When should an industrial facility consider an AMC?

An AMC is usually considered after the first serious breakdown or the first lapsed Fire NOC. The better time is the decision framework below, which asks what the facility needs owned, by whom, and whether the contract on offer actually owns it.

Question 1 — What statutory obligations recur?

Fire NOC renewal with its test logbook; periodic CEIG inspection; pollution-board consent renewals for DG sets and treatment plants; lift licence; DG emission and noise compliance; water-tank cleaning records. If nobody in the facility owns these on a calendar, they lapse — and a lapsed Fire NOC is a closed building. A facility with these obligations and no owner should consider an AMC that carries them.

Question 2 — How old is the plant, and what does the breakdown history say?

Under warranty and defect liability, the manufacturer and the contractor carry parts; a labour-only preventive contract is enough. As warranties expire and the plant ages, parts become the cost, breakdowns become the pattern, and a comprehensive AMC — parts included within an agreed scope — converts surprises into a contract price.

Question 3 — What is the cost of an hour of downtime?

A process plant, a cold store, a data centre or a hospital loses more in an unplanned hour than a year of preventive maintenance costs. For those, an AMC with 24×7 coverage, defined response and resolution times and critical spares on site is an insurance decision. For a warehouse with daytime operations, business-hours coverage and next-day response may be the right cost.

Question 4 — What can the in-house team actually do?

Daily checks and first-line response, usually; relay testing, thermography, transformer oil testing, TAB, cleanroom validation and fire-system tests, rarely. An AMC fills the gap between the two; it should not duplicate what the in-house team already does well.

Question 5 — Is there a baseline?

The commissioning records — earth resistance, insulation resistance, pump curves, air quantities, performance ratio — are what an AMC measures against. If none exist, the AMC must start with a condition survey that creates them, or every fault becomes a dispute about whether it was there at the start.

Which kind

  • Labour-only preventive — new plant under warranty; the contract carries the schedule, the tests and the logbooks; parts go through the manufacturers.
  • Comprehensive — ageing plant, or where the cost of an outage is high; parts within an agreed scope included; the exclusions list read carefully.
  • Statutory-only — where the in-house team maintains, but nobody owns the renewals; the contract carries the tests, logbooks and filings.

What the contract must contain to be worth anything

An asset register, a baseline condition report, the scope in plain terms, a preventive schedule by asset, SLA definitions in measurable terms, the statutory obligations named, the spares arrangement, reporting, the warranty interface and the exit terms — the eleven clauses in what an AMC contract should contain.
