Documents Required for CEIG Approval: The Complete Checklist
CEIG approval needs two sets of papers. The drawing stage takes a single-line diagram, load details, the site, substation and earthing drawings, protection details and the licensed contractor's particulars, usually with a questionnaire and a scrutiny fee. The inspection stage takes the manufacturers' test certificates, your own site test results and the completion record. State checklists differ, so take the final list from your inspectorate.
What does the law ask you to produce?
The Central Electricity Authority (Measures relating to Safety and Electric Supply) Regulations, 2023 do not print a document list. They set duties that the state checklists turn into documents. Four matter for a file:
- Test records before inspection. Under regulation 45(5), the owner of an installation above the notified voltage must test every circuit, other than an overhead line, before applying for approval, record the results and submit them to the Electrical Inspector.
- Manufacturers' certificates. Regulation 48(1) lets the Electrical Inspector ask for manufacturers' test certificates for the type, acceptance and routine tests required by the relevant standards, and regulation 48(2) requires site tests on new apparatus and cable above 650 V before commissioning.
- Self-certification below the notified voltage. At or below the voltage your state notifies, the owner inspects, tests and self-certifies on the Schedule II form, and supply or restart waits until the report reaches the Electrical Inspector's office, deemed received if not acknowledged within three working days (regulation 45(1)). A Chartered Electrical Safety Engineer, authorised by the state, can assist with that certification (regulation 6).
- Competent people. Regulation 3 requires the owner, and any contractor engaged, to designate persons to work on lines and apparatus, each holding a certificate of competency or electrical work permit and entered in a register. The register is produced to the inspector on request (regulation 4).
Which drawings and papers go in at the drawing stage?
This is the set to build first, while civil work is running. The table combines the lists published by the Tamil Nadu Electrical Inspectorate, the Himachal Pradesh Electrical Inspectorate and the Kerala Chief Electrical Inspector; the last column shows which of them names each item.
| Document | What the reviewer reads it for | Named in |
|---|---|---|
| Single-line or master schematic, with metering and protection | Incomer, HT metering, breakers and relays with device numbers, transformer secondary protection, CT specifications, connected load and maximum demand on each board | All three (Kerala's checklist is the most detailed) |
| Equipment list with make, serial number, rating and quantity | That what is drawn is what is ordered; ratings and rupturing capacity | Himachal Pradesh; Tamil Nadu's questionnaire asks for equipment details |
| Site plan | Boundary, point of supply, HT routes, locations of the transformer, generator and main panel room | Tamil Nadu, Kerala |
| Substation and switchgear layout, elevation and section | Clearances, access, ventilation, oil soak pit, panel room entrance and exit | All three |
| Earthing drawing and calculations | Electrodes, mats, interconnections, soil resistivity, fault level; for EHV yards, step and touch potential | All three; the calculations are named by Tamil Nadu and Kerala |
| Generator layout and supplier's NOC | Room, exhaust, changeover and earthing; the supplier's consent for a standby set, or for paralleling with the grid | Tamil Nadu (layout, paralleling NOC); Himachal Pradesh (standby NOC) |
| Load sanction from the DISCOM and contractor details | That the installation matches the sanctioned supply, and who is licensed to build it | Questionnaires of Tamil Nadu and Kerala; Himachal Pradesh asks contractor and supervisor details |
Presentation counts. Tamil Nadu asks for drawings signed by both the consumer and the electrical contractor, numbered, legibly lettered and carrying the connected load on each switchboard; its checklist exists, in its own words, to avoid rejection at the submission level. Kerala's checklist asks for the approval number and date of the latest approval, the scrutiny-fee remittance and any deviation from the department's published cable schedule. Himachal Pradesh runs the application online, with a service request ID and an option for the inspector to send the file back for more documents.
What goes in at the inspection stage?
Once the installation is built to the approved drawings, the file moves from design to evidence. Himachal Pradesh's checklist names the manufacturer's test certificate for each item of equipment and the insulation test results and earth resistance of individual electrodes, combined electrodes and the earth mat. In practice an inspector expects the following:
- Manufacturers' type, routine and acceptance test certificates for transformers, switchgear and cables, matched to the serial numbers on the equipment list.
- Site tests recorded on forms: insulation resistance of each circuit, earth resistance of each pit and of the combined system, HT cable tests after laying, and transformer, relay and breaker function tests against the approved settings.
- Calibration certificates for the test instruments. Regulation 33(3) requires the equipment used to test a consumer's installation to be calibrated by a government-authorised or NABL-accredited laboratory.
- The licensed contractor's signed completion and test statement, and the supervisor's certificate.
- An as-built set. If a feeder was added or a panel moved during fit-out, the single-line diagram must show it, or the inspection starts with a discrepancy.
How do the lists vary by state?
Three differences cause most returned files. First, who approves and where the file is lodged: online portal, paper in quadruplicate, or both. Second, the fee and form: Tamil Nadu asks for a challan, Kerala for a court-fee stamp and scrutiny fee. Third, which supplier consents are needed: a standby generator may need the DISCOM's NOC first, as Himachal Pradesh and Tamil Nadu show.
Check the age of any list you rely on. Himachal Pradesh's checklist cites the 2010 CEA regulations, which the 2023 regulations replaced, so use it as a guide to what is asked, not as current regulation numbers. We have not reproduced a Punjab, Haryana or Uttar Pradesh list here because we could not confirm the current one from the inspectorate's own page. Our state guides describe the authority and process for Punjab, Haryana, Uttar Pradesh and others; the full process is on our CEIG approval guide for factories.
Where do files get returned?
From the file reviews we do, the same four problems recur. The single-line diagram disagrees with the machinery list or the DISCOM sanction. The earthing drawing has no soil resistivity or fault-level basis, or the pits on paper are not the pits in the ground. Protection settings are not stated, so the reviewer cannot test the coordination. And test certificates are missing or do not match the serial numbers installed. Each is cheap to fix before submission and slow to fix after a query. The CEIG readiness checker shows whether your connection, substation or DG set needs inspector approval and how complete your file is.
How Secured Engineers helps
We design the electrical scheme in-house and file the CEIG, Fire NOC and DISCOM net-metering applications ourselves. For CEIG, our team prepares the drawings and calculations the inspectorate reviews, files them, answers queries and attends the inspection. MEPF and solar can sit under one contract, so the single-line diagram, the DG scheme and any solar connection are drawn once. We work from Noida (Delhi NCR) and Ludhiana, across 535+ projects in 18+ states, with 89.77% repeat clients.
Have a file ready or half ready? Send the single-line diagram, the load list and the transformer and DG details for a review before you submit; an engineer replies with what the inspectorate will check and what is missing. Frequently asked
Which documents are needed for CEIG approval of a factory?
At the drawing stage: a single-line diagram with metering and protection, load details, site plan, substation and switchgear layout, earthing drawing and calculations, generator layout if any, the DISCOM load sanction and the contractor's licence details, with signatures and fee. At the inspection stage: manufacturers' test certificates, site test and earth-resistance records and the contractor's completion statement. Your inspectorate's checklist is final.
Does a DG set need extra documents?
Yes. Tamil Nadu asks for a generator layout showing room, control panel, exhaust and earthing, and an NOC from the supplier if the set will run in parallel with the grid. Himachal Pradesh asks for the supplier's NOC for a standby set, which it lets you apply for from inside the online application. Expect the changeover interlock and neutral treatment to be questioned.
Who signs the drawings?
The published lists we read ask for signatures from both the consumer and the electrical contractor doing the work. Tamil Nadu's checklist also asks for an authorisation letter allowing the contractor to correspond with the Electrical Inspectorate, and a named authorised signatory for a company. Unsigned or partly signed sets are a common reason for a file being returned at the counter.
Are test reports needed before or after drawing approval?
After. Drawings are approved first and the installation is built to them. Test reports belong to the inspection stage: for installations above the notified voltage, regulation 45(5) of the CEA regulations 2023 requires the owner to test every circuit, other than an overhead line, and submit the recorded results before applying for approval of the installation.
Does a small LT installation need a CEIG file?
Not necessarily. Under regulation 45(1) of the CEA regulations 2023, installations at or below the voltage your state notifies are inspected, tested and self-certified by the owner on the Schedule II form, and the report is deemed received if not acknowledged in three working days. Which voltage your state has notified, and any section 54 carve-out, must be confirmed with the inspectorate.
Is the CEIG document list the same in every state?
No. Forms, fees, number of copies, online or paper filing and supplier NOCs differ by state, and some inspectorates still publish lists written under the 2010 regulations. Use the CEA regulations for the duties, the published list of your state inspectorate for the documents, and ask the office to confirm anything that is not on a current page.
