Hiring an MEP Contractor in West Bengal: WBIDC, WBSEDCL/CESC, Fire Licence and CEIG
Hiring an MEP contractor in West Bengal means pinning down four things in the contract scope: what your WBIDC park or private estate already provides and what the plot-holder must build, which power utility connects you, the fire safety certificate and fire licence, and Electrical Inspector approval for HT work. A contractor who cannot name each of these has not read the state.
What does the estate give you, and what stays with the plot-holder?
Do not assume an industrial park is "plug and play". WBIDC publishes a page for each park, and the terms differ. The Uluberia Industrial Park page, for example, lists arterial roads, drainage and street lighting as park infrastructure, and puts land filling and boundary walls on the plot-holder. It also says each allottee controls fire detection and fire-fighting on its own plot, and that each unit handles its own sewage through its own system, STP or ETP. The Howrah Industrial Park page prices land on an as-is basis, without infrastructure development cost and utilities. Applications run through the state's SilpaSathi single-window portal.
For an MEP contractor, those lines are scope. The fire-fighting system, the fire water tank and pumps, the STP or ETP, and the incoming power arrangement are yours to design and build, not the estate's. Read the page for your park before you write the tender, and ask WBIDC in writing what it supplies at the plot boundary: power point, water point, drain point. Our general factory approvals roadmap shows how these items sequence.
WBSEDCL or CESC: who connects you?
Check first which licensee's area your plot sits in. WBSEDCL's own "Guidelines for New Service Connection" page, as shown in October 2026, handles HT applications above 200 kVA: contract demand from 50 kVA to under 1,500 kVA is applied for through the Region Office, and 1,500 kVA and above through the Central Commercial Department. It requires proof of identity and of ownership or legal occupancy, and a standard-format agreement. Its quotation has to be paid within 90 days of issue, and WBSEDCL says it will execute the work within 7 days after the applicant completes the statutory formalities. We have not verified CESC's procedure for this note, so if your plot is in its area, ask CESC for its current checklist.
One line on that page decides your electrical contractor's scope: for voltage of 11 kV or above, WBSEDCL issues commercial clearance only on receipt of the Electrical Inspector's approval. The HT substation therefore has to be designed, built, tested and inspected before the supply is released, not after.
Fire safety certificate and fire licence
SilpaSathi lists two separate fire items under pre-operation approvals: the NOC (Fire Safety Certificate) from the Fire and Emergency Services Department, and the Fire License, each shown with a listed timeline of 60 days. The state's own user guide for the fire licence shows the documents applicants upload: a consent letter of the land owner if the premises are rented, the fire safety certificate or recommendation where applicable, the old licence if any, the applicant's PAN, and a site plan with section drawing at 1:100 scale. That is a drawing standard your MEPF contractor has to meet, which is why the fire design must be done to a level that supports the certificate, not just the tender.
The state also lists a Consent to Operate under the Water and Air Acts with timelines of 60 days for red, 30 for orange and 15 for green category units. Treat all of these as the portal's listed timelines, not promises; the real time depends on a complete, consistent file. Our guides to the fire NOC process and CTE and CTO explain the logic, though the state authorities and forms are different in West Bengal.
The scope table to put in your tender
| Item | Who decides | What the MEPF contractor must deliver | Where to confirm |
|---|---|---|---|
| Plot boundary services | WBIDC or the estate operator | Design to the actual power, water and drain points offered | The park's WBIDC page and an allotment letter |
| HT connection and substation | WBSEDCL or CESC | Single-line diagram, load list, metering arrangement, substation works | The utility's current checklist |
| Electrical Inspector approval | State Electrical Inspectorate | Drawings, test certificates, earthing results, protection settings | WBSEDCL page (11 kV and above) and the inspectorate |
| Fire Safety Certificate and Fire License | Fire and Emergency Services Department | Fire scheme drawings, hydrant and sprinkler design, 1:100 site plan with sections | SilpaSathi service pages |
| Consent to Operate | Pollution control authority | STP or ETP design and drawings if the process needs them | SilpaSathi and the board |
| Water treatment and drainage | The plot-holder | STP or ETP, stormwater tie-in, tanks | Park terms and the board |
A workable order of events, which you should confirm against the live portal forms, is:
- Confirm the plot, its terms and the boundary services in writing with WBIDC or the estate operator.
- Freeze the load list and the single-line diagram, because the utility application and the Electrical Inspector both start from them.
- Prepare the fire scheme to the drawing standard the fire licence asks for, and apply for the fire safety certificate early.
- Apply to the utility for the HT connection at the correct office for your contract demand, and pay the quotation inside its validity.
- Build the substation and fire systems, test them, and book the Electrical Inspector's inspection ahead of the expected supply date.
- Apply for the Consent to Operate once the effluent and emission arrangements exist, then request supply and the fire licence on a complete file.
Running these in parallel, not one after another, is what shortens a programme; a contractor who plans them as a single critical path is worth more than one who quotes only the equipment.
How to check a contractor you cannot visit
West Bengal is outside the states where Secured Engineers has confirmed project work, so we make no project claims here and hold this note to the buyer's side of the table. Whoever you hire, ask for recent references you can call, the names of the engineers who will be on your site, and the authorities each has actually dealt with. Our checklists on prequalifying an MEP contractor and verifying contractor claims apply anywhere.
Insist on a BOQ that follows the drawings and a drawing set that carries the fire scheme and the single-line diagram, because each authority above reads them. The MEP BOQ format guide lists the items that are often forgotten, and the MEPF cost calculator frames an early budget before quotes arrive. Finally, ask how a remote contractor will supervise: resident engineer, visit frequency, and how site records reach you.
How Secured Engineers helps
For a project in West Bengal, Secured Engineers would mobilise from its Noida (Delhi NCR) and Ludhiana offices. The design is done in-house; Fire NOC, CEIG and DISCOM filings are prepared in-house; and MEPF and solar can sit under one contract. The company has done 535+ projects across 18+ states, with 89.77% repeat clients, and it does not claim work in West Bengal. The practical offer here is a review: send your drawings and BOQ and we mark where they leave gaps in the approvals above.
See the turnkey MEPF contracting page for how the work is organised, then share drawings or a BOQ on WhatsApp, call +91 70099 85817, or request a free proposal that begins with a BOQ and drawing review.
Frequently asked
Does a WBIDC industrial park supply fire-fighting and effluent treatment?
Not necessarily. The Uluberia Industrial Park page says each allottee controls fire detection and fire-fighting on its own plot and handles sewage through its own system, STP or ETP. Read the page for your park, and get the plot-boundary power, water and drain points confirmed in writing before the MEP scope is fixed.
Is Electrical Inspector approval needed for a factory substation in West Bengal?
WBSEDCL's new-connection guidelines say that for voltage of 11 kV or above, commercial clearance is issued on receipt of the Electrical Inspector's approval. Plan the HT substation drawings, testing and inspection so that this approval is in hand before you expect supply.
What is the difference between the fire safety certificate and the fire licence in West Bengal?
SilpaSathi lists the NOC (Fire Safety Certificate) from the Fire and Emergency Services Department and the Fire License as separate approvals. The fire licence application asks for items such as a site plan with section drawing, owner consent for rented premises and any earlier certificate. Confirm the sequence and current forms on the portal.
Which utility supplies my plot, WBSEDCL or CESC?
It depends on the licensed supply area of the site. WBSEDCL publishes HT application routes by contract demand; for CESC areas, ask CESC for its current checklist. Confirm the licensee in writing before finalising the electrical scope and the programme.
Can an MEP contractor based outside West Bengal work there?
Yes, provided it mobilises engineers, supervises closely and can handle state-specific filings. Ask for callable references, the names of the site team and the approvals each has handled. Secured Engineers would mobilise from Noida and Ludhiana and makes no project claim in the state.
