MEP for Industrial Park Developers: Tendering Trunk Power, Water and Fire Networks

22 October 2026 · 6 min read · by

Title card reading MEP for Industrial Park Developers: Tendering Trunk Power, Water and Fire Networks.
Title card. Not a photograph of a Secured Engineers site.

Tender an industrial park's trunk MEP as separate packages for power, water and fire, each ending at a defined interface: the authority's connection point on one side and the plot boundary on the other. Size mains and plant rooms for the full park, buy capacity in modules as plots are allotted, and settle the DISCOM, pollution board and fire service positions before the tender is issued.

What counts as trunk infrastructure?

Trunk infrastructure is everything a plot owner cannot build for himself and every plot depends on: the incoming power supply and the park substation, the internal HT and LT network, the water source, treatment, storage and distribution mains, storm drains and sewers, effluent treatment where the park provides it, and the fire water system. Plot-level work starts at the plot boundary: the tenant's transformer, panels, internal fire system and sub-metering.

A public example shows the scope a developer is expected to deliver. The Rajasthan State Industrial Development and Investment Corporation (RIICO) issued a request for proposal in June 2026 for the Dausa-Bandikui Industrial Park, to be developed by a joint venture under the state's Industrial Park Promotion Policy 2026. The developer's list includes roads and storm drains, a water supply network, pumping stations and storage tanks, utility corridors, a grid substation, sewage and common effluent treatment plants, with firefighting among the value-added services. The same RFP makes the developer responsible for bringing electrical connectivity and industrial water to the site from the nearest point at its own expense. Other states set their own terms, so treat this as one reference, not a norm.

Whether you are a public corporation or a private developer, the tender should say plainly which side of each boundary a work item sits on. Most disputes in these contracts start at the boundary, not inside the package.

How should the trunk MEP be split into packages?

Split by network, not by trade at large. A single "MEP" package for a park forces one contractor to price power, hydraulics and fire together and hides the differences in risk. Separate packages let power contractors with HT experience bid on the substation and ring main, and pipeline contractors on the water and drainage work. Keep the interfaces in a written matrix; our note on the MEP scope matrix shows the format.

PackageTypical contentInterface to write downAuthority that decides
Power: incoming and substationHT line or bay at the connection point, receiving substation, protection, meteringConnection point and metering owner agreed with the DISCOMDISCOM; Electrical Inspector for HT inspection
Power: internal networkHT ring or radial feeders, ring main units, plot-wise LT supply points, street lightingWhere the park's cable ends and the plot's begins; spare ways reserved per plotPark operator; Electrical Inspector
Water: source to storageIntake or bulk connection, treatment, pumping, tanksQuantity allocated per day, quality at the plot tapWater supplier or board; groundwater authority where wells are used
Water: distribution, storm and sewerMains, valves, hydrants, storm drains, sewers, utility corridorsInvert levels, plot connection chambers, crossing points with power ductsPark operator
EffluentCommon effluent or sewage treatment plant, disposal routeInlet quality limits that tenants must meet, outlet standardState pollution control board
FireFire water storage, pump house, hydrant ring main, fire postHydrant spacing and residual pressure at plot boundary; what the tenant adds insideState fire service

If you prefer one contractor across all networks, the same matrix still applies; it simply sits inside a turnkey contract and the contractor carries the interface risk.

Which authority positions must be settled before the tender?

The Department of Expenditure's Manual for Procurement of Works (Second Edition, 2025) tells government procuring entities to seek the statutory approvals from bodies such as the electricity board, fire department and pollution control boards before the letter of acceptance, so that the contractor is not left with delay claims against an owner who was not ready. It is written for central government, and a private developer is not bound by it, but the logic is sound for any owner. For a park the positions that matter are these:

  • Power: a written feasibility from the DISCOM stating voltage, capacity, connection point and any line the park must build. Read why HT connections run late before you commit a date. Ask the State Electricity Regulatory Commission or the DISCOM whether the park operator may distribute and bill power to tenants; that depends on state rules and licences, and we have not assumed an answer.
  • Inspection: under the CEA (Measures relating to Safety and Electric Supply) Regulations, 2023, regulation 45, an installation above the voltage your state has notified is inspected and tested by the Electrical Inspector before supply starts. Regulation 48 requires site tests on new cable and apparatus above 650 V before commissioning. Put both into the programme as hold points.
  • Effluent: consent from the state pollution control board for the treatment plant and its discharge; see consent to establish and operate.
  • Fire: the state fire service's layout expectations for hydrants, water storage and access. The RIICO RFP, for example, requires a plot of at least 750 square metres to be reserved for firefighting in the facility area; your state may ask for something different.
  • Underground record: the Manual asks for a survey and a map of underground facilities to be made part of the tender document. Do the same, because trenching through an unmapped duct is the commonest early variation.

How do you phase trunk work against plot allotment?

Lay what is expensive to dig up twice for the full park, and buy what can be added later in modules.

  • Build once: road crossings, utility corridors, duct banks, large-diameter mains and the substation civil works. Opening a finished road for a larger pipe is the costliest change in the whole programme.
  • Add in modules: transformers, pump sets, treatment trains and storage tanks, each sized so the first phase serves the first allottees without running half-loaded for years.
  • Reserve, do not install: spare cable ways, valved tees for future branches and empty bays in the substation. State them in the BOQ so they are priced, not argued about.
  • Sequence by corridor: power ducts, water mains and drains cross each other. Fix the vertical order and clearances once, in a coordinated drawing, and issue it to every package. Our guide to campus MEP master planning covers the method.

Phasing also affects who pays for idle capacity. If phase one is commissioned before any tenant draws load, the tender should say who maintains it in the interval and what the contractor's defect liability period runs from.

What should the tender say about testing and handover?

Trunk networks are buried or in substations, so the evidence of quality is the test record. Specify hydrostatic tests and flushing for water and fire mains, insulation and high-voltage tests on cables as regulation 48 requires, earth resistance values, and witness points for the owner and the authority. Ask for as-built drawings of every buried line with offsets, because the park operator will need them for each new plot connection for decades. The Manual for Procurement of Works asks for completion drawings and as-built drawings at closure for the same reason.

Name who operates the networks after handover. The RIICO RFP lists operation and maintenance of water and power supply, drain cleaning and street lighting as the developer's continuing duties, which is a reminder that the trunk contract should hand over a maintainable system, with manuals and a spares list, not only a commissioned one. A budget for that stage can be sketched in the MEPF cost calculator, which gives cost drivers and a method, not a quotation.

How Secured Engineers helps

Secured Engineers designs MEPF in-house and files Fire NOC, CEIG and DISCOM net-metering applications in-house, so the approval drawings come from the same team that wrote the design. MEPF and solar can sit under one contract. The company works from offices in Noida (Delhi NCR) and Ludhiana and reports 535+ projects across 18+ states and 89.77% repeat clients. For a park developer the practical use is a second pair of eyes: we can review a draft tender BOQ, the package split and the interface matrix before it goes to bidders.

Start with our turnkey MEPF contracting page. If you have a draft BOQ or drawings, send them through the RFQ form, on WhatsApp, or call +91 70099 85817; you can also ask for a free proposal.

Frequently asked

Should a park developer tender trunk MEP as one package or several?

Several, unless you want a single turnkey contractor to carry all interface risk. Separate power, water, effluent and fire packages let each bidder price work it knows, and let you phase them against plot allotment. Whichever route you choose, write the interface matrix first: where each network meets the authority's connection point and where it meets the plot boundary.

What should be in place before the tender is issued?

A DISCOM feasibility in writing, the water allocation and its source, the pollution board's position on the effluent plant, the fire service's hydrant and storage expectations, and a survey of buried utilities. The Department of Expenditure manual advises government owners to seek statutory approvals before award so contractors cannot claim for the owner's delay; private developers face the same commercial exposure.

Who inspects the HT works inside the park?

Under regulation 45 of the CEA Safety Regulations, 2023, an installation above the voltage your state has notified is inspected and tested by the state Electrical Inspector before supply starts. Regulation 48 adds site tests on new cable and apparatus above 650 V. The notified voltage differs by state, so confirm it with the Electrical Inspectorate before you fix the programme.

How do you avoid paying for unused capacity in phase one?

Build the corridors, ducts and large mains once for the whole park, and add transformers, pumps and treatment trains in modules as allotments are signed. Reserve spare cable ways, valved branches and substation bays in the BOQ so they are priced. Also state who maintains the commissioned but unloaded system and when the defect liability period starts.

What testing records should the contractor hand over?

Hydrostatic test and flushing records for water and fire mains, insulation and high-voltage test results for cables, earth resistance values, witness-point sign-offs, and as-built drawings of every buried line with offsets. The park operator needs the drawings for each new plot connection, so make them a condition of the final payment and not a courtesy.
