CEIG approval for factories in Uttar Pradesh

Uttar Pradesh names its electrical inspectorate differently from its neighbours, and the name is worth knowing before you go looking: approvals run through the Directorate of Electrical Safety — Vidyut Suraksha Nideshalay — under the Department of Energy, with its head office at Vibhuti Khand-2, Gomti Nagar, Lucknow.

If you are building in Noida, Greater Noida, Ghaziabad, Meerut or anywhere in the western belt, and the plant takes HT supply, installs a transformer or runs DG sets of consequence, this is the office that gates your energisation.

UP is comparatively well served on the digital side: an online application portal with published forms removes a class of friction that still exists elsewhere in the region. What it does not remove is the query round.

The estate-authority layer is the UP-specific complication

The inspectorate file is a state matter. Your plot, however, sits under NOIDA, GNIDA, YEIDA or UPSIDA, each with its own building sanction, its own completion process and its own queue. None of these change the electrical approval, but all of them share your programme.

The failure mode is sequencing rather than substance: teams run the estate authority and the directorate in series, discover the second only after the first closes, and lose the difference. Run them in parallel from the start.

Where CEIG sits in your programme

  1. DISCOM sanction first — PVVNL or NPCL depending on location.
  2. Drawing approval — filed before the substation is built.
  3. Installation and testing by a licensed electrical contractor.
  4. Inspection and clearance against approved drawings.
  5. Energisation by the DISCOM.
  6. Periodic inspection thereafter.

What actually stalls a UP file

  • An SLD showing connectivity only, with no protection ratings or settings — discrimination cannot be assessed.
  • Earthing shown as a note rather than a designed grid, with no measured values at test stage.
  • Drawings inconsistent with the sanctioned load.
  • A site that has moved past its approved drawings — inspection is against what is installed.

The electrical approval runs through the state directorate regardless of the plot authority. What changes is the coordination around it — NOIDA, GNIDA, YEIDA and UPSIDA each run their own building sanction and estate processes, and those interact with your programme even though they do not change the inspectorate file.

Does a rooftop solar plant in UP need CEIG approval?

Where the installation interfaces at high tension or otherwise falls within the directorate ambit, yes — and it runs alongside the PVVNL net-metering application rather than after it. Whether a specific rooftop plant is in scope depends on voltage and current thresholds, which belong in the design decision.
