EV charging station installation cost in India: what a complete BOQ includes
The cost of an EV charging station is the cost of a working, accepted installation, not just the charger in a catalogue. A short cable run from a suitable panel and a new HT supply with civil works are different projects, even when both use the same charger. Start with an itemised bill of quantities (BOQ), a responsibility schedule and the utility estimate.
This guide deliberately avoids an all-India rupee range. We do not have a current, comparable set of site quotations that would make such a range defensible. The framework below lets a factory, hotel, warehouse or CPO request prices for a defined scope and identify what remains provisional.
Put these cost packages on separate lines
| Package | What the quotation should identify | Common missing item |
|---|---|---|
| Charger equipment | Exact model, AC/DC rating, connectors, simultaneous output, warranty, freight and unloading | Optional pedestal, payment terminal or commissioning visit |
| Electrical infrastructure | Surveyed cable route, panels, protection, earthing, metering, containment and testing | Existing panel modification, shutdown labour or upstream capacity work |
| Civil and parking works | Foundations, trenches, reinstatement, drainage, bollards, markings and access | Rock excavation, waterproofing, canopy structure or night work |
| Utility and statutory work | Application support, demand note, deposits, connection works and inspection fees | Costs payable directly by the client to an authority |
| Digital operation | CMS setup, SIM/network, billing integration and required licences | Per-connector subscription or transaction fee after the first year |
| Handover and support | Site acceptance tests, as-built drawings, training, warranty process and AMC scope | Travel, spares, preventive visits or out-of-hours attendance |
Use quantities that can be checked on site
A BOQ should state the unit, quantity, specification, rate, amount, tax treatment and inclusion boundary for each item. Cable length needs the actual route and termination allowance. A charger count needs the number of independent power cabinets as well as outlets: two guns on one cabinet do not necessarily provide twice its rated output. A “complete earthing” lump sum needs a design basis and test deliverables, not a universal resistance promise.
Separate measured quantities from provisional sums. For a retrofit, record which existing equipment was accessible during the survey and what could only be checked during a shutdown. Set the process for measuring additional work, obtaining approval and pricing variations before installation starts. See the EV EPC tender checklist for a comparable-bid format.
Compare the same two project boundaries
Ask every bidder to price a base installation from the agreed point of supply to the charger, then show upstream upgrades separately. For example, an illustrative two-charger project might retain the existing transformer if measured headroom and controlled demand support it. An alternative with more simultaneous charging may need a panel, transformer or utility upgrade. Compare the energy service delivered and expansion path, not just the number of boxes.
Do not deduct a subsidy from the base budget unless eligibility, sanction, eligible expenditure and payment conditions have been confirmed. The Ministry of Heavy Industries' PM E-DRIVE notifications and official explanation of public-charging support describe a scheme with defined mechanisms and benchmark costs. Those benchmarks are not a contractor's quotation for your site.
Build an operating budget alongside capital cost
Include electricity at the correct meter, losses, applicable demand/fixed charges, adjustments and taxes; then software, connectivity, payment fees, rent or revenue share, maintenance, insurance and staff time. Record whether equipment replacement is included in an AMC. A low first-year subscription can hide a costly renewal or platform migration.
Compare a common operating period and show taxes and refundable deposits separately. Use the tariff guide to distinguish the utility bill from the price a driver pays. Utilisation assumptions belong in a sensitivity table, not in a guaranteed payback claim.
Send these inputs for a defensible proposal
- Site address, owner/operator role, parking plan and intended access hours.
- Vehicle models, daily energy need, arrival/departure windows and planned expansion.
- Recent electricity bills, sanctioned load/contract demand, transformer and panel details, and any interval demand data.
- Proposed cable route, available drawings, required shutdown windows and known civil restrictions.
- Charger supply preference: contractor supplied, client supplied or CPO/OEM free issue.
- Required billing/CMS model, acceptance evidence, support coverage and completion dependencies.
Share your BOQ / load details Share the site location and your requirement with Secured Engineers. Electrical infrastructure, charger supply, software and ongoing support responsibilities are agreed in the project scope.
