SPCB Consent to Establish & Operate (CTE/CTO) for factories in Haryana
If your unit is in Haryana, the Consent to Establish and the Consent to Operate under the Water Act, 1974 and the Air Act, 1981 come from the Haryana State Pollution Control Board (HSPCB). CTE comes before construction and CTO before production; the category your process is assigned sets the fee, the validity and the treatment the consent will demand. This page carries what is specific to Haryana; the categorisation logic, the ETP and stack obligations and the design decisions that keep a unit inside its consent are on the complete CTE/CTO guide.
Apply, check status and renew: the official route (checked 10 Oct 2026)
- Where to apply: CTE and the first CTO go through HEPC / Invest Haryana only — the Board’s order of 16 August 2017 says applicants “shall apply for the same only through HEPC Portal”; other CTE/CTO and authorisation filings use HR-OCMMS (HSPCB). A letter of 12 November 2025 requires a CTE renewal to be applied for on HEPC at least 90 days before expiry.
- Validity: CTO for 5 years (Red) and 10 years (Orange) by orders of 20 October 2015 and 22 March 2016, and 15 years (Green) by order of 25 January 2017 (Green validity order); CTE for 5 years for projects not needing an Environmental Clearance and up to 7 years for EC projects (CTE validity order).
- White category: “there is no necessity for obtaining the CTE and CTO by the industries covered under white category” — “intimation to the Board in this regard shall suffice” (consent procedure); an order of 27 October 2025 adopts the 86-sector White list of MoEF&CC G.S.R. 761(E)/762(E).
- Fee: capital-investment slabs, Red category against Orange and Green, with separate amounts under the Water Act and the Air Act and for the first year against subsequent years — for example a Red CTE above ₹100 crore of investment is ₹1,05,000 and Orange or Green ₹35,000 (fee structure).
- Timelines: the Haryana Right to Service Act, 2014 gives 30 days each for CTE and CTO under each Act, with the Regional Officer as designated officer; a Board order of 26 February 2018 reads 30 days for a complete application and a maximum of 45 days where it is incomplete (Right to Service).
- Auto-renewal: CTO auto-renewal on self-certification for Red, Orange, Green and Blue units by order of 13 October 2025, applicable to applications from 15 November 2025 (order); third-party or self-certification for the first CTO of Green units by letter of 12 November 2025.
- Regional offices: 24, each with a stated jurisdiction — Gurugram South at the HSIIDC complex in IMT Manesar covers IMT Manesar, Sectors 2 to 8 and both sides of NH-8; Gurugram North covers the Alwar–Sohna Road to Farrukhnagar–Jhajjar Road belt; Faridabad (Sector 16A) runs from Badarpur border to Bata Chowk, and Ballabhgarh beyond Bata Mor along Mathura Road (regional offices).
The Board decides and sets the timeline; we design the utilities to the category and prepare the file.

The national frame every state applies
- Categories: CPCB’s 2025 classification (12 February 2025, corrigendum 16 October 2025) sorts sectors into Red, Orange, Green, White and Blue; the sector list as on 24 August 2026 runs to 464 sectors (CPCB categorisation page). The 2016 pollution-index bands behind it: 60 and above Red, 41–59 Orange, 21–40 Green, up to 20 White (CPCB final directions, 2016).
- White category: MoEF&CC notifications G.S.R. 702(E) and 703(E) of 12 November 2024 exempt plants with a pollution index up to 20 from prior consent, on condition that the plant informs the state board in writing; a plant holding an Environmental Clearance is exempt from a separate CTE (Water Act notification, Air Act notification). The White schedule was substituted by G.S.R. 511(E)/512(E) of 28 July 2025 (54 sectors) and again by G.S.R. 761(E)/762(E) of 17 October 2025 (86 sectors).
- One portal, slowly: CPCB’s Unified Consent & Authorization Management System (UCAMS) is already the filing route in Delhi and is announced as the replacement for OCMMS in Himachal Pradesh; the other states still file on their own single windows.
What’s specific to Haryana
Haryana is the state in this cluster with the most recent paper: a consolidated Red/Orange/Green/White/Blue categorisation on 1 August 2025, the expanded White list on 27 October 2025, CTO auto-renewal on self-certification from 15 November 2025, and self- or third-party certification for a Green unit’s first CTO from 12 November 2025. The regional-office map matters for IMT Manesar and the Faridabad–Ballabgarh belt because the jurisdictions are drawn by road and sector, not by district, and the Regional Officer is the Right to Service designated officer for your file.

Get the consent file right
- Design & Approvals — we design the utilities to the category and prepare the CTE and CTO files with the building, factory and fire sets
- Fire NOC in Haryana, CEIG approval in Haryana and factory licence in Haryana — the rest of the approval chain for the same premises
- Complete CTE/CTO guide — categorisation, ETP obligations, validity and the design decisions behind them
Starting a consent file? Send the process description, the water balance and the fuel and DG details for a CTE/CTO readiness review — an engineer replies with the likely category under the current HSPCB list, the treatment the consent will ask for and what is still missing. Request a technical review.
Secured Engineers Pvt. Ltd. is an MEPF and solar EPC contractor; we design the utilities and prepare the file, and the Board decides. Board names, portals, fees, validity and timelines above were read on the official pages linked on 10 Oct 2026 and can change with Board orders — several were issued in 2025 and 2026 — so confirm the live position with the regional office before filing.
