Fire NOC for a Clinic or Nursing Home: When It Applies and What Is Required
Whether a clinic needs a Fire NOC depends on your state's fire law, the building's height and area, and whether you occupy a floor, a whole building or a nursing home with beds. There is no single national threshold. The National Building Code grades hospitals and nursing homes by height, plot area, storeys and beds, so a ground-floor consulting clinic sits in a lighter tier than a bedded unit upstairs.
Does a small clinic need a Fire NOC?
The answer sits in the state's fire act and rules, not in a national list. The authorities that matter in our region are Punjab Fire and Emergency Services under the Punjab Fire and Emergency Service Act, 2024, Haryana Fire and Emergency Services under the Act of 2022, the Delhi Fire Service under its 2007 Act and 2010 Rules, and the Directorate of Fire and Emergency Services in Uttar Pradesh under the Act of 2022. Each sets its own thresholds for height, floor area and occupancy, and we do not quote a number here that we cannot source.
Three practical triggers apply wherever you are:
- The building. If the clinic is on a floor of a building that itself needs a fire clearance, you will be inside that process, and the common fire systems belong to the building owner.
- The beds. The Code treats premises with beds on upper floors very differently from a day clinic, because patients who cannot walk out unaided are the design problem.
- The registration. State registrations for clinics and nursing homes can ask for fire clearance, and banks, insurers and landlords often do. Ask your registration authority what it requires.
Small premises sit in a grey zone in some states. Press reports described a Delhi High Court petition asking for enforceable norms in nursing homes in buildings under 9 metres, arguing that such buildings lacked enforceable fire norms; we have not read the order and the position may have moved. Treat the point as a reason to ask the fire office in writing, not to assume you are exempt.
How does the National Building Code grade clinics and nursing homes?
NBC 2016, Part 4 puts hospitals, sanatoria and nursing homes in Group C, Institutional (subdivision C-1). Table 7 then lists the minimum fire-fighting installations by height, plot area, number of storeys and whether the premises have beds. For nursing homes under 15 m in height on a plot of up to 1,000 m², the rows run: up to ground plus one storey with no beds; up to ground plus one storey with beds; ground plus two or more storeys with no beds; and ground plus two or more storeys with beds. Further rows cover plots over 1,000 m², and heights of 15 to 24 m and 24 to 45 m.
Installations step up with each tier. Lighter tiers lean on first-aid fire-fighting, exits and signage; heavier tiers add hose reels, risers, hydrants, sprinklers, water tanks, pumps and automatic detection and alarm. Where an alarm is provided in an institutional building, Part 4 also asks for detectors in electrical shafts and lift machine rooms. Read the row for your building in the Code, because the tier decides the cost.
Which documents does a fire clearance file need?
Documents vary by state and authority, so use this as a preparation list and ask for the current checklist.
| Document | What it shows | Common problem |
|---|---|---|
| Sanctioned building plan and occupancy certificate | Height, floors, area and approved use | Clinic running in space sanctioned as residential or shop |
| Fire layout drawing | Extinguishers, alarm points, exits, signage and any hydrant or sprinkler on the plan | Drawing does not match what is installed |
| Installer and equipment records | Extinguisher type, refill and test dates; pump, tank and alarm details where fitted | Expired extinguishers, no service record |
| Electrical safety record | Wiring, earthing and load, including medical equipment | Overloaded circuits and no earthing test |
| Clinical establishment registration | Type of facility and bed count | Bed count differs from the application |
| Owner or landlord authorisation and fee receipt | Who is applying and for which premises | Applicant is the tenant, but the building owner's consent is missing |
How does the process run, and how long does the certificate last?
The usual sequence is to apply on the state portal with plans and documents, receive an inspection of the premises, rectify any deficiency, and receive the certificate. Delhi shows what the output looks like. Its fire safety certificates, for example one issued in May 2026 to a hospital in occupancy Group C-1, cite Rule 33 for compliance, run for three years under Rule 36, require renewal under Rule 37 by applying in Form J six months before expiry, and call for an annual declaration in Form K. Other states set their own validity and forms, so do not copy these terms to another state.
Plan renewal from the date on the certificate, not from the date of the first notice. A lapsed certificate on an operating nursing home is a compliance and insurance problem. What usually fails at inspection?
- Extinguishers that are out of date, wrong type for the hazard, or not mounted at the right height.
- Exits blocked or locked, and signage or emergency lighting missing or not working.
- Oxygen cylinders stored loose, near heat, or in exit routes.
- No smoke detection or alarm where the Code tier calls for it.
- Staff who cannot show how to operate an extinguisher or what to do on an alarm.
- Overloaded electrical panels and extension boards behind equipment.
Most of these are cheap to fix before inspection and expensive after a notice. A rectification works list from a design review is usually shorter than the owner expects.
How Secured Engineers helps
We design fire protection in-house and file Fire NOC applications ourselves, alongside CEIG and DISCOM approvals where electrical work is involved. MEPF and solar can sit under one contract. We work from offices in Noida (Delhi NCR) and Ludhiana, across 535+ projects in 18+ states, with 89.77% repeat clients. We do not sell audits. We review your file against the drawings and the Code tier, and can carry out the rectification works.
If you already hold a fire plan, a notice or a previous certificate, send it and we will review the file before you apply. See our Fire NOC assistance service and fire-fighting systems, then message us on WhatsApp, call +91 70099 85817, or ask for a free proposal.
Frequently asked
Does a single-room clinic need a Fire NOC?
It depends on the state and the building. There is no national threshold. A clinic in a building that needs a fire clearance will be covered by that process, and some state registrations for clinics ask for fire clearance. Ask the local fire office in writing, and keep extinguishers, exits, signage and wiring in order whether or not a certificate is required.
What is the difference between a clinic and a nursing home for fire purposes?
The National Building Code groups hospitals, sanatoria and nursing homes together as Group C-1 and grades them by height, plot area, storeys and beds. Premises with beds, especially on upper floors, face heavier requirements because patients may not be able to leave unaided. A day clinic without beds is usually in a lighter tier.
How long is a hospital fire certificate valid in Delhi?
A recent Delhi Fire Service certificate for a Group C-1 hospital runs for three years under Rule 36, with renewal under Rule 37 by applying in Form J six months before expiry and an annual declaration in Form K. Other states set different periods and forms, so check the rules of the state where your clinic is.
Which fire systems does a clinic usually need?
Typically portable extinguishers, clear exits, signage and emergency lighting at the lightest end. As height, plot area, storeys and beds increase, the Code adds hose reels, risers, hydrants, sprinklers, tanks, pumps and automatic detection. The tier for your building is in Table 7 of Part 4 of the National Building Code, read with your state rules.
Can you review my fire file before I apply?
Yes. We review the plan, fire layout and records against the drawings and the Code tier, tell you what is missing, and quote any rectification works. We file Fire NOC applications in-house. We do not sell fire audits as a separate service.
