Buy the survey that can change the decision before buying the redesign
An uncertain project can trigger a large redesign commission when a focused measurement or inspection would first establish whether the proposed intervention is necessary. The opposite mistake is repeatedly collecting information that will not change the decision.
Identify the consequential uncertainty. It may concern actual peak demand, the condition of an existing route, an unverified plant limitation or a missing operating requirement. Ask what each possible finding would mean for the available options. If the answer would change capacity, scope, budget or timing, a targeted investigation may have clear value. If every plausible result leads to the same action, further study needs a stronger justification.
The consultant should propose a bounded investigation with a decision question, method, access requirements, evidence standard and next step. State what the work will not resolve and how any remaining uncertainty will be handled. This gives the owner a staged consultancy appointment tied to decisions, while preserving the ability to proceed to detailed design when the evidence supports it.
What to confirm before the next decision
- State the decision and the uncertainty preventing it.
- Explain how possible findings would change the recommended action.
- Agree the investigation output and the next decision point.
Ask for this review output: A bounded investigation brief stating the decision, the uncertain input, how possible findings change the options and the next decision point.
Discuss the consultancy scope
Describe the proposed intervention and what is still unknown. Request a focused feasibility investigation before committing to a full redesign. Request a scoped MEP review. Disciplines, inputs and deliverables are agreed before an appointment; installation and authority decisions are separate.
