MEP Works for Government and PSU Tenders: GeM, Eligibility, Approvals and Documentation
Government and PSU MEP works are tendered on e-procurement portals: the Central Public Procurement Portal, which the Works Manual now calls GeM-CPPP, or a state or PSU portal. To bid you typically need bid security of 2 to 5 percent of the estimated value, proof of similar completed works and a minimum average turnover. A winner then furnishes performance security of 3 to 10 percent.
Where are government MEP works actually tendered?
Under GFR 2017, Rule 149 requires ministries and departments to buy common-use goods and services that are available on the Government e-Marketplace through GeM. Contract works sit under the Department of Expenditure's Manual for Procurement of Works, which requires bids to come through e-procurement portals compliant with the government's quality requirements (Rule 160). The Manual tells buyers to advertise on what it calls the GeM-Central Public Procurement Portal (GeM-CPPP) at eprocure.gov.in, and on their own site if they have one. Because the Manual links the two names, check the notice for the portal where your bid is actually submitted. State departments and many PSUs run their own portals.
The practical rule is to read the notice inviting tender. It names the portal, the bid-submission mode, the number of envelopes and whether the work is item-rate, lump-sum or EPC. The Manual is written for central ministries and departments and extends to central PSUs and statutory bodies except where their boards have approved deviations. State government tenders follow state procurement rules, which are often similar but not identical. Where a document here says "typically", it describes the Manual's suggested norm, and the tender in front of you overrides it.
What eligibility norms do tenders apply?
The Manual suggests pre-qualification criteria for works. They are illustrative, and tendering authorities may adapt them for specialised jobs, but they show how bids are tested.
| Test | Suggested norm in the Manual | What to prepare |
|---|---|---|
| Similar completed works, last seven years | Three works of at least 40% of the estimated cost each, or two of at least 50%, or one of at least 80% | Completion certificates stating scope, value and date in the tender's wording |
| Updating past values | Value of past work raised at 7% a year from completion to bid opening | Dates and values by contract |
| Average annual turnover | At least 30% of the estimated cost, averaged over the last three financial years | CA-certified turnover statement |
| General construction experience | An annual value set from a multiplier of the projected annual spend, in any one year of a stated period, at least half from engineering construction | Year-wise certified figures |
| Available bid capacity | A x M x N minus B, where A is the highest annual engineering work value in five years, M is usually 1.5, N the completion years and B the existing commitments | Work-in-hand list at current price level |
| Joint ventures and sub-contractors | Only the applicant's share by value counts for a JV member or sub-contractor | JV agreement showing shares |
For EPC tenders the Manual suggests different tests: payments received on eligible projects of 60% of estimated cost from one, 40% from each of two, or 30% from each of three, and a net worth of at least 15% of the estimated cost. DPIIT-recognised startups can have prior turnover and experience relaxed, and the Manual says such relaxation normally has to be ensured except for items related to public safety.
How do bid security, performance security and retention work?
These conventions drive cash flow more than the contract price does.
- Bid security (EMD). Ordinarily 2 to 5 percent of the estimated value. It may be an account-payee demand draft, banker's cheque, bank guarantee, insurance surety bond or online payment; above a threshold of ₹5 lakh the Manual says it may be a bank guarantee from a scheduled bank, and it is normally valid 45 days beyond the bid validity. Bid validity is 90 days if the tender does not say. A scanned copy is uploaded with the bid in e-tenders, and a bid without the required security is rejected.
- Exemptions. GFR Rule 170 exempts micro and small enterprises and DPIIT-recognised startups, and the Manual allows a bid-securing declaration in place of security with approval. Bring the registration certificate and read how each tender applies it.
- Performance security. 3 to 10 percent of contract value, furnished typically 14 to 28 days after the award and valid for 60 days beyond the defect liability period.
- Retention. Works contracts usually withhold about five percent of each running bill as security deposit, replaceable by a bank guarantee at set stages, with half released at the taking-over certificate and the rest after the defect liability period. Our note on retention money disputes covers the usual friction.
Which documents go in the technical bid?
Most rejections are documentation failures, not capability failures, as our note on technical-bid disqualification explains. Build a file against the tender's own checklist and index, in the tender's order. A typical set is:
- Bid security in the required instrument, amount and validity, or the exemption certificate.
- Company registration, PAN and GST registrations, and the authorised signatory's power of attorney.
- CA-certified turnover and net-worth statements for the years asked for.
- Completion certificates for similar works, stating scope, value and period.
- Electrical contractor licence and supervisor competency certificates for the state of the work, where the tender asks for them.
- Manufacturer authorisations and make lists for panels, cables, pumps, chillers and fire equipment where the BOQ names makes.
- Signed undertakings, integrity pact and any local-content declaration the notice requires.
Evaluation by lowest bid (L1) rewards a BOQ priced exactly to the schedule and a bidder who has read the exclusions. Pricing a tender to win and then recovering the margin through variations is the failure covered in when L1 backfires and avoided by a BOQ that cannot be gamed.
Who files the Fire NOC and Electrical Inspector approval?
The tender decides. Some documents place statutory approvals, such as the Fire NOC, Electrical Inspector approval and DISCOM connection, in the contractor's scope. Others keep them with the department and ask the contractor only for drawings and test reports. Price the difference, and ask a pre-bid query if the scope is unclear. Our approvals guides set out the sequence for fire and electrical filings so you can estimate the time they add.
How do you use past projects as experience?
Only as the certificates allow. Our site describes fire-safety works for the Indian Army's largest petroleum tankage project: hydrants, suppression and detection, with documentation and liaisoning (project record). It also describes a fire-alarm package at AIIMS Raipur, delivered with Punj Lloyd who held the main contract (project record). The second was a package under another contractor, and for a subcontracted package the Manual counts only the applicant's share by value. Whether either counts as "similar" depends entirely on the tender's definition and on a certificate in matching words, so obtain the certificate before you rely on the project.
How Secured Engineers helps
- MEP design is done in-house, so the BOQ and drawings we price come from one coordinated set.
- Fire NOC, CEIG and DISCOM filings are prepared in-house.
- MEPF and solar can sit under one contract.
- We work from offices in Noida (Delhi NCR) and Ludhiana, with 535+ projects across 18+ states and 89.77% repeat clients.
- Before you submit, we review the tender BOQ and drawings against scope, approvals and the other trades, and flag items that would turn into variations.
See how our MEPF contracting service is run, use the MEPF cost calculator for a planning range, then send the tender BOQ and drawings on WhatsApp, call +91 70099 85817 or ask for a free proposal with a BOQ review.
Frequently asked
Are MEP works tendered on GeM?
GFR Rule 149 makes GeM mandatory for common-use goods and services available there. Contract works fall under the Manual for Procurement of Works, which requires e-procurement portals and tells buyers to advertise on the GeM-linked Central Public Procurement Portal and their own sites. State departments and PSUs use their own portals. The notice states which portal and mode apply, so read it before registering.
How much EMD does a government MEP tender need?
The Works Manual says bid security should ordinarily be 2 to 5 percent of the estimated value of the works, in an instrument such as a demand draft, bank guarantee or insurance surety bond, normally valid 45 days beyond bid validity. Micro and small enterprises and DPIIT-recognised startups are exempt under GFR Rule 170; read how the specific tender applies this.
What performance security is taken from the winning contractor?
The Manual says 3 to 10 percent of the contract value, as specified in the tender, furnished typically within 14 to 28 days of the award and valid for 60 days beyond the defect liability period. Works contracts also usually hold about 5 percent of each running bill as retention, which a bank guarantee can replace at set stages.
How much past experience do I need to bid?
The Manual suggests, for works, three completed similar works of at least 40 percent of the estimated cost each, or two of 50 percent, or one of 80 percent, over seven years, plus average annual turnover of at least 30 percent of the estimated cost. These are suggested norms. The tender sets the real thresholds and defines what counts as similar work.
Why do technical bids get rejected before price is opened?
Usually for documentation, not capability: bid security in the wrong form, amount or validity, a certificate that does not state scope and value in the tender's words, a missing registration, or documents out of the required order. Check each item against the tender checklist before upload, and raise any unclear scope as a pre-bid query.
