Hiring an MEP Contractor in Telangana: TGIIC, TGSPDCL, Fire NOC and CEIG
To hire an MEP contractor in Telangana, check four things. Whether your fire scope falls under the January 2026 order on empanelling fire and life safety system integrators. How the online Fire NOC process will run for your drawings. How the DISCOM and the Electrical Inspector sequence HT supply. And which permissions your industrial park, such as a TGIIC park, adds on top.
Who approves what in Telangana?
| Package | Authority | What the public pages show | What to ask the bidder |
|---|---|---|---|
| Fire detection, hydrants, sprinklers, gas systems | Telangana State Disaster Response and Fire Services Department | Online NOC and fire licence services; CAD drawings checked by an auto-scrutiny engine using a prescribed validation tool; provisional NOC applications no longer need site inspection or photo uploads | Who prepares the drawings in the prescribed format, and who answers the department's comments |
| Fire system installers | Same department, under G.O.Ms. 15 dated 20 January 2026 | Empanelment of third-party auditors and system integrators; online applications, with the last date extended to 5 May 2026 | Whether the bidder or its fire subcontractor is empanelled, and in which grade |
| HT and EHT power supply | The distribution company (for example TGSPDCL) and the state Electrical Inspector | Feasibility, estimate and supply stages, with supply following payment and the Inspector's clearance | Which submissions are in scope, and who holds the licensed electrical contractor role |
| Land, building permission, water, road cutting | TGIIC for plots in its parks | Application procedures and checklists for land allotment, building permission, water supply connection and road cutting permissions | Which permissions the owner files and which the contractor supports |
What is new on the fire side?
The fire department's website lists G.O.Ms. 15, dated 20 January 2026, on empanelling third-party fire and life safety auditors and fire and life safety system integrators, together with guideline annexures and an application to act as a licensed agency. Annexure II, the guidelines for system integrators, says no person other than an empanelled integrator should design and install fire prevention, life safety and fire protection systems in buildings and industries, and that the contractor should take responsibility for the equipment even when the owner supplies it and for the total system. Licences are granted online, initially for one year, and can be suspended or cancelled, with blacklisting.
Eligibility is graded. One of the lower grades covers, for example, residential buildings up to 45 m, business and mercantile buildings up to 30 m, storage buildings up to 15 m, and industrial buildings of low and medium hazard; the higher grade covers all occupancies irrespective of height and has stricter qualification and experience requirements. The annexure's column is headed "Proposed", and the department has separately invited suggestions on draft amendments to the Telangana Fire Service Act, 1999. So treat the empanelment as the direction of travel and ask the department which rules bind your project today. The fire department also reports consultations on simplified fire NOCs and a risk-based classification of industries, which is relevant if you run a small or low-hazard unit.
How does HT supply and the Electrical Inspector fit in?
For a plant or large building, the electrical programme usually sets the critical path. The consumer-rights time limits published on the regulator's website list, for HT supply, feasibility within 15 working days, the estimate within 30 working days of the feasibility, and commencement of supply within 120 days of payment of estimated charges and the Electrical Inspector's clearance. For EHT, the limits are 60 working days for feasibility and 180 days for supply. The document traces back to the earlier combined-state regulation, so use it as an indication and confirm current limits with your DISCOM. In a sequence like this, anything that delays the Inspector's clearance delays supply, so the contractor's test reports, licensed electrical contractor and drawings must be ready before the DISCOM's estimate stage ends. Our guide to CEIG approval explains the inspector's role in northern states, and the principle carries over.
What does a TGIIC park involve?
TGIIC states that it is developing industrial parks in all districts of Telangana, and its site lists application procedures for land allotment, building permission, water supply connection and road cutting or right-of-way permissions, and it lists TG-iPASS, the state's single-window clearance system, among its policies. It has also proposed industrial clusters, among them a fibre glass cluster at Ibrahimpatnam and a general engineering, electronics and electrical park at Duddada in Medak district. For an MEP contractor, the park matters in three ways: the building permission and its drawings come first, utility connections are made through the park's procedure, and common infrastructure such as roads and water mains decides where your plant rooms and tanks can go.
In what order should the approvals run?
Telangana's published pages suggest a sequence that rewards early drawings. Start with the park's building permission, because fire and electrical drawings follow the approved plan. Prepare the fire drawings in the department's prescribed format and apply for the provisional NOC at plan stage, where the department has removed the site inspection step. In parallel, apply to the DISCOM for HT feasibility, since the estimate stage runs on working days and the supply stage cannot start until the Inspector has cleared the installation. Build to the approved drawings, record witnessed tests, and keep the final fire certificate and the Inspector's clearance as separate items on the programme, because each can hold up occupation and supply independently.
What should a bid for a Telangana package contain?
- Fire scope, in plain words. Who is empanelled or licensed, in which grade, and who signs the completion certificate.
- Drawing format. Evidence the team can produce fire drawings in the department's prescribed format, since the auto-scrutiny tool checks them.
- Electrical submissions. Who prepares the Inspector's file, test reports and the DISCOM's requirements, and when.
- A bill of quantities you can compare. Same quantities and specifications from each bidder. Use our MEPF cost calculator as a sanity check on totals.
- Handover. Test records, as-built drawings, operating training and defect liability, with payment milestones tied to approvals.

How Secured Engineers helps
We run MEPF and solar under one contract, design in-house, and prepare Fire NOC, CEIG and DISCOM filings in-house. We work from offices in Noida (Delhi NCR) and Ludhiana, across 535+ projects in 18+ states, with 89.77% repeat clients. Telangana is not among our published project locations, so a Telangana job would be a mobilisation from those offices. We have not published a Telangana empanelment, so for a fire scope there we would set out at tender stage how the requirement is met, and you should expect the same answer from any bidder.
If you hold drawings or a bill of quantities from a Telangana contractor, send them for a review: we will check scope gaps, approval dependencies and the fire and electrical submissions. Start at the MEPF page, then message us on WhatsApp, call +91 70099 85817, or request a free proposal.
Frequently asked
Does a Telangana factory need a fire NOC?
The state fire department offers No Objection Certificate and fire licence services under the Telangana Fire Services Act, 1999, and it has consulted industry on simplified NOCs and a risk-based classification of industries. Whether and which certificate you need turns on occupancy, area and height, so check the department's NOC page or ask the District Fire Officer before you finalise the programme.
What is G.O.Ms. 15 of 20 January 2026?
It is a government order, listed on the fire department's site, on empanelling third-party fire and life safety auditors and fire and life safety system integrators. The attached guidelines say only empanelled integrators should design and install fire systems, with graded eligibility by building category, but their column headed Proposed and the draft amendments to the 1999 Act suggest the final legal position is still moving. Confirm the current status with the department.
Who clears an HT installation before supply?
The state Electrical Inspector, commonly called CEIG in northern states, approves the HT installation before the DISCOM releases supply. The consumer rights time limits on the regulator's site place supply commencement 120 days after payment of estimated charges and the Inspector's clearance for HT, and 180 days for EHT. These are older published limits, so confirm current ones with the DISCOM.
How much does it cost to hire an MEP contractor in Telangana?
No honest figure exists without drawings, because cost depends on the building type, area, specification, fire scope and electrical load. Instead of a rate, ask each bidder to price the same bill of quantities and to state inclusions, exclusions and approvals separately. Our MEPF cost calculator gives a first-pass range that you can test bids against.
Can an out-of-state contractor take an MEP package in Telangana?
For the mechanical, electrical and plumbing scope, normally yes, subject to the required electrical licensing and registrations. The fire scope may need an empanelled system integrator if the 2026 guidelines apply to your project, so ask every bidder to show how that requirement is met before you award, and to name who signs the certificates.
