered there.
  • Fee: calculated year-wise by the portal from its fee-structure file; no fee is levied for approval of the factory building plan; an amendment for a change of factory name is ₹30 (terms page).
  • Self-certification: under the Transparent Inspection Policy 2017, a non-hazardous factory with a valid licence employing fewer than 50 workers that opts into the Self Certification Scheme and files the single return is exempt from physical inspection; start-ups are exempt for two years (ease of doing business page).

The authority decides and sets the timeline; we draw the factory set and file it.

What’s specific to Haryana

Haryana’s timelines are statutory entitlements, not estimates — 45 days for each of plan approval, licence and renewal under the 2014 Right to Service Act — and the department publishes a July 2025 set of Right to Service notifications whose contents we have not read. The building-plan stage carries no fee, which removes one of the usual reasons to file the factory set late; file it with the municipal building set so both authorities see the same premises.

Where we work in Haryana

Secured Engineers Pvt. Ltd. prepares the factory plan set — machine layout, process flow, exits and ventilation drawn to the same premises as the building and fire sets — for units across Haryana’s estates: IMT Bawal, Barhi Industrial Area, Kundli Industrial Area, Rai Industrial Estate, Faridabad–Ballabgarh Industrial Complex, IMT Rohtak, Panchkula Industrial Area. See the full Haryana zone list.

Get the workplace approved right

Have the layout already? Send the plot plan, the machine layout and the worker and power figures for a factory-plan readiness review — an engineer replies with what the inspectorate in Haryana will look for and what is still missing. Request a technical review.

Secured Engineers Pvt. Ltd. is an MEPF and solar EPC contractor; we prepare and file the factory set, and the authority decides. Authority names, portals, fees and timelines above were read on the official pages linked on 10 Oct 2026 and can change with state notifications — confirm the live position with the department before filing.
