Hiring an MEP Contractor in Karnataka: KIADB, BESCOM, Karnataka Fire Rules and CEIG
Hire an MEP contractor in Karnataka who treats the statutory clearances as part of the MEP scope, not as your problem. A factory there deals with KIADB for the plot, the local ESCOM such as BESCOM for HT supply, the Karnataka State Electrical Inspectorate for drawings and commissioning, and KSFES for fire clearance. The contract should name who files each one and by when.
Which Karnataka authorities touch an MEP package?
The easiest way to read a Karnataka tender is to map each MEP package to the clearance it depends on. A contractor can finish the work and still be unable to hand over the plant if the clearance behind it is missing.
| MEP package | Clearance it depends on | Issued by | When it falls in the programme |
|---|---|---|---|
| HT and LT electrical, substation | Drawing approval, then commissioning approval | Karnataka State Electrical Inspectorate | Before erection, and after inspection before charging |
| Incoming supply | HT or LT connection | BESCOM, or the ESCOM for your area | Applied once the load and drawings are fixed; connection follows inspection |
| DG sets | Electrical drawing approval and commissioning approval for the DG set | Electrical Inspectorate | With the electrical scheme |
| Fire fighting and detection | NOC, then clearance certificate, then clearance renewal | Karnataka State Fire and Emergency Services | Plan stage, then before occupation, then in operation |
| STP, ETP, plumbing discharge | Consent for establishment and for operation | Karnataka State Pollution Control Board | Before construction and before the plant is run |
| Plot, roads, common utilities | Allotment, possession, building plan approval | KIADB, or the estate's own authority | Before any of the above can be sequenced |
KIADB estates and the single window
KIADB allots industrial plots in its areas, and the state's single-window services list that we read (April 2026) shows its allotment of land, intimation for payment of the initial deposit and earnest money, allotment letter and possession certificate as pre-establishment services. It also lists the Electrical Inspectorate's drawing and commissioning approvals, KSPCB consents and BESCOM's HT and LT connections. Fire NOC was not on the list we saw, so confirm where a KSFES application is accepted before you plan the filing sequence. The list is dated, so confirm the current position.
Checklists on the single-window site mention a building plan prepared by a KIADB-empanelled architect and a power NOC. We could not confirm those requirements from a KIADB page, so ask KIADB for the current building-plan checklist before your architect starts. The MEP contractor's drawings need the approved plan, not the other way round.
Electrical Inspectorate: drawings first, commissioning last
The Karnataka State Electrical Inspectorate handles drawing approval for industrial installations through the Seva Sindhu portal. The listed documents are an affidavit and Form-Z, the power sanction letter with the estimate and a sketch, and the single-line diagram, plan and elevation. The application fee is shown as nil, scrutiny fees are paid separately, and the stated service time is 25 days at the head office and 20 days at a field office.
After erection, commissioning approval is applied for with the contractor's completion and test report (Form-B1), the commencement report (Form-A1), the manufacturers' test reports and the inspection fee. The approval follows an inspection and issues if the installation is in general conformity with the CEA safety regulations. Two Seva Sindhu pages for commissioning approval show different service times, one blank and one at 30 days, so ask the field office what it works to. A contractor who is slow with test reports is the usual reason this step drags. Our testing and commissioning page lists the records we assemble.
Incoming supply: BESCOM and the other ESCOMs
Bengaluru and its surrounding districts are served by BESCOM, whose website lists an online HT application among its services. Other parts of the state are served by MESCOM, HESCOM, GESCOM and CESC Mysore, so the first question for a plot outside the Bengaluru area is which company supplies it. The single-window list we read shows separate HT service entries for BESCOM's regions, which suggests the route differs by area; ask the division office which applies.
Supply is where MEP programmes slip most, because the connection depends on work the contractor does not control: the line, the metering and the utility's own estimate. Keep two dates apart in the programme. One is when the plant is ready to be charged, which the contractor owns. The other is when the utility can supply, which the owner chases. Our note on HT connection and substation approval for high-load facilities sets out the sequence.
Fire: NOC, clearance certificate, renewal
KSFES works under the Karnataka Fire Force Act, 1964 and lists a No Objection Certificate, a clearance certificate and a clearance renewal certificate as separate services. Industrial buildings fall in Group G of the National Building Code, split into low, moderate and high hazard (G-1, G-2, G-3), and the grade drives sprinkler density, water storage and pump capacity. Published guides disagree on how long a Karnataka clearance runs, and we have not confirmed it from a primary source, so read it off your own certificate. Our fuller walk-through is in Fire NOC for a factory in Karnataka.
For the MEP contract the point is sequence. The fire scheme has to be agreed with the architecture before the pump room, tank and ring main are fixed, and the electrical design must carry the pump supply and the emergency power. If those two are drawn by different vendors, the clearance file and the electrical file disagree, and both stall.
What to ask a bidder
- Who submits the Inspectorate drawings, the KSFES file and the ESCOM application, and who answers the queries?
- Is the electrical work carried out by a licensed contractor with a competent supervisor, and can they show the licence?
- Does the programme show approvals as dated tasks, with the inspection and re-inspection allowed for?
- Does the BOQ trace to drawings, including the pump room, DG, STP and substation?
- What test records and as-built drawings arrive with handover?
Our guide to selecting an MEP contractor develops these into a prequalification checklist, and the MEPF cost calculator gives a screening budget before you invite bids.
How Secured Engineers helps
We design in-house, run electrical, HVAC, fire fighting and plumbing as one turnkey contract, and file Fire NOC, CEIG and DISCOM net-metering applications in-house. We work from offices in Noida (Delhi NCR) and Ludhiana, with 535+ projects across 18+ states and 89.77% repeat clients. Karnataka is among the states where we have worked. For a plant there we mobilise from Noida and Ludhiana, and the programme says so up front; ask us for references that match your building type.
The fastest useful step is a drawing and BOQ review. Send the tender BOQ and drawing set to our MEPF contracting team and we will mark scope gaps and approvals that no one has been assigned. Or reach us on WhatsApp, call +91 70099 85817, or ask for a free proposal.
Frequently asked
Who approves electrical drawings for a factory in Karnataka?
The Karnataka State Electrical Inspectorate approves drawings of industrial electrical installations, with applications made online on Seva Sindhu. The listed documents are an affidavit and Form-Z, the power sanction letter with estimate and sketch, and the single-line diagram, plan and elevation. The portal shows service times of 25 days at the head office and 20 at a field office; confirm with your office.
Is the commissioning approval separate from the drawing approval?
Yes. Drawing approval comes before erection. Commissioning approval comes after the installation is built and tested, and is applied for with the contractor's completion and test report, the commencement report, the manufacturers' test reports and the inspection fee. The inspection decides whether the installation is in general conformity with the CEA safety regulations before it is charged.
Does KIADB or the ESCOM approve the MEP design?
Neither approves the whole MEP design. KIADB governs the plot, its allotment and building plan approval. The ESCOM, such as BESCOM, processes the supply connection. Electrical drawings go to the Electrical Inspectorate and the fire scheme to KSFES. The MEP contractor's drawings have to satisfy all of them, which is why the filing responsibilities belong in the contract.
How long does a Karnataka fire clearance last?
We could not confirm this from a primary source. Commercial guides quote one, three and five years, and they disagree. KSFES lists a clearance certificate and a renewal certificate as services, so the period is on your certificate. Diarise the renewal early, because a lapsed clearance can cause trouble with insurers and lenders.
Can one contractor handle MEP for a plant in Karnataka from outside the state?
It can, if the programme is honest about it. A contractor mobilising from another state needs licensed local electrical cover, site supervision and access to the Karnataka offices. Ask where the supervisors will sit, who holds the electrical licence, and how site visits for inspections are scheduled, and treat vague answers as a risk.
