EV charging EPC tender checklist: BOQ, OEM scope and handover
A useful EV charging tender defines a working outcome and assigns every interface. “Supply and install chargers” leaves too much unresolved when the meter, transformer, civil contractor, OEM and software provider belong to different parties. Give bidders one site brief, one output requirement and one acceptance schedule.
This checklist is for factories, property owners, fleets, CPOs and OEMs procuring installation or rollout work. It helps make bids comparable; the final BOQ and specification still need project engineering and current authority requirements.
Issue the same technical baseline to every bidder
Include the site plan, electricity bill and sanctioned load, existing SLD, available demand data, proposed vehicle list and charging schedule, survey access, shutdown restrictions, target expansion and known authority conditions. Where drawings or measurements are missing, require a survey assumption register and identify who closes it.
| Tender item | Require a bidder response | Acceptance evidence |
|---|---|---|
| Energy service | Vehicles, delivered energy, dwell windows and simultaneous charging assumptions | Agreed schedule and representative session demonstration |
| Equipment | Exact model, firmware, connectors, shared output, input characteristics and environment limits | Serial register, datasheets and applicable model test documentation |
| Electrical works | Point of supply, design calculations, panels, protection, cables, containment and earthing | Approved/as-built drawings and signed test records |
| Civil works | Foundation, trench, reinstatement, drainage, barriers and bay markings | Inspection records and dimensional/site checks |
| Utility and inspection | Applicant, submissions, fees, deposits, utility work and release dependencies | Required approvals and energisation records |
| Software | CMS, connectivity, permissions, payments, local control and data export | Functional test results and owner access |
| Support | Defect liability, OEM warranty, preventive work, spares and escalation | Written support matrix and handover acknowledgement |
Make free-issue equipment an explicit package
If the CPO or OEM supplies chargers, identify the delivery point, unloading equipment, storage requirements, inspection for transport damage and custody transfer. Require final dimensions, weight, cable entries, foundations, input requirements and communication details before associated works are released.
State who attends first energisation, loads firmware, registers assets in the CMS and authorises warranty activation. Define responsibility when a charger fails acceptance because of an internal defect, an installation fault or a platform configuration. “OEM commissioning included” should name the activity, provider, travel allowance and required site readiness.
Separate design changes from quantity variations
Use a variation register with cause, drawing revision, quantity change, cost, programme effect and written approval. A changed cable route, a longer trench and a larger upstream supply are different events. Agree whether rates apply only to measured quantities or also to redesigned equipment. List exclusions where a purchaser can compare them directly rather than burying them in quotation footnotes.
Payment milestones should follow evidence: approved design, accepted delivery, installation readiness, successful acceptance and document handover. Retention and warranties are commercial terms to agree; they do not replace an inspection or demonstrate that the software works.
Check certificates against the supplied configuration
The national EVCI guidance, Annexures I and II, addresses charger standards and model-specific type-test evidence. Ask for the applicable standard edition and test scope for the exact model, power rating and communications configuration. Use the BIS standards resources to confirm current references; do not copy a superseded edition into a tender by habit.
For an OCPP claim, verify the official OCA certificate record and match the product, role, version and certified profiles. Protocol certification is separate from electrical product safety and from site acceptance. Membership of an industry body is not the same as certification of the offered model.
Run a bid clarification meeting with a closure log
Ask each bidder to identify deviations, missing information and dependencies. Close the same questions for all bidders and distribute material clarifications consistently. Evaluate delivered scope, design evidence, service boundaries and commercial terms alongside price. A low bid that excludes utility works cannot be compared directly with a complete upstream package.
For repeated CPO/OEM sites, standardise the survey form and acceptance pack while keeping site-specific load, ground conditions and authority requirements visible. The electrical infrastructure service provides the relevant supply-side context.
