Title card reading solar EPC for factories in Jammu and Kashmir: DISCOM rules, approvals and cost, with a mountain skyline and a rooftop solar array outline on a dark background.
Title card. Not a photograph of a Secured Engineers site.

A factory or commercial building in Jammu & Kashmir that wants 50 kW or more of rooftop solar applies to JPDCL in the Jammu division or KPDCL in the Kashmir division, under the JERC 2023 regulations: net metering up to 500 kW, net billing above that up to 1 MW, and a plant capped at your sanctioned load or contract demand. The indicative cost is our published ₹24,000–32,000 per kW excluding GST.

Who regulates and approves solar in J&K?

  • JERC for the UT of J&K and the UT of Ladakh makes the regulations and sets tariffs. Its 2023 Grid Interactive Renewable Energy System Regulations cover gross metering, net billing and net metering, including group net metering.
  • JPDCL and KPDCL are the distribution companies for the Jammu and Kashmir divisions. They run the application portal, the feasibility study, the meter and the connection agreement.
  • JAKEDA, the J&K Energy Development Agency, runs the UT's solar programme and policy pages. Check it for schemes that may apply to your premises.
  • The Chief Electrical Inspector, through the Power Development Department, handles electrical safety approval, subject to the self-certification notification below.

The regulations also list the Electrical Inspector among the statutory clearances a consumer must obtain, along with any municipal approvals, before the plant is connected.

What are the capacity limits and routes?

The 2023 regulations set out these limits, which the First Amendment of 11 July 2024 may have modified:

  • Net metering: consumers of all categories, up to 500 kW. A higher rating can be considered if the distribution system stays stable.
  • Net billing: above 500 kW and up to 1 MW.
  • Gross metering: up to 1 MW. Above 1 MW, net billing or gross metering needs a load-flow study by the DISCOM.
  • Overall cap: the plant cannot exceed the sanctioned load in kW or the contract demand in kVA, and you can use only one arrangement within the same premises.
  • Network cap: the cumulative capacity on a distribution transformer or feeder can be allowed up to 100% of its rating, on a first-come, first-served basis by transformer.
  • Eligibility: consumers with pending arrears are not eligible.

The regulations define premises to include roof-tops or any areas on the land, building or infrastructure served by a separate meter, so a ground-mounted plant inside your plot may also qualify; confirm with the DISCOM. Third-party owned systems are allowed on a lease or a mutually agreed tariff. If you want more than a roof can give, the JERC's Green Energy Open Access Regulations, 2024 are listed on its site; model the charges before choosing that route, and read our open-access solar guide.

What are the steps, and who has how many days?

  1. Check sanctioned load and roof with a site survey and your bills.
  2. Apply on the DISCOM portal with the prescribed form and a processing fee set in the regulations. The DISCOM must complete the technical feasibility study in 20 days.
  3. Pay and receive the letter of approval, due within 30 days of the application acknowledgement.
  4. Build the plant and complete electrical safety: self-certification up to 11 kV under a July 2026 notification of the Power Development Department, which raised the earlier 650 V limit, or inspection where it does not apply.
  5. Submit the installation certificate. The DISCOM then has 30 days to sign the connection agreement, fit the meter and commission the plant.

The model agreement runs for 20 years. Keep a dated record of every submission and reply, because any claim of delay will rest on those dates.

How does the J&K tariff change the saving?

The JERC's tariff order of 20 August 2026 for FY 2026-27 applies a time-of-day tariff to consumers with a sanctioned load above 10 kW. Solar hours are 0900 to 1700, and a 20% rebate on energy charges applies to consumption in those hours. Peak hours are 0600 to 0900 and 1700 to 2200, with a 20% surcharge for industrial and commercial consumers. The Commission rejected the DISCOM's proposal of a nil rebate in solar hours. For your payback, that means the energy a daytime solar plant displaces is billed at 80% of the normal energy charge, not 100%.

Under net metering, the regulations compensate consumption in a time block first with exports in the same block, and treat excess injection in other blocks as off-peak. Unadjusted credits at the end of the financial year are bought by the DISCOM at the lower of its average power purchase cost or the feed-in tariff, and paid by the end of May. The same order declined a fixed-charge rebate for captive solar consumers. Put these into the solar calculator before comparing quotes.

What does it cost?

We do not publish a J&K-specific price. Use the C&I band, ₹24,000–32,000 per kW excluding GST, with the rate falling as size rises, and the published size pages as a guide:

SizePer kW, excl. GSTTurnkey, excl. GSTShadow-free roof
100 kW₹28,000–32,000₹28–32 lakh~10,000 sq ft
500 kW₹26,000₹1.30 crore~50,000 sq ft
1 MW₹24,000–26,000₹2.40–2.60 crore~1,00,000 sq ft

Those pages assume about 120 units per kW per month, the northern figure. J&K sites differ by division and altitude, and winter generation is lower, so use a site simulation. Four engineering points can move cost: snow and wind loads on the roof and structure (IS 875 covers both), module voltage in cold weather when open-circuit voltage rises and string length must stay within the inverter limit, transport to hill sites, and cold-weather ratings for equipment. Treat each as a line in the BOQ.

The department's SIDCO page lists industrial estates in both divisions, among them Bari Brahmana and Samba near Jammu and Lassipora and Khunmoh in the Kashmir valley, which is where factory loads and roofs are most likely to fit this guide. Our Jammu location page has local detail.

How Secured Engineers helps

We are a pan-India solar EPC. We design in-house, and we file the DISCOM net-metering application and the Electrical Inspector (CEIG) approval ourselves, with MEPF and solar under one contract if you need both. Our work in the UT, as recorded on our project page, is MEPF execution for an alloy-wheels plant in Jammu; there is no solar project in J&K on our list, so we treat J&K as a fresh survey. We work from offices in Noida (Delhi NCR) and Ludhiana, with 535+ projects across 18+ states and 89.77% repeat clients.

Start with the solar EPC scope, then send your bill, roof drawing and sanctioned load. Write to us on WhatsApp, call +91 70099 85817, or ask for a free proposal that sets out the approval route for your premises.

Frequently asked

What capacity can a factory in Jammu & Kashmir net meter?

Under the JERC 2023 regulations, consumers of all categories may set up a plant under net metering up to 500 kW, and the DISCOM can consider more if the network stays stable. The plant also cannot exceed your sanctioned load or contract demand. Above 500 kW, up to 1 MW, the route is net billing; gross metering goes up to 1 MW. Read the 2024 amendment before relying on these limits.

Do I need the Electrical Inspector's approval for a solar plant in J&K?

Not always. A Power Development Department notification of July 2026 raised the voltage up to which installations may be self-certified, from 650 V to 11 kV, under regulations 32 and 45 of the CEA safety regulations. Whether your plant qualifies, and what documents JPDCL or KPDCL still want, should be confirmed with the Chief Electrical Inspector's office and your DISCOM before you design.

How long does JPDCL or KPDCL take to approve a rooftop solar application?

The regulations set 20 days for the technical feasibility study and a letter of approval within 30 days of the application acknowledgement, once payment is made. After you submit the installation certificate, the DISCOM must sign the agreement, fit the meter and commission within 30 days. Actual performance varies, so keep a dated record of every submission and follow-up.

Does solar reduce my demand or fixed charges in J&K?

No. In its FY 2026-27 tariff order the JERC declined a rebate in fixed charges for consumers with captive solar plants, because the grid must still serve their contract demand at night. Solar reduces the energy units you buy; your fixed or demand charges stay. Build that into the payback model, and use the solar-hour energy rate for the units you offset.

Does Secured Engineers have solar projects in Jammu & Kashmir?

Our project list shows MEPF execution (electrical, fire fighting and plumbing) for an alloy-wheels manufacturing plant in Jammu, and no solar project in the UT. We are a pan-India EPC that files DISCOM and safety approvals in-house, working from Noida and Ludhiana. For J&K solar we would treat your site as a fresh survey, not a repeat of a prior job.
