Fire NOC for factories in Uttar Pradesh
If you’re planning a Fire NOC for a factory in Noida, Greater Noida, the YEIDA corridor, Ghaziabad or Meerut, the process runs under the UP Fire and Emergency Services Act, 2022 — not the older 2005 Act that many older guides still reference.
This page covers what’s specific to UP. For the full NBC 2016 engineering — the two-stage process, document checklist, cost drivers, and the 10 reasons fire schemes get rejected — see the complete Fire NOC guide.
Who issues it, and under what law
| Uttar Pradesh | |
|---|---|
| Issuing authority | Directorate of Fire and Emergency Services, Uttar Pradesh |
| Governing law | UP Fire and Emergency Services Act, 2022 + Rules, 2024 (replaced the 2005 Act) |
| Industrial authority coordination | NOIDA / GNIDA / YEIDA Authorities, or UPSIDA elsewhere |
| Investor-facing portal | Nivesh Mitra |
| DISCOM (NCR belt) | PVVNL |
A material correction worth knowing
If your fire consultant, a downloaded checklist, or an older guide cites the “UP Fire Prevention and Fire Safety Act, 2005” as current law — it’s outdated. The 2022 Act and its 2024 Rules govern UP fire-NOC applications now. The underlying NBC 2016 fire-engineering requirements haven’t changed; the administering law and process have.
Two parallel tracks inside NOIDA / GNIDA / YEIDA
Unlike a municipal-fire-department state where the fire NOC is the only track, inside Noida, Greater Noida and the Yamuna Expressway corridor the fire NOC runs alongside the development authority’s own building-plan sanction — both have to be consistent, and both authorities cross-check against each other. A fire scheme that doesn’t match the sanctioned building plan is a common query source here specifically.
