Choosing a Fire Fighting Contractor for a Factory: Licences, Design Capability and NOC Record

Choose a fire fighting contractor for a factory by checking four things in order: that it holds the registration your state requires, that it designs the system and can show hydraulic calculations, that it has a record of obtaining Fire NOCs for similar plants, and that it will maintain what it installs. Price comes after these, not before.

Check the licence in your state

Fire safety is a state subject, and requirements for installers differ. Some states keep a list of approved or licensed fire protection agencies and expect the Fire NOC application to carry the agency's details. Others focus on the drawings and inspection and not on the installer. Do not assume your contractor's licence in one state counts in another.

Ask for the registration number, the issuing authority, its validity date, and the categories it covers. Then confirm it with the state fire department. See our Fire NOC guide for factories for the pattern in Punjab, Haryana and Uttar Pradesh, and the Fire NOC glossary entry for the basics.

Design contractor or supply-only vendor?

Neither is wrong. What matters is that someone is accountable for the design and the calculations, and that you know who. A supply-only contractor with no design review can leave you with equipment that does not match the hazard.

What design capability looks like

Ask to see a sample hydraulic calculation, not only a drawing. A contractor with real design capability can show the hazard classification of the building, the design density and area for sprinklers, the hydrant flow requirement, the pump duty point and the tank size. It should name the standards used, typically the National Building Code of India 2016 (published by BIS) and the relevant Indian Standards, and should state where it departs from them and why.

  • Does the contractor know your hazard class (storage, process, mixed use)?
  • Can it size the fire water tank and pump room? Test it with our fire water tank calculator.
  • Does it coordinate with the electrical contractor on pump power and standby supply?
  • Does it prepare as-built drawings?

The Fire NOC record

A contractor who has taken similar factories through the NOC knows what the fire officer will ask. Ask for NOC copies for comparable plants, the dates of application and issue, and a client contact. Ask what objections the officer raised and how they were closed. If the contractor says it 'can arrange' an NOC without showing past ones, treat it as a warning. The NOC is issued on the basis of your system and inspection, and nobody can promise it.

Use the Fire NOC calculator to see which requirements your building triggers, and ask each bidder to explain how its design meets them.

Commissioning, handover and AMC

Ask what tests the contractor performs at handover: hydrant pressure tests, pump performance, alarm loop tests and functional tests of the detection and suppression systems. Ask for the test records and for the as-built drawings. Then decide on maintenance. A fire system that is not maintained will fail inspection at NOC renewal and may weaken an insurance claim. Ask for an annual maintenance scope with testing intervals, spares and response times, and compare it across bidders. If you want a view on how a maintenance contract is structured, read about AMC and O&M SLAs.

Questions to put to every bidder

  • Which state fire service registration do you hold, and when does it expire?
  • Can I see a hydraulic calculation from a recent factory of similar hazard?
  • Which Fire NOCs have you obtained for factories like mine, and can I call the owners?
  • Who is responsible if the fire officer asks for changes after installation?
  • What is excluded: fire water tank civil work, pump room power, diesel engine pump fuel, hydrant ring-main trenching?
  • What testing will you do at handover and what records will I get?

The exclusions question matters most. Civil work for the tank and trenching for the underground ring main are large items, and they are often left to the owner's civil contractor without anyone saying so. A bid that omits them looks lower than one that includes them.

Detection, alarm and special hazards

Many factories need more than hydrants and sprinklers: addressable fire alarm, gas-based suppression for electrical rooms or server rooms, and portable extinguishers selected for the fire class present. Ask whether the contractor handles these in-house or through partners, and who is accountable if the systems interact. See our pages on detection and alarm and special hazard suppression. A single contractor responsible for the whole fire package avoids a gap between vendors. Where gas suppression is in scope, ask for the enclosure integrity test and the room pressure relief design, which are easy to miss. For storage buildings, ask whether the design considers rack storage height, because in-rack sprinklers change the water demand and the pump duty.

How Secured Engineers helps

We design, supply, install and commission fire fighting systems for factories and warehouses, and we file the Fire NOC in-house. If you have a contractor's proposal or a drawing set, we can review it before you sign, and tell you what is missing. Design is done in-house, and approvals (Fire NOC, CEIG, DISCOM net-metering) are filed in-house. Mechanical, electrical, plumbing, fire and solar work can sit under one contract. We work from offices in Noida and Ludhiana, with 535+ projects across 18+ states and 89.77% repeat clients.

If you have a bill, a drawing or quotations in hand, send them and we will tell you what is missing. See fire fighting systems, message us on WhatsApp, call +91 70099 85817, or ask for a free quote.

Frequently asked

Does a fire fighting contractor need a licence?

Many states require the installer or agency to be registered or licensed with the state fire service, and some states require the Fire NOC application to be backed by a licensed agency. Rules differ, so ask the contractor for its registration in your state and verify it with the fire department.

What is the difference between a design contractor and a supply-only vendor?

A design contractor prepares hydraulic calculations, layouts and drawings for approval and takes responsibility for system performance. A supply-only vendor supplies equipment against your design and does not take design responsibility. For a first-time Fire NOC, design capability matters.

How do I check a contractor's Fire NOC record?

Ask for copies of NOCs obtained for similar factories, with dates and the authority that issued them, and call two clients. Ask how long the process took and how many objections the fire officer raised.

Why does hydraulic calculation matter?

Hydraulic calculations show that pumps, pipe sizes and water storage deliver the required flow and pressure at the most demanding point. A system sized by thumb rule can fail at the farthest sprinkler or hydrant when it is needed.

Should the contract include AMC?

A fire system must be maintained to stay valid for NOC renewal and insurance. Ask for a defined annual maintenance scope, response times and testing intervals, and decide whether the installer or a separate agency will do it.
